SUBjECT: SIGN PROGRAM MODIFICATION ACTION LETTER—Application M-2012-04:
This letter confirms the decision of the Director of Community Development, given on October
16, 2012, approving new signage, miscellaneous modifications, and clarifications to a
previously approved sign program (S-2011-05) for the Crossroads Shopping Center located at
20568-20840 Stevens Creek Boulevard, with the following conditions:
1. APPROVED PROTECT
Approval is based on the master sign program criteria dated October 2, 2012 consisting of
eleven pages prepared by Kahn Design Associates entitled, "Master Sign Program for 'The
Crossroads';" and the sign program consisting of 14 sheets labeled Signage Matrix, Exhibits
A-0, A-1, A-2, A-3, B-0, B-0.1, B-1, B-2, B-3, C, D, 3, and 4 prepared by Kahn Design
Associates entitled, "The Crossroads, 20568-20840 Stevens Creek Boulevard, Signage
Program" except as may be amended by conditions in this resolution.
2. APPROVED SIGNAGE AND SUPERSEDENCE OF PREVIOUSLY APPROVED SIGN
PROGRAM CONTENT UNDER APPROVALS S-2011-05
The content of the sign program within file no. M-2012-04, including, but not limited to,
procedures, criteria, guidelines, standards, and signage design, locations, and specifications
is hereby approved and shall supersede the following previously approved sign program
content under file no. 5-2011-05:
• Master sign program criteria dated December 21, 2011 consisting of nine pages
prepared by Kahn Design Associates entitled, "Master Sign Program for 'The
Crossroads"'
• Master sign program plan set consisting of sheets labeled Signage Matrix, Exhibits A-0,
A-1, A-2, A-3, B-0.1, B-0, B-1, B-2, B-3, C, D, 3, and 4 prepared by Kahn Design

Associates entitled, "The Crossroads, 20568-20840 Stevens Creek Boulevard, Master
Sign Program;"
The following previously approved sign program content under file no. S-2011-05 shall
remain in effect (unchanged):
• Sheets labeled 1, 2, 5, 6, and 7 and the addendum to the sign program consisting of six
sheets labeled Addendums 1, 2, 3, 5, B-1, and B-2, prepared by Kahn Design Associates
entitled, "The Crossroads, 20568-20840 Stevens Creek Boulevard, Addendum to the
Master Sign Program."
Refer to the current City of Cupertino Sign Ordinance for provisions not specified in this
sign program. Where there is a conflict between the sign program and the Sign Ordinance,
unless specifically approved in the sign program, the regulations in the Sign Ordinance
shall apply.
3. PREVIOUS CONDITIONS OF APPROVAL
All previous conditions of approval from file no. S-2011-05 (Design Review Committee
Resolution 309) shall remain in effect unless superseded by or in conflict with subsequent
conditions of approval, including the conditions contained herein. No changes to file no.
EXC-2011-14 (Design Review Committee Resolution 310) are approved as part of this sign
program modification.
4. FUTURE MODIFICATIONS TO THE SIGN PROGRAM
Any proposals for new permanent sign locations not shown on the sign program,
illumination of existing non-illuminated signs, or modifications to existing sign program
standards shall require City review through a sign program modification and an additional
discretionary permit if determined necessary by the Director of Community Development.
5. GROUND SIGN 6 AND OTHER SIGNAGE FOR FUTURE TENANT G
Ground Sign 6 and signage for the future Tenant G building pad is shown for conceptual
reference only and is not approved under this sign program. Final details, including, but
not limited to sign quantity, size, location, design, colors and materials shall be reviewed
and approved by the City.
6. BUILDING PERMIT REQUIRED
This Sign Program approval does not constitute building permit approval. A building
permit is required for each separate sign indicated on the sign program unless the Building
Department determines that it is not necessary to obtain one.
7. ACCURACY OF THE PROTECT PLANS
The applicant/property owner is responsible to verify all pertinent property data including
but not limited to property boundary locations, building setbacks, property size, building

square footage, any relevant easements and/or construction records. Any
misrepresentation of any property data may invalidate this approval and require
additional review.
8. CONSULTATION WITH OTHER DEPARTMENTS
The applicant is responsible to consult with other departments and/or agencies with regard
to the proposed project for additional conditions and requirements. Any misrepresentation
of any submitted data may invalidate an approval by the Community Development
Department.
9. NOTICE OF FEES, DEDICATIONS, RESERVATIONS OR OTHER EXACTIONS
The Conditions of Project Approval set forth herein may include certain fees, dedication
requirements, reservation requirements, and other exactions. Pursuant to Government
Code Section 66020(d) (1), these Conditions constitute written notice of a statement of the
amount of such fees, and a description of the dedications, reservations, and other exactions.
You are hereby further notified that the 90-day approval period in which you may protest
these fees, dedications, reservations, and other exactions, pursuant to Government Code
Section 66020(a), has begun. If you fail to file a protest within this 90-day period complying
with all of the requirements of Section 66020, you will be legally barred from later
challenging such exactions.
Staff has made all of the findings that are required for approval of a Sign Program as required
by the City of Cupertino Municipal Code, Section 19.104.130(C). Please be aware that if this
permit is not used within one year, it shall expire on October 16, 2013.
Please note that an appeal of this decision can be made within 14 calendar days from the date
of this letter. If this happens, you will be notified of a public hearing, which will be scheduled
before the Planning Commission.

MASTER SIGN PROGRAM - THE CROSSROADS
INTRODUCTION
This Master Sign Program for"The Crossroads"establishes basic requirements for signage types,quality,
design and the allowable area for the retail and restaurant buildings located at 20568-20840 Stevens Creek
Boulevard in Cupertino,California. The program also ensures the quality of all new signage is consistent with
the design quality and character of the buildings while allowing tenants the flexibility and creativity necessary
to meet their marketing needs.
DESIGN CRITERIA
• All signs shall be of a high material and design quality.The signs shall be durable,and resistant to
weather and wear. _
• All signs shall be architecturally compatible and in harmony with the building with which it is
principally associated, by incorporating its colors, materials,shape and design.
• Internally illuminated signs shall not have a directly visible light source.
• The sign's color and illumination shall not produce distraction to motorists or nearby residents.
• Background colors shall be opaque/dense/matte to minimize glare.
• The Centers name and address letters shall project from the face of ground signs.
• Sign copy shall be simple and concise,without excessive description of services or products.
• Wall signs shall be consistently mounted with consistent illumination and projection.
CONDITIONS OF LEASE
In accordance with the specifications contained herein each Tenant is responsible for the design, fabrication,
installation, maintenance and cost of electricity for their wall signage.
The Tenant, after approved by the landlord, shall provide the signage company responsible for the fabrication
and installation of the signage a designated circuit from the electrical panel to the signage. Special
circumstances and penetrations through walls and structures will be addressed on a case-by-case basis.
Within 30 days of termination or conclusion of a lease, the Tenant is responsible for the removal of their
signage. The storefront wall or fascia shall be patched and painted and returned to its original condition as it
was prior to the installation of the Tenant's signage.
SIGN Af�PROVAL PROCESS
It is Tenant's sole responsibility before the installation of any signage to submit design drawings of the
proposed signage to the Landlord for the Landlord's review and approval prior to formally submitting to the
City of Cupertino for their approval.The use of professional environmental graphic designers and professional

signage companies to determine design detailing and sign placement is highly encouraged. Deviations from
this program will only be considered if the overall purpose is to exceed the quality standards set forth herein.
Existing signs,with the exception of those to be removed,shall remain.
Any changes of face/new sign installation,whether in the areas of new construction or in an existing building,
shall conform to the program.
Please refer to Chapter 19.104 of the City of Cupertino Municipal Code for general provisions, definitions,
administrative procedures, exempt signs, sign exceptions, compliance and enforcement, and other provisions
not specified in this sign program. Where there is a conflict between this document and Chapter 19.104,
unless specifically approved in this Sign Program,the regulations in Chapter 19.104 shall apply.

REVISIONS TO THIS PROGRAM
Change in use or tenants may require revisions to this program. Proposals for new permanent sign locations
not shown on the sign program or modifications to the existing sign program standards shall require City
review through a sign program modification and,at the discretion of the Director of Community
Development,an additional discretionary permit.
Requests for changes of face to signs shown on the sign program, including, but limited to, letter style, letter
size,color, background,or message shall be consistent with the approved sign program.
No additional illuminated signs will be allowed unless a future sign program modification is approved.
The final design of proposed signs in the vacant placeholder locations in the approved sign program shall be
reviewed and approved by the Director of Community Development prior to sign permit issuance.
Existing tenants shall be exempt from this signage program.All new tenants,whether in the areas of new
construction or in an existing building,shall conform to the program.

INSTALLATION
• All signage shall be constructed and installed at Tenant's expense.
• Tenants shall be responsible for the installation and maintenance of their signage.
• The Tenant's Signage Contractor shall be licensed by the State of California,and shall carry workman's
compensation and public liability insurance against all damage suffered or done to any and all
persons and/or property while engaged in the construction or erection of signage.
• Tenant's Signage Contractor shall repair any damage caused by his work. Damage to structure that is
not repaired by the Contractor shall become the Tenant's responsibility to correct.
• Signage not installed and operable in accordance with previously approved plans shall be corrected
by the Tenant upon request of the Landlord. If not corrected within 30 days,signage may be
corrected by the Landlord at the Tenant's expense.
GENERAL CONSTRUCTION SPECIFICATIONS
• Signage must be constructed and installed to meet or exceed all applicable codes and City of
Cupertino requirements.
• Notwithstanding the following signage Guidelines,tenants may utilize standard corporate Logos
and/or prototypical signage graphics, subject to the approval of the Landlord and the City of
Cupertino.
• All electrical signage shall bear the Underwriters Laboratories (UL) label of approval.
• Every part of the light source of any illuminated sign shall be concealed from view from vehicular
traffic and the light shall be visible only from a reflecting or diffusing surface.
• All supporting structures and background materials shall be opaque and non-reflective.
• All exterior signage shall be secured by concealed fasteners or, if exposed,fasteners of steel with dark
bronze finish. All raceways,transformers,electrode boxes,switches,wiring,conduit and access
hatches shall be concealed.
• All penetrations of the building structure required for signage installation shall be neatly sealed and
watertight. Color and finish of attachments and sealants shal) match adjacent exterior finishes.
• Surfaces of all signage are intended to be flat without bulges,oil-canning or other deformities. Any
welded seams on signage faces should be finished smooth.

GENERAL LIGHTING GUIDELINES
• External spot lighting shall be placed so that the light source is screened from direct view.
• Halo-lit or back-lit letters are encouraged. Individually illuminated channel letters are also allowed,
but no visible external electrical raceways are permitted.
• All exterior lighting shall be placed in manner so that the light source will not be seen from 100 feet
or greater ofF the site.
• No internally illuminated signs are permitted within 100 feet of residential districts.
• All lights shall be integral to signs or shall be spots or goosenecks aimed at signs. No up lighting is
al lowed.
• The intensity of illumination for signs shall not exceed approximately 250 foot-lamberts.
• The color and thickness of the sign panels as well as the brightness of the bulbs used to illuminate the
sign shall be designed in such a manner as to avoid excessive illumination and glare.
• Illuminated signs which are not a necessary part of the security lighting system for a business shall be
turned off at 11:00 pm or within two hours after the business is closed,whichever is the later time.
PROHIBITED SIGNS
• Cabinet and/or internally illuminated box where the entire face is illuminated
• Advertising statuary
• Animated and/or inflatable signs
• Audible signs
• Roof signs
• Traffic conflict signs(Signs which because of color,wording,design, location or illumination resemble
or conflict with any traffic-control device or with the safe and efficient flow of trafFic)
• Vehicle signs
• Flashing, moving or scintillating light bulbs or effects
• Neon signs
• Awning signs
• Window signage,other than permanent window graphics permitted elsewhere in these Guidelines.
• Signage employing luminous painted paper or cardboard signage.
• ('aper,stickers or decals hung around or behind storefront glazing.
• Vacuum formed plastic lettering.
• A-frame`sandwich'signs or other portable signs.
• Signage employing exposed raceways, ballast boxes or transformers.
• Tenants shall not place any signage on the rear of the building,except for service, receiving and exit
door identification signage including receiving hours permitted,and except as allowed elsewhere in
these Guidelines. Letter height for these signs shall be limited to G" in height. Total signage area shall
be limited to 2 square feet.

GUIDELINES BY SIGNAGE TYPE
1. Pylon Sign (existing"Landmark Sign")
The existing Landmark Pylon sign will consist of two sides and four bands.The Top or Marquis
Tenant portion will be SS SF,The Center Name will be 28.75 SF, the middle Band 16 SF,and lower
band 16 SF.
2. Ground Signs
The center has a total frontage on Stevens Creek Blvd.of approximately 1500 LF and is allowed six(6)
ground signs,two per S00 LF of frontage. The final location of all ground-mounted signs shall be
subject to staff approval prior to installation in order to ensure compatible positioning with existing
ground signs serving major freestanding uses.
a) Cupertino Crossroads will have six (G) double faced,free standing ground (monument) signs
not to exceed 100 SF each.See exhibits A-0 to A-3 for location.
b) Ground signs 1, 2, and 3 will consist of a base and sign with a maximum height of 8'and
maximum length of 8.5' not to exceed 100 SF. Actual size is G'-G"x 8'-G" (55.25 SF per side) in a
1'-0" high base.The side portion will show the center's name and on the base will show street
numbers. Each sign will be allowed a maximum of eight tenants in two columns.See exhibit(s)
A, B0.1-B2 for location,size, height,and materials.
c) Ground signs 4, 5,and 6(future) will consist of a base and sign with a maximum height of 8'and
maximum length of 8.5' not to exceed 100 SF. Actual size is 4'-G"x 8'-6" (38.25 SF per side)on a
1'-0"to 2'-3" high base.The side portion will show the center's name,the base will show street
numbers with a maximum of three (3) tenants stacked.See exhibit(s)A and B2 for location,
size, height,and materials.
d) Allotted tenant ground sign area is computed by the following:

Placement of tenants name on the ground sign shall be based on the tenants leased area:
Largest Tenant of the group on top and the next largest,and the next, decreasing in lease areas

e) SIZE, CONTENT, AND LOCATION: In addition, all ground-mounted signs shatl be subject
to the following.
• Limited to 8 feet high, measured from sidewalk grade.

• Sign area is limited to 1 square feet per 4 linear feet of street frontage,with a maximum area
of 100 square feet. In the case of double-faced signs,the area of the larger face of the sign
equals the total sign area.
• There may be a maximum number of 8 tenants on a sign.
• Street address numbers or range numbers for businesses shall be clearly identified in
numbers not less than 5 inches in height.
• "The Crossroads" name shall be emphasized on the signs.
• No portion of any sign over three feet in height shall be located within a corner triangle or
sidewalk site triangle as illustrated in the City of Cupertino Sign Ordinance.
• No portion of any ground sign shall be located closer than one foot from the public right-
of-way.
• No ground sign shall be located closer than 100 feet from any other ground sign on the
same property and not closer than 50 feet to the side property line of other properties.
3. Primary Wall Signs
a. Tenants shall be allowed one building-mounted primary commercial sign for each storefront
or building facade that fronts a public street or interior street/paseo per the attached matrix,
and subject to landlord and City approvals. The primary sign area shall not exceed 1 square
foot per 1 lineal foot of frontage, up to 70%of the store frontage and 200 square feet
maximum. NOTE:Wall signs shall not project above the roof or top of parapet, unless it is an
integral part of the face of an architectural projection.
b. Tenants with two frontages may have a second wall sign not to exceed 1 square foot per 1
lineal foot of frontage, up to 70%of the store frontage and 200 square feet maximum.Or,
tenants with two frontages may average the total allowed area and distributed it equally over
both sign areas. (Per City of Cupertino Sign Ordinance)
c. f'ad Bldg F shall be allowed four(4) wall signs.One fronting the main drive (East),one
fronting Stevens Creek, (North),one fronting the interior parking lot (South),facing West
fronting the adjacent pad building to the West. Each sign not to exceed GO SF each
d. SIZE, CONTENT, LOCATION or DESIGN CRITERIA (Refer to Appendix A for examples).
4. Pedestrian / Blade Signs
a. Tenants in mutti-tenant areas of the center shall be allowed one pedestrian oriented sign
projecting perpendicular above the storefront and supported by a decorative bracket for each
frontage.All blade sign brackets must conform to design shown.See Exhibit C 1&2 for
details.
b. The pedestrian sign shall be no larger than 2 feet high by 2.5 feet wide.

c. The bottom of pedestrian signs shall be located a minimum of 8 feet to a maximum of 12 feet
above the sidewalk, and rigidly supported.
d. f'edestrian/ Blade signs shall be constructed with quality of wall signage and specs.
Luminescent,fluorescent, or neon are not allowed.
5. Window Signs
a. Tenants shall be allowed one window sign, up to 25%of the total window area.Window sign
area is considered part of tota) allowable primary sign area. The window sign area shall not
exceed %z square foot per 1 lineal foot of frontage.
b. The maximum letter height for window signs is 12 inches.
6. Tag Line Sign Modules:
a. Businesses that have as a part of their"Trade Dress"and/or"Logotype",or due to the nature
of their business name need to describe their market,goods,or services may,subject to City
of Cupertino staff review add below or to the side of their name a non-illuminated or
externally illuminated"Tag Line Module"of a size as described in this document or,an
Illuminated"Tag Line Module"with opaque (black out) fields and back lit or push through
illuminated letters of a size as described in this document may be submitted as an option
subject to the discretionary approval by City of Cupertino Director of Development. (Refer to
Appendix A& Exhibit C for examples).
7. Logo Modules
a. Logo signs of a size as described in this document are recommended to be dimensional, non-
illuminated or externally illuminated. However some logos may be too complex or portions
of which may be of a scale as to render them illegible unless they are internally lit. In the case
that an internally illuminated"Logo Module" is desired by the applicant they should be
dimensional and of high quality,and will be reviewed on a case by case basis subject to the
discretionary approval by City of Cupertino Director of Development. (Refer to Appendix A
for examples).
TEMPORARY SIGNS
All temporary signs must apply for and receive temporary sign permits with the City of Cupertino Planning
Division.
Tenants are allowed temporary or promotional signage to convey information announcing retail sales events,
seasonal/stock promotions and community activities, or a condition of short and limited duration.
Temporary signs may be displayed for a period no greater than fifteen (15) days. A minimum waiting period
of thirty (30) consecutive calendar days is required prior to displaying a temporary sign and subject to
landlord approval.

A temporary window sign that extends from one panel of glass to another to convey a single message shall be
allowed as long as it does not exceed the maximum allowable sign area for all temporary promotional signs.
Temporary or promotional window signage shall be compatible with glass dimensions and window mullion
locations. Temporary signs shall not exceed 4 square feet per side,with a maximum height of 3 ft.
Temporary sign content shall be consistent with tenant's overall graphics and identity package. Colors and
materials shall be subject to approval by the City of Cupertino and Landlord.
Temporary signs are generally constructed of paper,cloth,canvas and other lightweight materials,and must
be consistent with overall tenant graphics package. Colors and materials shall be subject to approval by the
City of Cupertino and Landlord. Signs shall not be illuminated, luminescent,fluorescent,or neon.
MISCELLANEOUS 7ENANT IDENTIFICATION SIGNAGE
In addition to other signage allowed,all tenants shall be allowed to provide all required address, entry,exit
and disabled accessibility signage required by code and local ordinances. Miscellaneous tenant identification
signage may consist of required suite or street address in,open/closed signage, entry and exit signage, hours
of operation signage,credit card usage and disabled accessibility signage. All tenants shall affix suite or street
address on at least one business storefront entry door. See Exhibit C 3&4 for details.
The quantity of miscellaneous tenant identification signage shall be limited to signage as required by code and
local ordinances.
Miscellaneous tenant identification signage shall be applied to inside surface of storefront glass using a
standard color to be determined (neon is not permitted).
