CC Resolution No. 5886 , • ~ J RESOLUTION N0. 5886 , A RLSOl.UTIUN OF TfIE CITY COUNCIL OF TIIE CITY OF CIJYGRTINO II AllOPTING AN OPERATING AND CONSTRUCTION BUDGET FOR FISCAL 'i YEAR 19$2-83 BY RATIFYING ESTIDfATES OF REVENUES TO BE I RECF.IVED IN EACH FUND AND APPROPRIATING EfONIES THEREFROM FOR SPECIFIEU PROCRe1t~t ACTIVLTIES AND ACCOUNTS AND SETTING ~ FORTH CONDITIONS OF MMINIST@RING SAIU BUDGET I ~ i, WHERGAS, the orderly administra[ion of municipal government is dependent ~ on the establishment of a souttd fiscal policy of maintaining a proper ratio of expenditures wi[hin anticipa[ed revenues and available monies; and WNERF.AS, the extent of any pro~ject or program and the degree of its accom- pltshment, as well as the efficiency of performing assigned duties and respon- , sibiltties, is 1Lkewise dependen[ on the monies made available for that purpose; WHEREAS, the City Manager has submit[ed his es[imates of an[icipated ; revenues and fund balances, has recommended the allocation of monies for specified ; program activities; ~II , NOIJ, TIiEREPORE, BE L"f RESOLVED that the City Council does hereUy adopt the following sections as a part of its fiscal poltcy; Section 1. The estimates of available fund balances and an[icipatedrevenues tu be received in each uf the several funds during fiscal year 1982-83 as I submitted by the CI[y ptanager in his proposed Operating and Construction 8udget and as have been amended durinx the Budget study sessions are hereby ratified; S~ction Z. There is ~ppropriated from each of the several funds the sum of money as has been determined during the i3udget study sessions for the purpose as expressed and estimated for each pru~;ram activi[y, subject [o the condi[ions , as set Eorth in Secttnn 3, as hereinafter described; Section 3. Fur orderly and proper adminititration of the Operating and Constructton Budqe[ and of the monies appropriated ln Section 2 above, the Eollowing conditions, authorizations and restrictions shall apply; ' Seclion 3.1. The Director of Finance is hereby authorized to transfer any unemcumbered appropriation from one line item account to another line item account within the same activLty or from one line item account to another line item account within a different activity within the same program when such is necessary tn preven[ an over-encumbrance or an over-expenditure in any one line Ltem accoun[; provided, however, [hat such [ransfer shall be only after the concurrence of [he affected departmen[ head; Sec[ion 4. The City Manager shall cause to be prepared ~ budget document Incorporating therein the amounts appropria[ed in Section 2 above, the estimates of available fund balances and an[icLpated revenues ratifiee in Section 1 above, the detatl accounts and es[imated amounts comprising the total for each of the major object accounts which wlien combined from the amount appropriated to each ' function and such other detail and funds ac[ivity that will provide an informntive ' and useful workin~ tool in administering fiscal policy; Section 5. The estlma[e of nvailable accuunt and fund balances and the ~ an[icipated revenucs and expenditures of the C1[y of Cupertino Water Utility I are excluded from the foregoing sections of [his resolution and which detail ' is to be included ln a separa[e budget document from that referred to in SecCion ~ 4 above.
