Staff presentation: Peter Gilli informed the committee that the staff report has a Byrne
Avenue address, which is incorrect. 10307 Bret Avenue is the correct location. The
project did a good job of having a lot of the mass off the street and was in general
conformance with the guidelines. Staff recommends approval. There are a couple of
issues that need to be resolved before a building permit will be issued.
A detailed privacy protection plan wilt be required. Two trees will be planted in the front
yard, as indicated on one set of plans. According to Mr. Gilli, it is required by the
guidelines to have two trees. Because of the three-car garage, staff is requiring one tree
to screen the garage and the other tree to screen the two-story section.
Commissioner Stevens inquired if the neighbors are aware of the applicants' issues of
floor area ratio and privacy of the second-story design. The applicant confirmed that the
neighbors are aware. Commissioner Stevens asked if the privacy issue had been
addressed. Mr. Gilli stated that it had not, but it will be advised at the Building Permit
stage.
Commissioner Stevens made a comment to the staff regarding his visit to the homeowner
adjacent to the right of 10307 Bret Avenue who has privacy concems. Commissioner
Stevens wants to make sure that the city is not looking at it from only one standpoint. He
pointed out that there is a side window that looks directly into the neighbors home, as
well as car restrictions on planting, blocking and the detached car garages. He noted that
the rules are matched and followed, and, if staff is content with the resolution prior to the
issuing of the permit, he feels that it is a pretty good match for where it is.
The homeowner stated her concem regarding the proposed tree in the front of the garage.
Because of the narrow driveway affecting the third-car garage, a safety issue is a concern
for the homeowner. Mr. Gilli stated that staff recommended a tree be planted by the
three-car garage. The committee agreed to keep the tree by the driveway as proposed in
the plans.

Residential Design Review to approve design of a 980 square foot first and
second story addition to a 1,740 square foot residence resulting in a floor area
ratio of 45%.

Staff presentation: Mr. Gilli informed the board that applicant has provided an updated
version of Exhibit B, the front elevation; and Exhibit C, the side elevation. There is an
updated resolution in which condition one has been modified. There was an issue with
the plans drawn not detecting a 45% ratio if it is a house. Approval condition will state
that it is a first and second story addition causing the floor area ratio to be 45%. The
second story floor ratio area cannot be more than 35% of the first-floor area, including
the garage. The design is based conceptually on the plans shown the in Exhibits B & C.
Thus, the numbers on the plans should be disregarded. The only findings necessary are
for the overall residential design to be non-exception if those ratios are 45%.
Mr. Gilli stated that privacy issues are not involved at this time. They can be deferred to
the Building Permit Stage. If you had a second story addition that did not make it to the
Design Review, and you had a window, you would have to do Privacy Protection, which
is handled at the Plan Check Stage.
Commissioner Stevens inquired if applicant is aware of the details. Mr. Gilli confirmed
that he is. Commissioner Stevens also asked if the architect has reviewed the plans and
given approval. Mr. Gilli noted that the architect has reviewed Exhibit A to which
Exhibits B & C conform. Mr. Gilli proposed changes used in Model Resolution 2. Staff
is recommending approval.
Mr. Gilli stated that the architect did not agree to the design. Together they created
Exhibit A that the architect felt was a better solution. The square footage will be roughly
2700 square feet, which is about a 44.9% range.
Applicant Presentation: Patrick Flanders informs everyone that he drew the plans. The
applicants would like to address the issue regarding the open rafters. They disagree with
the architect consultant's position that it looks better to have the open rafters, as well as
the fact that it poses to be a maintenance problem with the open wood exposed to the sun.
It would also be difficult to protect the opening to the main entrance to the house.
Therefore the owner had asked Mr. Flanders to find another solution than the proposed
open rafters.
Mr. Gilli responded that the architect consultant is concerned that if the rafters are not
there, the entry would be very dark since it is set back quite a ways. He pointed out
Exhibit B No.3. The architectural consultant is okay with the recessed entry as long as
the rafters remain for the lighting.

The contractor responded on behalf of the applicant, Jean Palma. He asked everyone to
review the original design presented and compare it to the revised design. The original
design shows the creation of the hip effect of the entry, rather than the massiveness. He
explained that they can add a horizontal trellis across the opening instead of the open
rafters. He also stated that there is a conflict architecturally between the city architect
and Mr. Flanders. Noting that they are asked to make this rafter that is very unattractive
and a maintenance problem as well. The contractor suggests taking the rafters off and
creating a hip affect on the roof and placing a flat trellis over the entry. The height of the
ceiling on first and second floor is eight feet except in the one living room where it is 19
feet.
The committee favored the staff recommendation, but without the open rafters. They
approved the applications without open rafters and with the addition of a light well to
illuminate the recessed entryway during the day as required by of Model Resolution 2.
