A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO IN THE
MATTER OF PROPOSED ROUTES FOR STYPE FREEWAYS THROUGH OR NE2R ITS
BOUNDARIES.
WHEREAS, the City of Cupertino has been represented at all open
hearings on proposed freeway routes through or near the City, and
WHEREAS, the City Council has been asked to express its views
concerning three separate and distinct State freeways roughly des -.'
cribed as follows:
1. Stevens Creek Freeway from Bayshore Highway and Stierlin
Road to a point near Hig',away No. 9 and Cleo Avenue;
2. J aipero Serra Main Branch from the vicinity of Woodland
Acres in Los Altos to a point near the intersections of
Bayshore Highway, Ford Read, and Old Highway 101;
3, Junipero Serra -- Northern Lateral from the main route near
the westerly boundary of Cupertino and connecting with a
future east -west artery through San Jose;
and
WHEREAS, the City recognizes a freeway network as a public
necessity, and therefore disclaims any intention to cloud the real
Issues by voluminous petitions of special interests, or public clamor
to advocate any route so long as it is put SOMEWHERE ELSE, and
WHEREAS, the Planning Commission of the City has approved and
recommended sound principles (on 1.vhich the City can base its recom-
mendations to the State) as follows:
1. The long range economic good of the western portion of
Santa Clara County transcends individual petitions,
local planning, and city boundaries;
2. A minimum net disruption to ALL cities and an equal
sharing of the burden will promote the County economy
as a whole;
3. Preservation of Individual property lines and business
operations must be protested even at the expense of
residential areas to maintain the economy of the County;
4. Maximum utility to the traveling public of the future
and protection of the future economy shall be paramount
to present cost;
NOW, THEREFORE, BE IT RESOLVED:
I. THAT THE COUNCIL APPROVE THE ACUTE NOW FROZEN FOR THE
STEVENS CR:EK FREEWAY subject to the following reservations.
1„ That the State Secure at its own expense to thoe rity
and the owners involved, suitable access roads to
protect those that may be out off. Payment in cash is
Inadequate to make the owners whole.
2. That the State provide at its own expense suitable
railroad crossings of the Stevens Creek Freeway to
serve the industrial potential east of the route.
3. Thnt the presently proposed interchange location
connecting the Stevens Creek and Junipero Serra
Freeways be re- examined. (The previously selected
interchange location at the time of the hearings would
ruin the economic value of a 55 acre tract zoned M -1 -H
by the County before Incorporation of the City, It is
presently the largest single, industrial parcel in the
City and represents more than half (1/2) of the City's
industrial acreage.)
II. THAT THE COUNCIL APiRO'JE THE iAIN OR "B" ROUTE terminating
near the I plant in the vicinity of Bayshore Highway, Ford Road,
and Old Highway 101 in principle (the approval meets the test of the
principles hereinabove enunciated subjected to variations, if
possible, to conform more closely to existing property lines
Larticularly on the large individual parcels, the preservation
of which are necessary to the future development of the area);
that the Council shall refrain from making any recommendation
concerning the area of Los Altos and Los Altos Hills since it is
In no position to appraise the facts in that area or to apply them
to the foregoing principles.

Both routes out through several large parcels. It is a
cardinal fact in enlightened development of higher
uses by-private initi�tive that it is difficult if not
impossible to put together a multiplicity of residential
lots, small commercial plots, small agricultural acreages,..
Only a public agency with broad powers of condemnation or
eminent domain plus the taxing power to pay off can hope
to accomplish a massive consolidation of "plottage" into
a well - shaped and sizeable parcel for a planned, integrated
development like a university campus, a high -type indus-
trial park, or a regional shopping facility. Developments
of this nature are of county -wide, state -wide, nation -wide
significance. Narrow municipal bickering over "plums" in
particular jurisdiction; should not becloud the overriding
importance of preserving; the parcels in western Santa Clara
Valley which can do the County,, the State, and th Nation
the most long -run good,
IV. THAT THE COUNCIL APPROVE AND EMPH MCALLY RECO:i1ERr THE
ADOPTION OF ROUTE U -1, IN CONJUNCTION 11ITH ROUTE B, AND ROUTE U -2,
IN CONJUNCTION ?JITH ROUTE C, based on the principles above enumerated
and upon the following considerations:
1. Both U - 1 and U - 2 fit all. of the foregoing planning principle
2, Protests by other cities should be closely examined
to see if the motivating; factor is not the "SOMEWHE%E-
ELSE" proposition. In each instance, how far is the
City Hall of the protesting City from U -1 at its
closest point?
3. The City of Cupertino is willing to assume a similar
proximity,
4. The Cupertino area with its cross -roads position, its
good ground water form= )tion, its excellent access to
all utilities is free and uncluttered with strip
commercial, cheap houses, and other scatter -gun and con-
flicting uses. More than one -half of the 1,800 acres
within the City Limits are held by a dozen families or
less, This is the finest unblighted block of land in
the State of Californiet for advance high -grade uses
which will surely come to the San Francisco Metropolitan
Area.
5. IT IS THE PRESERVATION AND DEVELOPMENT OF THIS AREA A
CENTURY HENCE THAT WILL BE THE HEAL Tr-;T OF THE SOUND
JUDG14ENT OF THOSE WHO WILL DECIDE THE FRE -AY ISSUES.
It will not be the lowest possible dollar cost, nor the
fewest number of condemnation suits, nor the cry of the
self- server.
V. That certified copies of this Resolution shall be mailed
forthwith to all State officials concerned with the location of
freeway routes in the Cupertino area as a declaration of principle
and as an expression of good will and affirmative cooperation.
I hereby certify that the foregoing Resolution was adopted by
the City Council of the City of Cupertino at its meeting held on
the 10th day of September, 1957, by the following vote:
AYES: Councilmen, Meyerholz, Paizis, Saich, Wilson
NOES: Councilmen, None
