I have attached information presented to the Parks and Recreation Commission on October 5, 2006 and March 1, 2007. The October St'' information, presented various options for the use of this area. Staff and the Commission were considering options other than a pool as the prior user (DACA) was moving to their own facility. Staff conducted an RFP process, but none of the prospective tenants would proceed without extensive renovations by the City. The best-case scenario would have cost the City $350,000 over a five year period. Given this, the Council asked the Parks and Recreation Commission to complete an alternative analysis. The March 1, 2007 report provides additional cost information on the alternatives. I have also included the PowerPoint presentation from that meeting. Finally, I have included an analysis of swim facilities near the sports center that offer swim lessons. BACKGROUND The lease for use of the Cupertino Sports Center pool, with De Anza Cupertino Aquatics (DACA), expired on March 31, 2006. DACA continued to rent the facility month-to- month, through the end of July. On July 3, 2006 staff released an RFP for use of the Cupertino Sports Center Pool facility to run alease-operated Learn to Swim Program. On August 15, 2006 the City Council reviewed the proposals in closed session. All of the proposals require City investment to make the pool renovation possible. The best-case scenario costs the City 350K over five years. Given the private investment made in learn to swim facilities in the immediate vicinity (Sutton Swim School, DACA and the YMCA), Council opined that using public money to compete in the swimming business, when the service was already available, was not the best way to serve the community. Council asked staff to return in open session for action to reject proposals. Council is requesting an analysis of alternative uses for the space with a balance between service vs. revenue, and is asking the Parks and Recreation Commission to take input and make a recommendation to Council. DISCUSSION The space is small, approximately 7000 square feet, or 1/6 an acre. It's the proportions of a tennis court (in fact, that. was probably the original intent -before someone doing the market analysis for the private racket club - in the 1970's -decided pool-side cocktails would be more lucrative). There is an existing bathhouse on site that is not ADA or code compliant. The utilities present on site are tied to the sport center utilities. The pool is located on Stevens Creek Blvd., adjacent to the sports center entry. A diagram showing its location relative to other city facilities in the area is attached (See Exhibit B). The five single-family homes (The Commons) closest to the pool area are buffered by three tennis courts and a sound wall. A number of Cupertino park needs are unmet. Some, like skateboarding and dog off leash areas are familiar to Council. We get frequent requests for outdoor basketball. Our summer Roller Hockey Camp uses the Creekside Parking Lot, and the Saturday In- line Skating Classes use the City Hall Parking Lot. The competition for parking spaces and co-existence with parked cars does not make these arrangements ideal. There are a number of alternatives the public may want to comment onto the Parks and Recreation Commission before making a recommendation. Recommendation to the City Council. BACKGROUND The lease for use of the Cupertino Sports Center pool, with De Anza Cupertino Aquatics (DACA), expired on March 31, 2006. After reviewing proposals from potential pool operators in an August 15, 2006 closed session, Council directed staff to consider alternative uses for the space. Council members expressed a preference for a new community serving amenity and specifically stated they were not interested in another tennis court at the Sports Center. On October 5, 2006 the Parks and Recreation Commission considered public input on options developed by staff. The Commission rejected the dog agility course and spa options and asked for additional information on construction costs. DISCUSSION ,The space is small, approximately 7000 square feet, or 1/6 an acre. It's the proportions of a tennis court (in fact, that was probably the original intent -before someone doing the market analysis for the private racket club - in the 1970's -decided pool-side cocktails would be more lucrative). There is an existing bathhouse on site that is not ADA or code compliant. The utilities present on site are tied to the sport center utilities. The area is located on Stevens Creek Blvd., adjacent to the sports center entry. A diagram showing its location relative to other city facilities in the area is attached (See Exhibit B). The five single-family homes (The Commons) closest to the pool area are buffered by three tennis courts and a sound wall. ANALYSIS A number of Cupertino park needs are unmet and could be considered for this area. The attached chart illustrates seven potential options, four of which are in line with City Printed on Recycled Paper Council direction (See Exhibit A). The four options are bocce courts, afull-length sports court, a golf lesson facility, and a skate park. It should be noted that all construction costs for each option are rough estimates but they do reflect a magnitude of cost for the various options. STAFF RECOMMENDATION Take additional public comment on what amenities should replace the Sports Center Pool and make a recommendation to the City Council.
