Applicant: Craig Steely (Costa Residence)
Location: Lot 306, San Jacinto Road
Residential Hillside Exception to allow the construction of a new, 3,104 square foot single
family residence on slopes greater than 30% and to allow a reduced second - story, front setback
of 22 feet where 25 feet is required;
Tree Removal Permit to allow the removal of 6 Coast Live Oak trees each exceeding 10" in
trunk diameter
❑ Geologic
o The plan has been reviewed by an independent Geology firm and a peer review was
conducted by the City's consulting Geologist
o Both geologists have recommended the removal of any un- engineered fill
o The foundation piers will need to be set 15' into the bedrock
o The retaining wall will also be pier based
o No fault lines run through the property
o There is a natural drainage swale along the back of the property which will not be
adversely impacted with additional runoff from this development
o Less than 25 cubic yards of soil will be removed from the site
❑ Trees /Landscaping
o The house size has been reduced so the amount of trees that would need removed is
about half from the original design
o The consulting Arborist's report indicates that the trees on site are overcrowded. Staff
suggests the applicant pay a replacement in -lieu fee rather than plant trees that may not
be viable in the long term
❑ Additional Discussion
• The driveway widening from 12' to 20' has been approved by the neighbor and the
Public Works department and will not result in any additional tree removals
• Per the applicant, the neighbors have been informed of the project and are in support
• The proposed development meets the Residential Hillside Ordinance requirements
except for those features that require Hillside Exceptions
ACTION: Recommendation for approval of a Mitigated Negative Declaration for EA- 2012 -06
