Subject: Director's Minor Modification, DIR-2014-20, to a previously approved Architectural and Site
application (ASA-1997-11) to modify the rear loading area and make fa�ade improvements
for a grocery store tenant(Sprouts Farmers Market) in an existing shopping center, located at
20558 Stevens Creek Boulevard.
Chapter 19.164 of the Cupertino Municipal Code allows for administrative approval of
minor changes in a project. The Director reports his decision to the City Council and
Planning Commission in time to allow an appeal of the decision within fourteen
calendar da s.
DISCUSSION
The applicant, Francis Kwek, representing Sprouts Farmers Market and the property owner, Mardesich
Company Crossroads, LLC is proposing exterior fa�ade, rooftop, and loading area modifications for the
Sprouts Farmers Market grocery store at 20558 Stevens Creek Boulevard in the Mardesich-owned
portion of the Crossroads Shopping Center. T'he current tenant space building fa�ade was approved by
the City in 1998 (file no. ASA-1997-11).
Fa�ade Improvements
The project proposes minor fa�ade improvements to enhance the existing storefront and be consistent
with Sprouts' proposed floor plan. Two new storefront entries are proposed on either side of the store,
while the existing central entry would be closed and replaced with storefront glass. Metal awnings are
proposed on either side of the new entries and would replace the existing fabric awnings. Certain
window bays would have white window film backing since interior store features are placed against
the storefront. White window film backing would also replace existing black film to give the
appearance of a more transparent storefront. Amenities proposed in front of the store include trash,
recycling, and compost receptacles,bicycle parking, landscaping, and a bench.
Staff supports the proposed fa�ade improvements and amenities since they are consistent with the
architectural theme of the shopping center and will enhance the appearance of existing features.

Rooftop Equipment
The project proposes new rooftop equipment to support the grocery store use. All rooftop equipment
would be completely screened from public view by the existing front fa�ade and new plaster screening
walls on the side and rear of the roof.
Loading Area
A new trash compactor is proposed in the existing loading area. A new screen wall is proposed along
the existing rear wall line with an associated roof to screen the compactor and reduce noise from
delivery trucks. 'The grocery store's trash enclosures would be located completely within the rear of the
store and would be carted out to the loading area on service days. The City's Environmental Programs
Division and Recology have reviewed the loading area modifications and do not have any objections.
Noise Considerations
An Environmental Noise Assessment was conducted by the City's Acoustical Consultant, Illingworth &
Rodkin, Inc., to evaluate any potential noise impacts from the project, particularly from rooftop
mechanical equipment and truck deliveries in the rear loading area (See Enclosure 1). Field noise
measurements were taken from a commercial parking lot behind the loading area and the rear property
line between the loading area and the adjoining single-family residences on Scofield Drive.
In accordance with the City's Community Noise Ordinance, the maximum noise level for the project at
the adjoining residential properties during the daytime is 65 dBA and 55 dBA during the nighttime.
Deliveries and garbage pick-ups are allowed to briefly exceed this noise level given the nature of the
activity.
The noise study found that the setback of the rooftop equipment and shielding provided by the
proposed eight-foot screen walls would result in noise levels below the ordinance limits. Noise levels in
the loading area would be attenuated by an existing 11-foot sound wall separating the shopping center
and residential area and a new 12-foot tall screen wall and roof at the loading area. The loading area is
designed to allow trucks to back up to the loading dock with all loading and unloading taking place
within the building. The truck dock is recessed into the ground and equipped with rubber gasket seals
at the loading bay doors to reduce noise generated during loading activities. The noise study concluded
that the loading area is not anticipated generate significant noise impacts, and is within the maximum
allowable noise levels.
The City's Acoustical Consultant subsequently conducted noise measurements following installation of
the rooftop equipment and screening walls (See Enclosure 2). Measurements were taken with all rooftop
units in operation to represent worst-case levels. The noise measurements at the property line (at 15 and
20 feet above grade, to represent line of sight from residential second stories) were within the maximum
allowable noise levels.
Public Review
The site and elevation plans were circulated to the adjacent property owners for a two-week review
period. Staff received a comment with concerns about construction noise. The City's Community Noise

Control Ordinance regulates construction noise and the applicant was informed of the ordinance
limitations. A condition of approval has been added to specify the allowable construction hours.
ACTION
The Director of Community Development deems the modification minor and approves the project with
the following conditions of approval:
1. APPROVED EXHIBITS
Approval is based on exhibits titled: "Sprouts Farmers Market, 20558 Stevens Creek Blvd,
Cupertino, CA," prepared by Fitch, Inc., received July 28, 2014, and consisting of six sheets labeled
SD1.0, A1.0, A3.0, A5.0, A6.4, and A6.5, except as may be amended by the conditions contained in
this resolution.
2. PREVIOUS CONDITIONS OF APPROVAL
The following previous architectural and site conditions of approval for the project site shall remain
in effect:
ASA-1997-11
• All conditions, except that the approved elevations for the tenant space at 20558 Stevens Creek
Boulevard shall be superseded by this approval.
3. COMPLIANCE WITH COMMUNITY NOISE CONTROL ORDINANCE
The project and store operations shall comply with the City's Community Noise Control Ordinance
(Chapter 10.48). Additional noise mitigation measures are required if noise levels test above the
ordinance limits.
4. CONSTRUCTION HOURS
Construction activities shall be limited to Monday through Friday, 7 a.m. to 8 p.m. and Saturday
and Sunday, 9 a.m. to 6 p.m. Construction activities are not allowed on holidays. The developer
shall be responsible for educating all contractors and subcontractors of said construction
restrictions. Rules and regulation pertaining to all construction activities and limitations identified
in this permit, along with the name and telephone number of a developer appointed disturbance
coordinator, shall be posted in a prominent location at the entrance to the job site.
5. ROOFTOP MECHANICAL EQUIPMENT SCREENING
All rooftop mechanical equipment and other equipment on the building or on the site shall be
screened so they are not visible from public street areas or adjoining developments.
6. NOISE MITIGATION MEASURES
The following operational mitigation measures are required in order to reduce individual noise
event impacts to the adjoining residential area:
a. Turn off delivery vehicle engines while unloading products at the loading docks.
b. Encourage delivery companies to use smaller, quieter trucks with high quality mufflers.

In accordance with the City's Community Noise Control Ordinance, vehicular deliveries and
pickups are restricted between the hours of 8 pm and 8 am Monday through Friday and 6 pm and 9
am on Saturdays, Sundays, and holidays.
8. LOADING AREA SIGNAGE (NOISE AND TRASH MANAGEMENT)
Prior to final occupancy of tenant improvement permits, the property owner shall install signs in
the rear loading area directing employees, patrons, and delivery drivers to be sensitive to nearby
residents with their noise generation. In addition to the noise signage, signage must be installed at
the trash enclosures reminding employees to break down cardboard boxes before disposal. The
wording and placement of the signs shall be reviewed and approved by Planning Division.
9. CONSULTATION WITH OTHER DEPARTMENTS
The applicant is responsible to consult with other departments and/or agencies with regard to
the proposed project for additional conditions and requirements. Any misrepresentation of any
submitted data may invalidate an approval by the Community Development Department.
10. LAW ENFORCEMENT SUPPORT
The shopping center property owner shall pay for any additional Sheriff enforcement time resulting
from documented incidents in the shopping center loading area and rear alley at the City's
contracted hourly rate with the Sheriff Department at the time of the incident.
11. PERMIT REVIEW/ADDITIONAL RESTRICTIONS
If complaints have been received related to the tenant(s)under this permit, and the complaints were
not addressed to the satisfaction of the Director of Community Development or Sheriff, then City
has the ability to require additional measures as deemed necessary.
12. INDEMNIFICATION
To the extent permitted by law, the Applicant shall indemnify and hold harmless the City, its City
Council, its officers, employees and agents (the "indemnified parties") from and against any claim,
action, or proceeding brought by a third party against the indemnified parties and the applicant to
attack, set aside, or void this ordinance or any permit or approval authorized hereby for the project,
including (without limitation) reimbursing the City its actual attorneys' fees and costs incurred in
defense of the litigation. The City may, in its sole discretion, elect to defend any such action with
attorneys of its choice.
13. NOTICE OF FEES DEDICATIONS, RESERVATIONS OR OTHER EXACTIONS
The Conditions of Project Approval set forth herein may include certain fees, dedication
requirements, reservation requirements, and other exactions. Pursuant to Government Code
Section 66020(d) (1), these Conditions constitute written notice of a statement of the amount of such
fees, and a description of the dedications, reservations, and other exactions. You are hereby further
notified that the 90-day approval period in which you may protest these fees, dedications,
reservations, and other exactions, pursuant to Government Code Section 66020(a), has begun. If
you fail to file a protest within this 90-day period complying with all of the requirements of Section
66020, you will be legally barred from later challenging such exactions.

This approval of the modification is effective August 29, 2014. The fourteen calendar day appeal
period will expire on September 12, 2014.

Environmental Noise Assessment
Dear George:
This report presents the results of our environmental noise assessment of the Sprouts Farmers
Market Project proposed at 20558 Stevens Creek Boulevard in Cupertino, California. The project
proposes to renovate an existing commercial building for use as a grocery store. This study
evaluates noise resulting from the operation of the project with respect to the noise limits
contained in the City of Cupertino's Municipal Code. Included in the report are the fundamentals
of environmental acoustics, a summary of regulatory criteria applicable in the noise assessment,
and a description of existing noise levels at receptors near the project site. The report then
summarizes the calculations made to predict future noise levels at adjacent residential receptors.
Fundamentals of Environmental Noise
Noise may be defined as unwanted sound. Noise is usually objectionable because it is disturbing
or annoying. The objectionable nature of sound could be caused by its pitch or its loud�zess. Pitch
is the height or depth of a tone or sound, depending on the relative rapidity (frequency) of the
vibrations by which it is produced. Higher pitched signals sound louder to humans than sounds
with a lower pitch. Loudness is intensity of sound waves combined with the reception
characteristics of the ear. Intensity may be compared with the height of an ocean wave in that it
is a measure of the amplitude of the sound wave.
In addition to the concepts of pitch and loudness, there are several noise measurement scales
which are used to describe noise in a particular location. A decibel (dB) is a unit of ineasurement
which indicates the relative amplitude of a sound. The zero on the decibel scale is based on the

lowest sound level that the healthy, unimpaired human ear can detect. Sound levels in decibels
are calculated on a logarithmic basis. An increase of 10 decibels represents a ten-fold increase in
acoustic energy, while 20 decibels is 100 times more intense, 30 decibels is 1,000 times more
intense, etc. There is a relationship between the subjective noisiness or loudness of a sound and
its intensity. Each 10 decibel increase in sound level is perceived as approximately a doubling of
loudness over a fairly wide range of intensities. Technical terms are defined in Table 1.
There are several methods of characterizing sound. The most common in California is the A-
weighted sound level (dBA). This scale gives greater weight to the frequencies of sound to which
the human ear is most sensitive. Representative outdoor and indoor noise levels in units of dBA
are shown in Table 2. Because sound levels can vary markedly over a short period of time, a
method for describing either the average character of the sound or the statistical behavior of the
variations must be utilized. Most commonly, environmental sounds are described in terms of an
average level that has the same acoustical energy as the summation of all the time-varying
events. This energy-equivalent sound/noise descriptor is called Leq. The most common averaging
period is hourly, but Leq can describe any series of noise events of arbitrary duration.
The scientific instrument used to measure noise is the sound level meter. Sound level meters can
accurately measure environmental noise levels to within about plus or minus 1 dBA. Various
computer models are used to predict environmental noise levels from sources, such as roadways
and airports. The accuracy of the predicted models depends upon the distance the receptor is
from the noise source. Close to the noise source, the models are accurate to within about plus or
minus 1 to 2 dBA.
Since the sensitivity to noise increases during the evening and at night --because excessive noise
interferes with the ability to sleep -- 24-hour descriptors have been developed that incorporate
artificial noise penalties added to quiet-time noise events. The Community Noise Equivalent
Level (CNEL) is a measure of the cumulative noise exposure in a community, with a 5 dB
penalty added to evening (7:00 pm - 10:00 pm) and a 10 dB addition to nocturnal (10:00 pm -
7:00 am) noise levels. The Day/Night Average Sou�Zd Level (Ld„) is essentially the same as
CNEL, with the exception that the evening time period is dropped and all occurrences during this
three-hour period are grouped into the daytime period.

A-Weighted Sound The sound pressure level in decibels as measured on a sound level meter

emphasizes the very low and very high frequency components of the
sound in a manner similar to the frequency response of the human ear and
correlates well with subjective reactions to noise.

given location. The relative intrusiveness of a sound depends upon its
amplitude, duration, frequency,and time of occurrence and tonal or
infonnational content as well as the prevailing ambient noise level.

Regulatory Criteria
The City of Cupertino regulates noise within the community through Chapter 10.48 of the
Municipal Code (Community Noise Control). Quantitative noise level limits are contained in
Section 10.48.040 and presented in Table 3. Nonresidential land uses can generate noise levels
up to 65 dBA during the daytime and 55 dBA during the nighttime at the complaint site of a
receiving property.
Section 10.48.050 allows for brief exceedances of the daytime noise limit providing that the sum
of the noise duration in minutes plus the excess noise level does not exceed twenty in a two-hour
period. For example, a noise level of 84 dBA, generated by a non-residential land use, could be
experienced at a residential property for no more than 1 minute in any 2-hour period during the
day. The maximum instantaneous noise level limit during daytime hours would be 85 dBA.
10.48.040 Daytime and Nighttime Maximu�n Noise Levels.
Individual noise sources, or the combination of a group of noise sources located on the same
property, shall not produce a noise level exceeding those specified on property zoned as follows,
unless specifically provided in another section of this chapter:

10.48.050 Brief Daytime Incidents.

10.48.055 Motor Vehicle Idling.
Motor vehicles, including automobiles, trucks, motorcycles, motor scooters and trailers or other
equipment towed by a motor vehicle, shall not be allowed to remain in one location with the
engine or auxiliary motors running for more than three minutes in any hour, in an area other than
on a public right-of-way,unless:
B. The regular noise limits of Section 10.48.040 are met while the engine and/or auxiliary
motors are running; or
C. The vehicle is in use for provision of police, fire, medical, or other emergency services.

10.48.062 Nighttime Deliveries and Pickups.
It is unlawful and a nuisance for any person to make or allow vehicular deliveries or pickups to
or from commercial establishments (defined as any store, factory, manufacturing, or industrial
plant used for the sale, manufacturing, fabrication, assembly or storage of goods, wares and
merchandise) by the use of private roads, alleys or other ways located on either side or the back
of any building housing the commercial establishment where such private road, alley or other
way lies between the building and any adjacent parcel of land zoned for residential purposes,
between the hours of eight p.m. and eight a.m. weekdays (Monday through Friday) and six p.m.
and nine a.m. on weekends (Saturday and Sunday) and holidays except as may be permitted
under Section 10.48.029.

Existing Noise Environment
The project site is located within the Cupertino Crossroads Shopping Center southwest of the
Stevens Creek Boulevard/De Anza Boulevard intersection in Cupertino, California. Single-
family residential land uses are located to the south of the project site along Scofield Drive.
Figure 1 shows the proj ect site, vicinity, and noise monitoring locations.
Ambient noise measurements were made over a several day period at one location along the
south boundary of the shopping center (LT-1) from Thursday, June 12, 2014 to Tuesday, June
17, 2014. Project construction activities were in progress on Thursday, June 12, 2014 and
contributed to noise levels measured at LT-1. Based on a review of the noise data, data collected
on Sunday, June 15, 2014 appear to be representative of ambient noise conditions in the absence
of local construction activities. Hourly average noise levels on Sunday, June 15, 2014 typically
ranged from 48 dBA Leq to 60 dBA Leq during the day and from 43 dBA Leq to 52 dBA Leq 1t
night. Maximum noise levels measured at this location generally ranged from about 65 to 80
dBA L,,,aX• The Community Noise Equivalent Level at location LT-1 was 57 dBA CNEL on
Sunday, June 15, 2014. The data collected during the noise monitoring survey are summarized
on Figures 2 through 7.
A 10-minute observed noise measurement was made at site ST-1 at 11:10 a.m. on Tuesday, June
17, 2014. Site ST-1 was located approximately 90 feet south of the proposed Sprouts Farmers
Market building at the approximate setback of the nearest residential land use. Construction

activities were not occurring during the short-term noise measurement. The average noise level
measured during the 10-minute period was 51 dBA Leq.
Noise Analysis
The proposed project would introduce new sources of noise into the existing noise environment
and intensify noise-generating events at the site. New noise sources would include rooftop
mechanical equipment associated with the operation of the grocery store. The project would also
introduce additional truck deliveries at the rear of the store, adjacent to existing residential land
uses.
Mechanical Equipment Noise
Rooftop mounted mechanical equipment would include heating, ventilating, and air conditioning
equipment, and equipment used for refrigeration purposes. Noise from new rooftop equipment
was analyzed using the data provided by the project applicant including the roof plan showing
the equipment locations, roof heights, mechanical equipment screen heights (8-feet), building
elevations, and equipment sound levels. Received sound levels were calculated for the worst-
case condition at the second-story windows of the residence located directly south of the Sprouts
Farmers Market building. The analysis assumed that a bedroom, which is particularly sensitive to
nighttime noise, was located within the second-story of the residence and that receptors within
the bedroom would have direct line of sight to the rooftop mounted equipment from the second-
story windows. This position represents the worst-case potential complaint site for noises
occurring during the nighttime because receptors would have direct line-of-sight to the proposed
mechanical equipment due to the elevated position. Ground-level receptor positions would be
exposed to slightly lower noise levels because of increased acoustical shielding provided by the
mechanical equipment screens, as well as other intervening barriers located between the ground-
level receptor and the roof of the building such as the existing sound wall and/or the edge of the
commercial building itself. Additionally, the analysis assumed that outdoor activity areas
represented by ground level receptors would typically be used during the daytime when the noise
threshold is 10 dBA less restrictive (65 dBA daytime versus 55 dBA at night).
The attenuating effects of distance and the �nechanical equipment screens were calculated
separately for each piece of equipment (or group of equipment where appropriate) and then
summed to calculate the total noise level at each receptor. The results of the calculations showed
that operational noise levels would result in noise levels of 54 dBA or less at the second story
fa�ade of the nearest residential receptor. The setback of rooftop equipment and the shielding
provided by the eight-foot mechanical equipment screens would result in noise levels below the
55 dBA nighttime noise level limit. It should be noted, however, that noise generated by new
rooftop equipment, during the quietest nighttime hours, would exceed ambient background noise
levels measured at Site LT-1 (typically 41 to 43 dBA L�go�) by 11 to 13 dBA, but this is still
within the City's Community Noise Control Ordinance standards.

Truck Movements and Loading Activities
The highest noise levels generated by the proposed project, measured at the adjacent residential
uses, would typically result from trucks circulating along the southern side of the retail center
and within the docking area. According to the project applicant, an average Sprouts Farmers
Market receives approximately 10 to 15 deliveries per day. Most deliveries at an average Sprouts
Farmers Market occur between the hours of four a.m. and noon. A few deliveries would also be
expected throughout the afternoon at an average Sprouts Farmers Market grocery store.
This analysis assumes that engines or auxiliary motors of delivery trucks associated with the
proposed project would not idle for more than three minutes in any hour per Section 10.48.055,
Motor Vehicle Idling, of the Cupertino Municipal Code. Further, this analysis assumes that
deliveries would not be allowed between the hours of eight p.m. and eight a.m. weekdays
(Monday through Friday) and six p.m. and nine a.m. on weekends (Saturday and Sunday) and
holidays, consistent with Section 10.48.062, Nighttime Deliveries and Pickups, of the Cupertino
Municipal Code.
Noise levels generated by trucks circulating along the southern side of the retail center and
within the docking area were calculated at center of the private outdoor activity area of the
nearest residential land use. The receptor was assumed to be approximately 40 feet from the alley
used by delivery trucks and five-feet above the residential pad elevation to represent the average
ear height of humans. Heavy-duty trucks typically generate maximum instantaneous noise levels
of 73 to 78 dBA L,,,� at a distance of 40 feet. Smaller delivery trucks iypically generate
maximum noise levels of 63 to 68 dBA L,naX at the same distance. Low speed truck noise results
from a combination of engine, e�aust, and tire noise, as well as the intermittent sounds of back-
up alarms and releases of compressed air associated with truck/trailer air brakes. The noise level
of backup alarms can vary depending on the type and directivity of the sound, but maximum
noise levels are typically in the range of 68 to 78 dBA Llnax at a distance of 40 feet.
Maximum instantaneous noise levels generated by trucks circulating along the southern side of
the retail center and within the docking area are calculated to approximately 10 dBA lower in the
center of the private outdoor activity area assuming the acoustical attenuation provided by the
existing 11-foot noise barrier that runs along the southern boundary of the retail center(measured
relative to the base elevation of the alley). Maximum instantaneous noise levels from heavy-duty
trucks are calculated to range from 63 to 68 dBA L,,,aX at center of the private outdoor activity
area of the nearest residential land use.
An approximate 12-foot masonry noise barrier and shed roof structure would be constructed in
addition to provide acoustical shielding of the trash compactor and loading dock. The loading
dock is designed to allow heavy-duty trucks to back up to loading bay, with all loading and
unloading taking place within the building. The truck dock is recessed into the ground and
equipped with a rubber gasket seal to reduce noise generated during loading activities. The use of
rubberized gasket type seals at the loading bay doors allows little loading noise to escape into the
community and reduces noise generated during loading activities. Occasionally, banging within
the truck would be audible outside the truck and would occasionally exceed the existing ambient

noise levels, but would not substantially add to the noise environment, which would primarily be
the result of truck circulation events.
Section 10.48.050 of the Cupertino Municipal Code allows brief noise incidents above the base
noise level standard provided that the sum of the noise duration in minutes plus the excess noise
level does not exceed twenty in a two-hour period. Per the code, maximum instantaneous noise
levels could exceed the base noise level standard of 65 dBA for up to 17 minutes in any two-hour
period. Maximum instantaneous noise levels produced by trucks circulating along the southern
side of the retail center and within the docking area are not predicted to occur for a period greater
than 17 minutes in any two-hour period assuming that deliveries are conducted in accordance
with Section 10.48.055 and Section 10.48.062 of the Cupertino Municipal Code.
Intermittent sounds generated by trucks circulating along the southern side of the retail center
and within the docking area are not predicted to exceed the noise limits presented in the City's
Municipal Code provided that deliveries are conducted in accordance with Section 10.48.055 and
Section 10.48.062 of the Cupertino Municipal Code. No additional mitigation would be required.
Summary/Conclusions
Based on the results of the analysis conducted for the project, the acoustical shielding provided
by the eight-foot mechanical equipment screens proposed by the applicant (Diamond Wall One
Coat Stucco System, rated at 41bs./sq. ft.) to shield rooftop equipment would reduce noise levels
below the 55 dBA nighttime noise level limit at the worst-case receptor located at the second-
story fa�ade of the residence immediately south of the Sprouts Farmers Market building.
With regard to truck delivery operations, deliveries shall not be allowed between the hours of
eight p.m. and eight a.m. weekdays (Monday through Friday) and six p.m. and nine a.m. on
weekends (Saturday and Sunday) and holidays, consistent with Section 10.48.062, Nighttime
Deliveries and Pickups, of the Cupertino Municipal Code. In addition, engines or auxiliary
motors of delivery trucks associated with the proposed project shall not idle for more than three
minutes in any hour per Section 10.48.055, Motor Vehicle Idling, of the Cupertino Municipal
Code.

This memo sunuliarizes the results of the noise measurements made by Illingworth & Rodkin, Inc. on
August 21,2014 that quantified noise levels resulting from the operation of inechanical equipment located
on the rooftop of the Sprouts Farmers Market in Cupertino, California. The results of the noise
measurements indicate that the noise levels generated by the rooftop mechanical equipment, as mitigated
by the 8-foot mechanical equipment screens, comply with the City of Cupertino Municipal Code noise
limits.
As noted in our Environmental Noise Assessment of the Sprouts farmers Market, dated August 14, 2014,
the City of Cupertino regulates noise within the community through Chapter 10.48 of the Municipal Code
(Community Noise Control). Quantitative noise level limits are contained in Section 10.48.040 and
presented in Table 3.Nonresidential land uses can generate noise levels up to 65 dBA during the daytime
and 55 dBA during the nighttime at the complaint site of a receiving property.
Noise measurements were made at two positions during the noise monitoring survey (Figure 1) in order
quantify noise levels at the two nearest residential land uses located south of the Sprouts Farmers Market.
The first position (ST-1) was at the common property line between the Sprouts Farmers Market and the
nearest two-story single-family residence (20571 Scofield Drive). Noise measurements were made at
elevations of 20-feet and 15-feet above the ground to represent the line of sight to the mechanical
equipment from receptors at second-story windows and within the rear yard,respectively.
The noise measurements were made between approximately 10:00 AM and 11:00 AM over very short
durations (10 to 15 seconds each) when noise from all the other sources in the vicinity was low. Short
samples were necessary to isolate the rooftop equipment noise in the absence of the other
sources.However, the noise of the rooftop equipment, when operating at 100% load� is constant, so the
short durations of the measurements were adequate to quantify the average noise level from the equipment.
The measured noise levels represent the worst-case operational noise levels. When cooling demand is less
(e.g., at night when the Sprouts Fanners Market is closed, the equipment cycles down, thereby lowering
the sound level.
�The noise measurements were made when all the rooftop equipment was operating at 100%load,as confirmed by Jim

The measured noise levels at the property line were 52 dBA at the 20-foot position and 49 dBA at the 15
foot position, and were only audible in the absence of other environmental noise sources such as traffic on
South DeAnza Boulevard. The results of the measurements demonstrated that the noise levels resulting
from the operation of the rooftop mechanical equipment, as mitigated by the 8-foot mechanical equipment
screens, complies with both the daytime (65 dBA) and nighttime(55 dBA)noise level limits contained in
the code.Figure 2 is a photo of the ST-1 noise monitoring position and Figure 3 presents the spectral data
collected at ST-1. Noise levels at the second-story fa�ade of this residence and within the rear yard area
would be expected to be less than those measured at the property line due to the additional distance
separating the noise source(s)and receptor locations.
The second position where noise measurements were made was at the common property line between the
Sprouts Farmers Market and the single-story residence located at 20585 Scofield Drive (ST-2). A noise
measurement was made at an elevation of 15-feet above the ground to represent the line of sight from
receptors within the rear yard to the rooftop mechanical equipment. The measured noise levels at the
properiy line were 53 dBA. However, observations indicated that the measured sound levels at this
position were primarily the result of inechanical equipment located on the rooftops of adjacent businesses
and not attributable to the rooftop mechanical equipment at Sprouts Farmers Market. Noise levels
attributable to Sprouts Farmers Market mechanical equipment should have been less than the noise levels
measured at the nearest receptor because of additional distance from the noise source(s).
