' , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO
i ADOPTING AN OPERATING AND CONSTRUCTION BUDGET FOR FISCAL
; YEAR 1978-1979 BY RATIFYING ESTIMATES OF REVENUES TO BE
j RECEIVED IN EACH FUND ~1ND APPROPRIATING MONIES THEREFROM
j FOR SPECIFIED PROGRAM ACTIVITIES AND ACCOUNTS AND SETTING
FORTA CONDITIONS OF ADMINISTERI:IG SAID BUDGET

i WHEREAS, the orderly administration of municipal government is dependent
~ on the establishment of a sound fiscal policy of maintaining a proper ratio of
; e~cpenditures wi[hin anticipated revenues and available monies; and
j WHEREAS, the extent of any project or program and the degree of its accom-
plishment, as well as the efficiency of performing assigned duties and responsi-
bilities, is likewise dependent on the monies made available for that purpose;
WtiEREAS, the City Manager has submit[ed his estimates of anticipa[ed
revenues and fund balances, has recommended the allocation of monies for specified
program activities;
vOW, THEREFORF., BE IT RESOLVED that the City Council does hereby adopt the
following sections as a part of its fiscal policy;
Sec[ion 1. The estimates of available fund balances and anticipated
I revenues to be received in each of the several funda duzing fiscal year 1978-1979
' as submitted by the City :fanager in his proposed Operating and Cons[ruction Budget
; and as have been amended during the Budget study sessions are hereby ratified;
li Section 2. There is appropriated from each of the several funds the sum of
I, money as has been de[ermined during the Budget study sessions for the purposes as
expressed and es[imated for each program activi[y, sub,ject [o the conditions as
se[ forth in Section 3, as hereinafter described;

Sec[ion 3. For orderly and proper administration of the Operating and
Construction Budget and of the monies appropriated in Section 2 above, the
following conditions, authorizations and restrictions shall apply;
Sec[ion 3.1. No appropriation shall be encumbered nor shall any
expendi[ure be made in excess of tha[ appropriated excep[ as hereinaf[er provided;
Section 3.2. The City Manager is hereby au[horized to transfer any
unencumbered amount from one major object account within a program which is
defined as Employee Services, Supplies and Other Services, Capital Outlay, a
Capital Improvemen[ Project to any other major ob,jec[ account within the same
program when, in his opinion, such becomes necessary for administrative purposes;
Section 3.3. The City Council reserves the right to transfer any
, unencumbered appropriation from one program to another program after recommendation
' to do so has been submitted [o it by the City *fanager or to appropriate on its own
volition any additional sums of money to any ma,jor ob,ject account, line i[em
account, function or program as it may deem necessary or desirable;

. Sactiun 3.4. The Director ot ~dministra[ive Services is herebv

program when such is necessary to prevenc an over-encumbrance or an over-
~~cpendicure in any one Line item account; provided, however, that such craasier
shall be only aiter the concurrence of the affected department head;
Seccion 4, The Cicy :Sanager shall cause to be prepared a budget documenc
incorporacing therein the amouncs appropriated in Section 2 above, [he estimates
or available fund balances and ancicipated revenues ratified in Section 1 above,
the detail accounts and estimaced amounts comprising the total for each of the
major object accounts which when combined from the amount appropriated to each
function and such other detail and iunds activity ttiat will provide an inforaative
and useful workiag tool in administering fiscal policy;
Sec~ion S. The estimata oi available accounc and iund balances and the
anticipated revenues aad ~ependitures of the City oi Cupertino Water Utility
are ~YCluded from the foregoing sections of this resolution and which detail is
to be included in a separate budget document from that referred to in Section 4
above.
