SUBJECT AND ISSUE
Adopt a resolution authorizing the City Manager to negotiate and execute an agreement with Los
Altos Garbage Company for the new expanded recycling and environmental program services in
an amount not to exceed $70,000 annually.
BACKGROUND
On May 20, 2008, City Council voted unanimously to move ahead with item 2b from page 19-1
of the staff summary. The item requested authorization for the City Manager to transfer $70,000
from the Resource Recovery Reserves to the Solid Waste Management Account # 520-8003-
710b to implement expanded Recycling and Environmental Services for Cupertino residents, at
no cost to the residents. The Program services will be provided by Los Altos Garbage Company,
Inc. outside the existing LAGCO contract raze. The parameters and cost to the City for each of
these programs are as follows:
Quarterly "Environmental Day" Residential Drop-off Program Events
Estimated Cost per Event: $13,500 Total: $54,00(1
Los Altos Garbage Company (I,AGCO} will hold quarterly "Environmental Day" events to
provide residential drop-off and recycling of electronc waste (computers, peripherals, etc.),
universal waste (fluorescent bulbs, batteries, etc.) and other difficult-to-dispose-of items. These
events would coincide with Earth Day (April}, America. Recycles Day (November) and two
additional days to be determined by the City and LAGCO. Events would be held at the De Anza
College parking lot or at another mutually agreed upon location in Cupertino to mitigate traffic
concerns. Each "Environmental Day" would accommodate the drop-off and or recycling of the
following. materials:
Residential Document Destruction without a . ~ imam limit. Assistance to residents
unloading vehicles will be provided.
E-Waste recycling (electronic waste such as computers, printers, monitors, keyboards,
televisions, etc.)

• U-Waste disposal (universal waste such as compact and tube-shaped fluorescent light
bulbs, batteries and cell phones)
• Yard waste, organic {food) material
• Furniture
• Children's reusable play structures
• Untreated wood
• Construction & Demolition material
• Inert material (dirt, rock and concrete)
• Reusable clothing
In addition, LAGCO would include a BYOB {Bring your own Bucket} compost and mulch
giveaway opportunity for participating customers. The estimated cost for each event is based on
participation of 500 residents, and the operating hours would be from 9 am - lpm.
LAGCO would stage 12 collection vehicles and 2 flat bed trucks for the collection of the
material described above. LAGCO will have 4 Customer Service Representatives at each event
for resident verification/check in and assistance in unloading items for document destruction.
AERC would provide containers, vehicles and personnel required to collect and process all E-
Waste, CFL bulbs, fluorescent tubes and batteries. The estimated recycling costs for CFL bulbs,
fluorescent tubes and batteries is $600 per event based on an expected 300 fluorescent tubes and
CFL bulbs and 9501bs of batteries.
Annual Garage Sale Recycling Collection Event
Estimated Event Cost: Total: $9,400
LAGCO would partner with the City in its annual fall Citywide Garage Sale event to promote the
diversion/recycling of unsold garage sale items. The collection would take place the fallowing
Saturday after the Garage Sale event. Based on a participation of 200 homes, LAGCO would
operate S flat bed vehicles for the collection of E-Waste/U-Waste and reusable goods, including
clothing. All reusable items would be taken to local non-profits for redistribution.
Abandoned Waste Collection:
LAGCO would incorporate this service into their existing collection route at no additional charge
to the City.
Semi-Annual Curbside Clothes Collection:
Cost per event: $3,300 Total: $6,600
LAGCO has formed a partnership with Goodwill Industries, the Society of St. Vincent de Paul
and other local non-profits that accept donated clothing for redistribution and recycling.
LAGCO will provide curbside collection of donated clothing on two Saturdays per year on dates
mutually selected by the City and LAGCO. LAGCO would operate 4 flat bed vehicles that
would collect donated clothing placed out in plastic bags or boxes from addresses that have pre-
arranged apick up through LAGCO's customer service department. A receipt for tax purposes
will be provided to each participating resident.
Total Cost of all Programs per year: $ 70,000

LAGCO would promote all of these expanded recycling services in an informational flyer that
would be mailed on September 1, 2008, in the next residential billing cycle for the City. These
expanded services will also be advertised in LAGCO's annual brochure, LAGCO's website, in
the Cupertino Courier, in the .Scene Newsletter and on the City website.
FISCAL IlVIPACT
The total estimated cost for the proposed program for the 2008-2009 fiscal year is $70,000 and
an appropriation of $70,000 from the Resource Recovery Fund Reserves . is required. The
services will be available annually until the current term of the franchise agreement expires on
October 31, 2010.
STAFF RECOMMENDATION

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO
,AUTHORIZING IMPLEMENTATION OF EXPANDED RECYCLING AND
ENVIRONMENTAL SERVICES TO CUPERTINO RESIDENTS
PROVIDED BY LOS ALTOS GARBAGE COMPANY
WHEREAS, the City Council has been presented a proposal by Los Altos
Garbage Company, Inc. (LAGCO), to expand recycling and environmental services to
Cupertino residents; and
WHEREAS, the expanded recycling services will include quarterly
"Environmental Days" to provide residential drop off of E-Waste (electronic waste such
as computers, monitors, etc.), U-Waste (universal waste including fluorescent light bulbs,
batteries and cell phones), yard waste and organic (food) material, furniture, children's
play structures, untreated wood, construction and demolition material, inert material (dirt,
rock and concrete) and reusable clothing; arid
WHEREAS, the expanded services will include collection of all items remaining
unsold after the City's Annual Garage Sale Recycling Event, with all reusable items of
those collected to be taken to local non-profits; and
WHEREAS, the expanded services will include Semi-Annual Curbside Clothes
Collection events in partnership with Goodwill Industries and other local non-profits; and
WHEREAS, on May 20, 200$, Council approved an appropriation from the
Resource Recovery Fund Reserves of an amount up to $70,000.00 annually to cover the
estimated cost of the additional services outside the existing LAGCO contract rate, so
that these expanded services will be provided at no additional cost to its Cupertino
residents; and
WHEREAS, the proposed services would be available through October 31, 2010,
at which time, the current term of the Agreement with Los Altos Garbage Inc. will expire.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Cupertino hereby authorizes the City Manager to negotiate and execute an agreement
with Los Altos Garbage Company, Inc. to implement the new expanded recycling and
environmental services.
