Exception to the RI Ordinance to allow a 70 square foot addition to the second story of
an existing residence that exceeds the 35% second floor ratio.
Residential Design Review Committee decision final unless appealed

Staff presentation: Peter Gilli, Planner I, stated that the existing residence is legal non-
conforming to the RI' Ordinance. A legal non-conforming use cannot be expanded if it
increases the non-conformance. In this case, the ratio of first floor to second floor ratio is
43.5%, with the addition to be 42.7%. The percentage of the second story perimeter with
visible wall heights exceeding six feet is currently 59%, with the addition it will be 58%.
Based on that information, staff believes that the addition is acceptable since the non-
conformance is being reduced.
Owner, Mr. Ravindra Donthi, read a presentation of his project.
Larry Cannon pointed out that this is what the city would like to see, houses being made
more livable with minor additions and keeping the character of the neighborhood.

Residential design approval for a two-story addition resulting in a floor area ratio
greater than 35% and exception to the R1 Ordinance to exceed the 35% second
story to first story ratio.
Residential Design Review Committee decision final unless appealed.
Staff presentation: Peter Gilli, Planner I, gave an overview of the project. The addition is
in keeping with the architectural style of the neighborhood.
The meeting was then opened up for discussion.
Neighbor, Tom Adams, brought to the committee's attention that the addition to the
house would block his view of the park.
After inquiring about other options to preserve Mr. Adams view, the commissioners came
to the conclusion that there is not anything the owner could do to preserve the view short
of prohibiting any additions to the house.

Comm. Doyle pointed out that the project is within the FAR's of the ordinance, it is
within the profile and looks of the adjoining properties, and it is within the character of
the neighborhood.
