CC Resolution No. 41RESOLUTION N0. -IL CIVIL DEFENSE Aral' . !:S_ASTER RESOLUTION WHELEAS, Ordinance Vo. 28 of the City of Cupertino relating to civil defense and disaster provides that the civil defense and disaster provides that the civil defense and disaster organization, the distribution of civil defense: powers and duties, the assignment of functions and services and the! recruitment, direction and training of personnel shall be prescribed by resolution adopted concurrently with the adoption of said ordinance now, therefore, be it R7.SOLVED, By the City Council of the City of Cupertino as follows: SECTION 1. The civil defense and disaster organization of this city shall be as hereinafter more particularly described and as shown on the attached chart marked Exhibit A and entitled, "Local Organization of Civil Defense." Said Exhibit A, including all information shown thereon, is as much a part of this resolution as if the materials and information set forth by said exhibit were all fully described herein. SECTION 2. Division of Operating; and Special Services. There is hereby created a division of operatinE and special services. For the purposes of civil defense planning and organization, the chief of each service within this division shall be responsible to the director through the assistant director. y Within this division, there shall be the following civil defense and disaster services: (1) Fire service; (2) Law enforcement service, which shall include the plant protection service; () Engineering- service, which shall include utility service, shelter protection and rescue service; (4) Health and medical service; . (5) Emergency welfare service, which shall include mass feeding, clothing and shelter; (6) Evacuation service, transportation service; (7) Warden service; (8) Communications service, whick shall include civil air raid warning; (9) Supnly service; (10) Public affairs and information service; (11) Personnel service, which shall include the recruitment of civilian auxiliaries to military activities; and, general. administration. SECTION 3. Legal. The city attorney shall serve as the legal advisor to the director of civil defense and to the civil defense organization. SECTION 4. American fled Cross. The American Red Cross iti the City of Cupertino will, in natural disaster, furnish food, clothing, shelter, registration and information service, supplementary medi- cal service when requested, and rehabilitation to individuals and families artected by the disaster, In war- caused disaster, the American Fled Cross will furnish only food, clothing and shelter to affected individuals and families. The American Pied Cross will provide funds with which to finance all its relief operations during natural disaster. Civil defense financing will be provided by public or privgte agencies other than the Red Cross for fled Cross functions in war-caused disasters. The director shall be respon;� for arranging, through the chariman of the local Red Cross chapter, for the participation of the Red Cross in civil defense as a part of the mass care service in case of war - cussed disaster, and i"or the relationship between the Fled Cross and the civil defense organiz! ?tion in case of natural disaster. -_z- SECTION 5. Duties. The civil defense and disaster duties of the deputy director and the chiefs of operatin& services and special services shall be as described in "United States Civil Defense," National Security Resources Board Document 128, dated September 8, 1950, copies of which shall be filed in the office of the city clerk for use and examination by the public, Such duties as described in "United States Civil Defense" may be changed from time to time by the director by written administrative orders, particularly for the purpose of conforming to recommendations of the State Director of Civil Defense or subsequent modifications recommended by the Federal Civil Defense Administrator. Upon recommendation of the civil defense and disaster council of the City of Cupertino, such duties shall be changed in accordance with such recommendations.
