The application is approved with the following conditions: 1. APPROVED PROJECT This approval is based on visual inspection by staff and the arborist report prepared by David L. TREE REPLACEMENTS The applicant is required to plant sixteen (16) 24-inch box trees (London Plane 'Columbia') in accordance with the Protected Tree Ordinance and the approved tree replacement plan. Modifications to the tree species and location may be made to the approved replacement plan pending staff approval. The replacement trees shall be planted within 30 days of the effective approval date of this tree removal permit. 3. NOTICE OF FEES, DEDICATIONS, RESERVATIONS OR OTHER EXACTIONS The Conditions of Project Approval set forth herein may include certain fees, dedication requirements, reservation requirements, and other exactions. Pursuant to Government Code Section 66020(d) (1), these Conditions constitute written notice of a statement of the amount of such fees, and a description of the dedications, reservations, and other exactions. You are hereby further notified that the 90-day approval period in which you may protest these fees, dedications, reservations, and other exactions, pursuant to Government Code Section 66020(a), has begun. If you fail to file a protest within this 90-day period complying with all of the requirements of Section 66020, you will be legally barred from later challenging such exactions. EXISTING OR PRIOR TREES ALONG SOUTHERN BOUNDARY l. The following eight trees were found to have been removed: #56-59, 61, 70, 71 and 85. Replacements for these trees were not observed along the boundary. 2. Trees #76, 77 and 86 are dead. They should be removed and replaced. 3. Trees #83 and 84 are one- and four-foot tall stumps, respectively. They should also be removed, and new trees installed as replacements. 4. The top of tree #72 is dead, and its trunk is buried by substantial fill. It should be removed and replaced. 5. Regarding irrigation, the flex tube extending from the bubbler in the perforated riser was absent for most all trees. To optimize tree establishment and vigor, water for new trees is needed on top of the rootballs, per plan detail and report recommendations. A rope tied to trunk and green stake bound to � trunk have become significantly engulfed by new growth, thus girdling the trunk and creating a future breaking point and irreparable condition. The new tree should be installed per details and no crossbrace. Remove crossbrace between wooden support stakes. I identify all locusts, which have trunks pressing and rubbing against the brace 2 (numerous have developed bulges at the braces due to wounds), elms, and several ginkgos which their braces are currently detached (all the ginkgos would benefit by their crossbraces being removed). 3 Remove all nursery stakes, wooden and green, from the upper trunks (nearly all the elms). 4 Remove nursery stakes, wooden and bamboo, from the trunks. 5 Install support stakes per detail (minus the crossbrace), remove nursery stake, and spread 3-inch layer of wood chips over top of rootball). 6 Install support stakes per detail (minus the crossbrace) and remove the nursery stake. Replace with a new locust. Plans indicate this tree is to be a flowering pear versus what is planted, a 9 London plane. I see no issue with the current tree, but the symmetry of pears along frontage of the Franco Court drive entry is altered (landscape architect to review). The queen palms are substituted with a shrub type palm, which in my 10 opinion, appears an appropriate material given the adjacent water feature amongst the fan palms aligning the frontage. Unhealthy appearing fan palms. Their fronds are appropriately tied, to protect the meristem, so a thorough ground observation is not possible at this time. What is visible, however, are many brown or browning fronds 11 around the exterior, fronds that should otherwise be green, and green fronds with some brown edges towards the center. Attend to improving their health as soon as possible, and if needed, replace (the twine will needs removing to properly assess condition). 12 Replace single redbud due to having visible girdling roots (irreparable) and being in notably poor health. 13 Replace single elm due to having a large 12-inch tall wound along trunk. Replace single London plane street tree (along Homestead, nearest 14 Franco Court). It has a significantly large and irreparable wound along the trunk, comprising around 40-percent of the total trunk circumference, a condition severely impacting the tree's structural integrity. Appear undersized, based on trunk caliper, height and canopy spread; numerous ginkgos appear to be of 5-gallon size, and all others (including 15 all other species noted), 15-gallon size. Ail trees designated to be preserved shall be verifed by the Project Superintendent. This shoil occur prior to the removal of any trees on-site. 2. Neighborinq trees overhanging the site should be protected from site construc- tion impacts in the same manner as existing on-site trees to be preserved. 3. Tree drip zone areas shall be protected with a 5' high chain link fence enclosure mounted on 2 inch diameter galvanized iron posts driven into the ground to a depth of ot ieast 2 feet at no more than 10 foot spacing. The fence sholl enciose the entire aree under the dripline. Spray paint the top of the fence with bright oron9e peint before unroliing the fabric to ensure visibility of the borrier. In no case sholl any vehicles or equipment be permitted to be stored within this enclosed arev. Fence shall be erected before construction begins and remain in plaee until time for relocatio�. 4. No materiels or topsoil shali be stored within the tree enciosure area. 5. No trenehing within enciosure shall be permitted.My tree roots encountered outeide of the enclosure smaller than 2" shali be cut clean with the approved tree pruning tools and sealed with an approved fungicidal tree seolant. Tree roots 2" or Earger shall not be cut. Route pipes into altemate {ocation to avoid conflict. Any damoged or torn roots are to be root pruned and sealed with oran I ge she lac. 6. No grading or trenching shali be permitted within the fenced zone or under the dripline except as specifically noted on the plans. 7. No soil sterilants shall be appiied under pavement near existing treee. 8. Fertilizer and water soil i�jections must be done during April-May of the year of construction as well as the year ofter. These shali consist of Miiler Nutrileaf 2Q-20-20 or equal at 5.5 pounds per 100 gollons of woter or equivalent, or os recommended by the Arborist. This shall be applied to a depth of at least 18"ond at a 20 degroe ongle toward the tree tru�k at a �ate of 10 gailons per inch of tree caliper. 9: Above ground surface runoff shaii not be directed into the tree canopy area from odjacent oreos. 1a. A supplamentai irrigation progrom is recommended at regufar intervals (every three to four weeks) during the period in May 1 through Oct. 31, irriqotion is to be opplied at or above the dripiine' in an amount sufficient to supply ap- proximately�rteen gallons of water for each inch in trunk diameter. 11. Irrigotion can be provide by means of a soil needle, 'soaker' or permeoble hose. When using 'soaker or permeable hose, water is to be run ot {ow pressure, avoiding runoff/puddling, allowing the needed moisture to penetrate the soil to feeder root depths. 12. Periodic inspections by a qualified Arborist ore recommended during construction activitres, particulariy as trees are radin o erations. My re�commendations by the Arbo st � � � be im lemented. C.All Specified tree work shoii be designed to promote practices which eneourage the preservation of tree structure and health,in accordance with the current Tree Pruning Guidelines (Iniemational Society of Arboriculture).
