Deslgn l~evlew Commlttee July 5, 2001 Design Review Committee decision final unless appealed Staff Presentation: Chairperson Corr read a letter from Marc Hynes, Judy Chen's attorney. Mr. Hynes's letter explained the history of this modification and states the benefits of stucco trim versus wood trim. Ciddy Wordell, City Planner, briefly explained staff's position regarding this project and staff still supports the wood trim. Commissioner Auerbach, was curious about a comment from Larry Cannon, Architectural Consultant, regarding the use of wood doors instead of steel. Mr. Auerbach was interested to find out if wood doors had been substituted. Tom Sloan, architect, stated that the only steel door is on the garage doors. Chairperson Corr commented that Resolution 7, from the June 28th meeting, under Design Changes, Condition #2, specifically states to replace stucco trim on all windows with wood trim. Ms. Wordell stated that the Planning Commission discussed the change to stucco, but did not make a motion to change the resolution, so staff retained the proposed resolution. Judy Chen, applicant, believes that the change to stucco trim is not only aesthetic, but also practical. The stucco trim keeps water from entering, provides superior weather protection and requires little maintenance for the homeowner. Ms. Chen understood from the last meeting, that the Commissioners gave a verbal consent, but an official vote was not given. To reduce further construction delays, Ms. Chen agreed to the wood trim and in April 2001, and received a permit to build. The construction has not started and the project is coming before review again to change the wood trim to stucco. Tom Sloan, Metro Design Group, architect, supports Judy Chen's comments and showed some pictures of stucco trim of similar projects under construction. Ms. Chen stated that the next-door neighbor has stucco trim. Discussion continued regarding the events at the previous Design Review meeting regarding this application for modification. Mr. Sloan stated that stucco trim was always the proposal for this project. Commissioner Auerbach moved to approve 09-ASA-00(M) with the condition that the applicant finish the window detail in a manner consistent with the photograph submitted as an exhibit with a light stucco texture, completely painted and with the highest quality materials. Design Review Committee decision final unless appealed Staff Presentation: Ciddy Wordell, City Planner, stated that there were several items to discuss, the first being the tan and green color of the building being agreeable to staff. The second item is the roofing material. The original condition of approval called for dimensional roofing material. The Planning Commission suggested wooden shingles or clay tile. During the structural analysis, the applicant discovered that the material would be too heavy. The applicant proposed a metal roof with some texture to it that would give the appearance of clay. However, staff does not support that material because it would give a phony look to the building and it will be apparent that there is not a quality look to it. Staff is recommending going back to the original metal seam roof in a dark green, which matches the green accent color, and it will have the dark tone of the shingle roofs in the area. The last item of concern was about the depth of the roof elements that stand up above the rest of the roofline. Staff suggests that this is acceptable as long as there are some trees that will screen some of the roof elements. Mr. Auerbach questioned if the signage is new. Mr. Gong stated that the new signs do not exceed the existing signage. Wayne Gong, applicant, stated that he has financially put a lot into this building. He feels it has become a pride of ownership to have something nicer. Mr. Auerbach asked Mr. Gong if he agreed with having the green roof instead of the proposed orange roof. Mr. Gong stated that his first choice will still be the orange metal roof, but the green is his second. Discussion continued regarding the fence and the proposed monument sign. Commissioner Auerbach moved to approve 15-ASA-01.
