DIR-2014-39b CITY OF CUPEftTINO 10300 Torre Avenue, Cupertino, California 95014(408) 777-3308 To: Mayor and City Council Members Chairperson and Planning Commissioners From: Gary Chao, Assistant Director of Community Development % Prepared by: Erick Serrano, Assistant Planner Date: December 23, 2014 Subject: Director's Minor Modification, DIR-2014-39, to allow landscaping enhancements at a residence located in the Seven Springs Planned Development District at 11570 Upland Way. Chapter 19.164 of the Cupertino Municipal Code allows for administrative approval of minor changes in a project. Chapter 19.12 of the Cupertino Municipal Code requires the Director to report his/her decision to the City Council and Planning Commission in time to allow an appeal of the decision within fourteen calendar days of approval. DISCUSSION The applicant, Tien Wu, is requesting to make landscaping enhancements at an existing single-family residence at 11570 Upland Way. The subject property is located within the Seven Springs Planned Development District, and any significant exterior changes require approval by the Director of Community Development. The applicant received approval from the Seven Springs Owners Association for the project. The proposed enhancements include: • Total landscape area of 3,960 square feet. The turf area will measure 580 square feet, and the non-turf plan area will measure 3,380 square feet. The project is subject to a landscape project submittal at the building permit stage per the City's Landscape Ordinance since the modified area is over 2,500 square feet. • Eighty-four percent of the plantings are low water use plants according to the Water Use Classification of Landscape Species (WUCOLS). The remaining sixteen (16) percent are moderate water use. • A new irrigation system that utilizes low-volume irrigation on eighty-five (85) percent of planting areas, and high efficiency nozzles will be used to spray fifteen (15) percent of the planting area (lawn). The overall design exceeds the average landscape water efficiency of seventy(70) percent. • The installation of an irrigation control system. • Replacement of an existing rear concrete paver patio with a pervious, gold decomposed granite patio. DIR-2014-39 11570 Upland Way Page 2 • Replacement of an existing rear wood retaining wall with a gravity type recast wall. No other exterior or site changes are proposed at this time. Irrigation Notes: 1.Check and test existing irrigatin system.Repair and/or adjust portiions to remain. 2.The static water pressure from the municpal supply is 70 p.s.i.The station watering the lawn will have a flow rate of 3-5 g.p.m.,an application rate of.0.45 i.p.h.,and a design operating pressure of 70 p.p.s.i.The six drip stations will have flow rates between.25-5 g.p.m.,application rates between.5-6 i.p.h.,and a design operating pressures of 25 p.p.s.i. 3.Separate hydrozones to each area of plantings is unnecessary because there is a small difference in water needs between in eac watering zone that can be accounted for with different emmiters.Cupertino is in California climate zone 4 according to the California Energy Commission. 4.The watering schedule will be three days a week, between the hours of 5:00 am and 8:15 am.Each drip line will run for twenty-five to thirty minutes and the lawn will run fifteen to twenty minutes per day. This schedule will be adjusted according to saturation points specific to site and as plants establish.Succulents can be removed from drip system once fully established. 5.Low-volume irrigation will be used on 85%of planting areas and high effiency nozzles will be used to spray 15%of planting area(lawn). The lawn area is surrounded on three sides by a border of groundcover to utilize any overspray and runoff that may occur. There will be minimal runoff, head drainage,or overspray through this landscape. The design exceeds the average landscape water efficiency of 70%. 6.Continued irrigation maintenance to include routine inspection to establish correct wotking order of parts and adequate saturation points for different plantings as they establish. r;t!. It1 I ---------- i 0 rn U C O a a > a J rn N D9C'1pF F.e.eora,'s Q% - /, 1 ,OiC * — _ # s 0::I 4 . , .. .S SF.;At.: .. _i W U O rn W U O — c > C ct Q W • o.s.2aa Matthw Maddon PeVlck loyd :. t"=4'-0"
