Harris called the meeting to order. Minutes: Minutes of the December 15, 1999, regular Design Review Sub-Committee meeting. Not approved. Discussion of the Minutes. There was a discrepancy with the item numbers 2. Second, a sentence needed to be added on the second page. On the Agenda of February 9, 2000 meeting was is a similar discrepancy. Under Postponement! Removal from calendar item number 8 should be number 9. Oral Communications None Written Communications None Comm. Stevens asked for a motion to continue item number 9, 24-ASA-99 to February 23, 2000, and to remove item number 2, 15-EXC-99 and item number 3, 14-EXC-99, 21-ASA-99 from the calendar. Comm. Stevens made the motion. Comm. Harris seconded. Requests for continuance and removal were granted. New Business 4. Application No. (s): Applicant: Location: I-ASA-OO The Roman Catholic Bishop of San Jose 22555 Cristo Rey Drive Architectural Review of entry archway and columns (Gate of Heaven Cemetery). The applicant requests approval of an entry archway and columns at the entrance to the Gate of Heaven Cemetery. Now that the roundabout is installed in front of the entrance, motorists have difficulty seeing the entrance as they approach the cemetery; the round about is between the road and the entrance and partially obscures it. Approval is based on: 1) Colors matching the existing colors of the cemetery. 2)Two 36" box replacement trees shall be planted near the entrance at a location as approved by staff. ACTION: Comm. Stevens made a motion to approve l-ASA-OO. Comm. Harris seconded the motion. The motion carried. Application No.(s): 2-ASA-00 3-ASA-00 4-ASA-00 25-ASA-00 A general issue regarding the following development is the use of stucco; the design guidelines state that manufactured materials such as stucco should be used sparingly and should not visually dominate. Staff interprets that exceeding 50% of manufactured materials in a neighborhood would conflict with this requirement. Two design issues are identified: I) Use of flat wall planes: both 3- and 4-ASA-00 have portions of flat first and second story wall planes on the front elevation. These features are present in a few of the pre-approved designs, but most pre-approved designs have front facades where the second story is set back from the first story. Flat wall planes have also been discouraged in the conventional R-I zoning districts, as well, to avoid a stark appearance. Staff believes these two applications are acceptable because this design is not prevalent, and will direct future applicants to avoid these features. 2) Second story decks: all ofthe applications have second story decks, which have presented privacy concerns in the conventional R-I zoning districts. This development is different in that all ofthe properties are owned or reviewed by the O'Brien Group, so they control the relationship of decks to adjacent back yards. Nevertheless, staff recommends that privacy screening be required, as a protection for the future homeowner, unless a waiver is signed. 5. Application No. (s): Applicant: Location: 2-ASA-00 O'Brien Group 22127 Canyon Oak Way Architectural Review of a new 4,649 square foot single family residence (Oak Valley). Approval is based on submitted plan sets and accompanying material board, and shall include the stone wall in front of the guest suite and bath and the tree in front of the guest suite. Privacy Screening: Landscape screening for privacy shall be installed between the second story deck and rear property line as approved by staff. The waiver was removed. ACTION: Comm. Stevens made a motion to approve 2-ASA-OO. Comm. Harris seconded the motion. The motion carried. 6. Application No. (s): Applicant: Location: 3-ASA-00 O'Brien Group 10451 Serra Street Architectural Review of a new 5,438 square foot single family residence (Oak Valley). Approval is based on submitted plan sets and accompanying material board; except that battered walls shall flank the front entrances. Privacy screening: Landscape screening for privacy shall be installed between the second story decks and side property line. The waiver was removed. 7. Application No. (s): Applicant: Location: 4-ASA-00 O'Brien Group 22160 Canyon Oak Way Architectural Review of a new 4,700 square foot single family residence (Oak Valley). Approval is based on the modification ofthe model resolution that item No.2, Privacy Screening will be removed. 8. Application No. (s): Applicant: Location: 25-ASA-99 Big Guy, Inc. Lot 11, 10470 Serra Street Architectural Review of a new 5,014 square foot single family residence (Oak Valley). Approval is based on submitted plan sets and accompanying material board, with the addition of shrubs planted along the driveway as shown in the rendering. Privacy Screening: Landscape screening for privacy shall be installed between the second story deck and side property line as approved by staff. The waiver was removed. 10. Application No. (s): Applicant: Location: 17-EXC-99 Allen Signs. 10919N. Wolfe Road Sign Exception to allow two (2) wall signs for a new business at an existing retail center. The applicant is proposing to place two signs on a storefront within Cupertino Village. One sign would consist of an "Obagi" logo accompanied with Chinese characters and one with English characters saying "SKIN HEALTH CENTER" accompanied with the same "Obagi" logo at the end. According to the sign program, tenants shall be allowed a minimum of one sign per leased frontage. The applicant is asking for more than one sign per leased store frontage. Recommended approval of 17-EXC-99 under the section 2 finding B that it will benefit the community by providing English signage in addition to the existing Chinese sign. Stevens/Harris approved.
