A RESOLUTION OF THE CITY COUNCIL UF TFiE CITY OF CUPERTINO
CONDF2INING ACTIONS TAKEN BY THE SOVIET UNION AGAINST DIS-
SIDENTS IN THAT COUNTRY
I WHEREAS, part of the trust of public office is the du[y to exercise aoral
leadership and as citizens and public officials we cannot responsibly remain mute
~ in the face of the actions of those who would trample upon human rights; and
WHEREAS, zecent repression of dissidents in the Soviet Union is a reminder
of the importance to speak out, recognlzing the frailty of the freedom we enjoy
and reaffirming our commitment to the values of a humane society.
NOW, THEREFORE, BE IT RESOLVID that it is the sense of the Council that
the recent actions taken by [he Soviet Union against Yuri Orlov, Alexander
Ginzburg and Anatoly Shcharansky are to be condemned as in violation of the
Helsinki accord . Denial of due process and persecution of dissidencs have
no place in the 20th century. We suppart the efforts of Krs. Shcharansky
and urge the citizens and public officials of California to demand that the
Federal Government use all available diplomatic means to secure the release
of Chese men and make it known to the Soviet Government that the spirit of
detente is jeopardized by its repressive treatment of dlssidents.
