A RESOLUTiON OF THE r,ITY COUNCIL OF THE CITY OE CUPEHTINO
ADOPTING AN OPERATING AND CONSTHUCTION BUDGET FOR EISCAL '
YEAR 1984-85 BY RATIFYING ESTIMATES OF REVENUES TO BE .
RECEIVED IN EACH FUND AND APPROPBIATING MONIES THEREFROM
FOR SPECIFIED PROGRAM ACTIVITIES AND ACCOUNTS AND SETTING
FORTH CONDITIONS OF ADMINISTEAING SAID BUD(3ET
WHEflEAS~ the orderly administration of municipal government ~is
dependent on the establishment of a sound fiscal policy of
maintaining a proper ratio of expenditures uithin anticipated
revenues and available monies; and .
WHEREAS, the extent of any pro~ect or program and the degree of
its aceomplishment, as Well as the efficiency of performing assigned
duties and responsibilities, is likewise dependent on the monies made
available For that purposes;
WHEREAS, the City Manager has submitted his estimates of
anticipated revenues and fund balances, has recommended the
allocation of monies for specified program activities;
NOW, THEREfORE, BE IT RESOLVED that the City Couneil does hereby
adopt the follouing sections as a part of its fiscal policy:
Section 1. The estimates of available fund balanees and
anticipated revenues to be received in each of the several funds
during fiseal year 1984-85 as submitted by the City Manager in his
proposed Cost Allocation Plan and as have been amended during the
budget study sessions are hereby ratified.
Section 2. There is appropriated from each of the several funds
the sum of money as has been determined during the budget study
sessions for the purposes as expressed and estimated for each program
activity, sub~ect to the conditions as set forth in Seotion 3, as
hereinafter described.
Section 3• For orderly and proper administration of the
Operating and Construotion Budget and of the monies appropriated in
Section 2, above, the folloxing •oonditions, suthorizations and •
restrictions ~hall apply.
Seetion 3•1• No appropri.ation shall be eneumbered nor ahall
any expenditure be made in exeass of that appropriated except as
hereinafter provided. '

Section 3•2• The City Manager is hereby suthdrized to
transfer any uneneumbered amount from one ma~or ob~eet aecount Within
a proQram uhlch is defined as Employee Services, Supplies and Other
Services, Capital Outlay, a Capital Improvement pro~eet to any other '
ma~or ob~ect account within the same program when, in his opinion~ .
such becomes necessary for administrative purposes.
Seetion 3•3. The City Council reserves the right to
transfer any unencumbered appropriation from one program to another
program after recommendation to do so has been submitted to it by the
City Manager or to appropriate on its oxn volition any additional
sums of money to any ma~or ob~eet account, line item aecount,
~ funetion or program as 1t may deem necessary or desirable; .
Section 3•4. The Director of Finance is hereby authorized
to transfer any unencumbered appropriation from one line item account
! to another line item aceount within the same activity or from one
~ line item account to another line item aceount within a different
activity within the same program when such is necessary to prevent an
over-encumbrance or an over-expenditure in any one line item account;
provided, hoxever, that sueh transfer shall be only after the
concurrenee of the affected department head;
Seetion 4. The Director of Finance is hereby authorized to
eontinue the appropriation of any unexpended balance on June 30, 1984
for Capital pro,~ects to the authorized limit as set forth in the
1984-85 Cost Allocation Plan.
Section 5. The City Manager shall cause to be prepared a budget
document ineorporating therein the amounts appropriated in Seetion 2
above, the estimates of available fund balances and antieipated
revenues ratified in Seetion t above, the detail aecounts and •
estimated amounts comprising the total for each of the ma~or ob~ect
accounts which xhen combined from the amount appropriated to each
funetion and such other detail and funds activity that will provide
an informative and useful working tool in administering fiseal
policy;
Seetion 6. The estimate of available account and fund balanees
and the anticipated revenues and expenditures of the City of
Cupertino Nater utility are excluded from the foregoing sectiona of ~
this resolution and which detail is to be inaluded in a aeparate
budget document from that referred to in Seotion 4 above.

the City of Cupertino this 18th day of June, 1984 by the folloxing
