Staff Presentation: Peter Gilli gave a brief description of the project. The addition will
not be visible from the street or from the closest neighboring property. The second story
deck will not have a direct view into the neighboring yard and the applicant provided a
waiver of privacy protection for the record.
Staffbelieves all the requirements have been met and recommends approval of the
project.
Discussion followed regarding second stories in general.

Design review of a new two-story, 4,129 square foot residence with a floor area
ratio of approximately 43%.
Design Review Committee decision final unless appealed
David L. Blockus, 10170 Camino Vista, opposes the new two-story residence because of
the negative impact it would have on the following issues: 1. Reducing the real estate
property value. 2. Invasion of privacy. 3. Reducing the sunny southern exposure. 4.
Blocking the current Santa Cruz Mountain vistas. He feels that the neighborhood is made
up primarily of one-story homes and would reduce their quality of life. Mr. Blockus
petitions the Design Review Committee to reject application 02-R-01; and he would be
eager to work with the applicant and the Committee to formulate a more agreeable
design, preferably a one-story dwelling.
Staff Presentation: Peter Gilli explains that Larry Cannon, Architectural Consultant, had
concerns regarding minor details on the windows and doors on the front elevation; and
that the applicant has addressed those issues. In regard to Mr. Blockus's letter, the
privacy protection plan has been reviewed and conforms to the ordinance. Staff feels that
the applicant has met all of the requirements regarding privacy; therefore recommending
approval with the amended condition to read as follows: The requirement for the
additional tree in the front yard will be waived if the applicant provides documentation
that there is no room for that tree from a certified arborist.
Malka Nagel, applicant, briefly talked about the trees and the house design in regards to
the privacy issues.
Mr. Blockus, 10170 Camino Vista, would like to go on record that he and his wife
oppose two-story monster homes in general and feels very strongly that this project will
reduce the real-estate property value of their home. He went on to further explain the
content of his letter and the negative impact his property would be facing.
Discussion followed regarding real-estate property values and the design of the house in
general.
Commissioner Chen moved to approve 02-R-01 based on the model resolution, with the
modified tree condition.
