CC Resolution No. 5029 ti ` ~ • r RESOLLrf IO;i :10. 5029 A RESOLUTIOCI OF THE CITY COIJrCIL OF THE CITT OF CL'PERTI\0 1DOPTIVG ~1.`i OPERATIVG ?~ND CONSTRUCTIOV BUDGET FOR FISC~IL YEAR 1979-1980 BY RATIFYI:IG ESTI?lATES OF REVEYUES TO BE RECEIVED IN EACH FL?ID ~1.~D APPROPRIaTI:VG PtONIES THEREFROM FOR SPECIFIED PROGELa.M ACTIVITIES ASD ~CCOUNTS AYD SETTI~G FORTH CO;IDITIONS OF ADMI~ISTERI;IG SaID BUDGET WHEREAS, the orderly adc~inis[ration oi municipal government is dependent on [he establishment of a sound fiscal policy of maintaining a proper ratio of expenditures within anticipated revenues and available monies; and WkiERE~S, the exten[ of any project or program and [he degree of its accom- plishment, as we11 as [he efficiency of performing assigned duties and responsi- bilities, is likewise dependent on the monies made available for that purpose; [JHEREaS, [he City ?[anager has submitted his es[imates uf anticipated revenues and fund balances, has recommended the alloca[ion of monies for specified prograa ac[ivities; y0I1, THEREFORE, BE IT RESOLVED that the City Council does hereby adopt the following sections as a part of its fiscal policy; Sec[ion 1. The estimates of available Eund balances and an[icipated revenues to be received in each of the several runds during fiscal year 1979-1980 as submi[ted by the City ltanager in his proposed Operating and Cons[ruc[ion Budget and as have been amended during [he Budget study sessions are herebv ratified; Section 2. There is appropriated trom each of the several funds the sum of money as has been deterc~ined during the Budgec study sessions for the purposes as expressed and estimated for each program activity, subject to the conditions as sec forth in Section 3, as hereinafter described; Section 3. For orderly and prcper adminis~ration of [he Operating and Construction Budget and of the monies appropriated in Section 2 above, the £ollow- ing conditions, auchorizations and restrictiuns shail applv; Section 3.1. `Io appropriation shall be encumbered nor shall an~ e::pendi[ure be made in excess of that appropriated excep[ as hereinafter provided; Section 3.2. The Citv ?tanager is herebv authorized Co transfer anv unencumbered amount fro~a one najor object account within a program which is defined as Employee Services, Supplies and Other Services, Capital Outlay, a Gapital Improvenenc Project to am• other najor object account within thP a~u,e program when, in his opinion, suct~ become~ necessarp for administracive purposes; Section 3.3. The City Council reserves the right te transier any un- encumbered appropria[ion irom one progra~ to another program aicer recocaaendation to do so has been subaitted to it bv the Ci[~: ?fanager or to appropriate en its ocan voli[ion any addicional suc~s of aoney to am major object accouat, Line item accuunt, function or program as it may dee~ necessary or desirabie; ' ' ~ • s Section 3.4. The Director of Finance is hereby authorized to transfer I any unencumbered appropriation Erom one line item account to another line ite~ account within the same activity or from one line item account to another line ~ item account within a different activity within the same program when such is necessary to prevent an over-encumbrance or an over-expenditure in any one Li~e item account; provided, however, that such transfer sha11 be only after the concurrence of the affected department head; Section 4. The City "lanager shall cause to be prepared a budget document i incorporating therein the amounts appropriated in Seccion 2 above, the estimates of available iund balances and anticipated revenues ratified in Section 1 above, ~ the detail accounts and estimated amounts comprising the total for each of the major object accounts which when coinbined from the amount appropriated to each function and such o[her detail and funds activity that will provide an informative and useful working tool in adminis[ering fiscal policy; Section 5. The estimate of available account and fund balances and thP ~ anticipated revenues and expenditures of the City of Cupertino 'dater Utility are excluded from [he foregoing sections of this resolution and which detall is to be included in a separate budget document from that referred to in Section 4 above.
