Architectural and site approval of a new 5,247 sq. ft. residence (Oak Valley)
Residential Design Review Committee decision final unless appealed
Staffpresentation: Ciddy Wordell, City Planner, pointed out that this committee will
from now on review these architectural applications and make the final decisions.
Regarding this application, Ciddy Wordell mentioned that the color of the garage doors is
unique to this particular lot. It doesn't meet the light reflectivity value of 60. The color
rendering is fairly prominent and would be visible from the street. Staffrecommends it
to be a light reflectivity value of less than 60.
Steve Zales, one of the owner's of the O'Brien Group, mentioned that the architect
considers the garage doors trim. This is patterned after Robert Stem, a famous architect.
If the committee wouldn't approve the white garage doors, they would make the trim
white and the garage doors wood with a natural stain, the same as the house.
. The house is located on a cul-de-sac. Trees flank the entrance. Comm. Kwok pointed out
that as you drive into the property, the garage doors are not right in front, and that white
would not be a problem. Chairman Stevens felt that white for three separate doors would
be acceptable.

Residential design approval for a 237 sq. ft. second story addition resulting in a
floor area ratio of 44%, an exception to the R-1 Ordinance to exceed the 35%
second floor to first floor ratio and a second story deck exception. ,~
Residential Design Review Committee decision final unless appealed.
Staffpresentation: Peter Gilli, Planner I, gave an overview of the project. The second
floor addition will be a master bedroom and a master bath. The application also requests a
second story deck in the rear of the property. The applicant has a signed Waiver for
privacy protection from the only affected neighbor. Our architectural consultant has
reviewed the plans and he has made favorable comments toward them. Staff
recommends approval.
Comm. Kwok inquired about the motivation of the second story addition and whether this
exception is consistent with the neighborhood. Joseph Marshall, owner, responded that
right behind his property are tennis courts, and that the second story addition would open
up the view towards the hills. Peter Gilli mentioned that the neighborhood has existing
homes, which have exceeded this exception or are equal to it.
Chairman Stevens pointed out the importance of protecting the privacy of the
neighborhood. Even if the current neighbor would agree to be without a wall at the deck,
the committee would request to have a wall, even though a waiver for privacy protection
was provided by the affected neighbor. The owner has attempted to preserve privacy by
putting a half-wall on the west side of the deck and the visibility of the neighbor's
backyard is less than 50%, and the application is worthy of approval.
