Staff report regarding staffilg Levels in the Planning Division
RECOMMENDATION
Note and file this report.
BACKGROUND
The City Council requested that staff provide periodic updates on major topics of
interest to the City Council. The Planning Division has a staff of six and one-half
persons with five and one-half planners and one administrative clerk Currently the
division is experiencing staffing shortages of four positions due to retirement (City
Planner), staff leaving {Administrative Assistant) and extended Leaves {Senior Planner
and Assistant Planner}. These shortages equal 60% of the staffing Level and will impact
the ability to deliver work program items on schedule and/or to undertake new
projects.
This is a temporary problem with an expected. duration of three to four months for the
recruitments and possibly an additional three months to train and orient the new staff.
In the meantime the division will be working with the less experienced staff to keep the
work program reasonably on track.
DISCUSSION
The day to day customer service related responsibilities of staffing the front counter and
responding to telephone/email requests, plan checking development projects, project
review and application processing must continue and necessarily take precedent over .
the other work program items. Staff is utilizing .temporary and contract staffing and
will try to maintain the schedule and high priority projects, many of which aze
currently underway. Staff asks your understanding if some of the projects slip a little
during this period. Some of the projects that are underway and will continue include
