CC Resolution No. 4697 ~ ~ RESOLliTION V0. 4697 ~1 RESOLUTION OF THE CITY COC.ICIL OF THE CITY OF CUPERTINO ~1DOPTING POLICY REGARDI:IG THE DESIGN ~1ND TIMING OF STREET • IP~ROVE:fENTS FOR THE RF~CH OF STEVENS CREfFC BOULEVARD BE- TWEEN RIDGEWAY DRIVE Alr'D BUBB ROAD WF2ERF.a5, the City Council, on February 21, 1978, adopted a precise four lane street plan line for tha reach of Stevens Creek Boulevard be- tween the cross street of Ridgeway Drive and Bubb Road; and [1HEREAS, the City Council determined that the City and other affected agencies should not immediately construc[ a fully improved roadway for the entire reach of Stevens Creek Boulevard unless and until warranted by future traffic levels; NOW, THEREFORE, BE IT RESOLVED: I 1. 'Ihat [he City Council hereby adopt a policy se[ting forth I design standards and timing sequence for minor improvement to Stevens Creek Boulevard where found [o be necessary to complete necessary safety projects and to construct necessary ~ traffic control measures related to turn lanes and [raffic signals. 'Ihe installation of street improvement defined in I the design and [iming policy also will "dress up" sections of ' stzeet where the four lane pavement width already exists. 2. That [he City Council hereby authorizes the Mayor to endorse said policy labeled "Exhibit A" Resolution No. 4697. The plan lfne describes the future right oi way width and alignmenc for Stevens Creek 9oula- vard. The plan line is described in detail by a document entitled "Stevens Creek Boulevard Plan Line Study: action Plan". The purpose of this document is to outline the scope and timing of improvemeats ior che subject reach of Stevens Creek Soulevard. The plan line provides for a four lane alignmenc oi Stevens Creek Boulevard from Foochill Boulevard to Bubb Road. Aside from a four lane configuration from Foothill Boulevard/Stevens Czeek Boulevard intersection, the alignment and width of Stevens C~eek doulevard crest oi Foothill Boulevard is designated for two lanes. The width and alignment for four lanes east of Foo[hill Boule- vard was based upon predlcted traffic increases for the year 1995. Current trafric levels do aoc warzant widening of Stevens Creek Boulevard ior the suhject reach. In order to retain an op[ion for a two lane roadcray, the Cit.~ will aot actively pursue widening projects until warranted by future traffic increase or safety related needs. :~lthough the City will not actively pursue roadway videning per se, the City Wi12 pursue improvements to complete sections of roadway where the basic character of the roadway is established and vhere safety L~nprovements dictate. For the purpose of this policy document, the scope and timing of street improve- aents for various reaches of Stever.s Creek Boulevard are as follows: RE.~CH 1: BUBB ROAD TO OR~,vGE aVE::L'E Reach la: Bubb Road to Imperial The roadvay is fully improved fzom Bubb Road to the railroad right of way. The 75 ft. wide railroad right of way and the road sec[ion from the railroad to Imperial is partially improved requiring curb installation on the north side and pavement and curbing on the south side in front o£ the Tap Room. The City is in the process of implementing a"Federal Grade Crossing Protection Project" to improve the Southern Pacific rail crossing. 'R~e grade crossing improvements are scheduled for completion in fiscal year 1978-79. Because of the need to provide a transition between the six lane roadwav section east oi the railroad and the existing face of curb section west of 2mperial, the City shall utilize local funds to augment the crossing protection grant in orde: to iully S,mprove the street section. The street shall be fully improved and striped as provided by Figure B. -1- ~ ~ Reach lb: Isnnerial to Paeadena The segment oP roadway has a curb to curb esiscing pavevent section averagiag ' b2-63 it. from curb to curb between Pasadena and L.^~perial :lvenues. The adopted plan line provides for a right oi way vidth of 78 ft. and a curb to curb pavement section oi 68 ft. dpplicants for new development shall make necessar;~ street dedications and shall improve the right oi way as provided 'oy the Stevens Creek Boulevard Plan Line and Figure B of this document. The street shall be striped as described by Figure B. The installation of full improvements will necessitate the delecion of five (5) ft. ot public sidawalk on the souti side oi the right oi wav. Reach lc: Pasadena [o Oranrte The pavement width is approximately 60 ft. which is adequate for tour lanes and a turning pocket. The property to the south is undeveloped (temporary tire outlet accivity in southwest corner of Pasadena and Stevens Creek Boulevard) and the property to the north is developed. ~lpplicants for new davelopment shall dedicate and improve the righc of way as provided by the Stevens Creek Plan Line and the improvement guideline labeled Figure B. 'Rie reconfiguration of "lann Drive and Adriani Drive shall be implemented in conjunction crith reconstruction of the esisting service station sites. RE~1CH 2: ORaNGE ~VE:VLTE TO Jk`IICE aVE.1UE The subject reach canno[ be constructed on a project by project basis because of the need to grade the entire section concu nently. Vo construction will take place with the excep[ion of minor safaty projects. elpplicants for new developments shall dedicate the righc of way as provided by the Stevens Creek Boulevard Plan Line and shall sign a deferred agreement for required construction based upon a four lane configuration. REr1CH 3: J,INICE ~1VE.WE TO FOOTHILL BOULEVaRD The southerly side of the subject reach is improved. In order to provide turn lanes and stacking capacity for the signalized intersection of Foothill/Stevens Creek and the unsignalized incersection of Stevens Creek/Janice, applicanta for new developments shall complete right of way dedications and make i.~provements as provided for the four lane plan line. 'Ihe traffic signal for the Foothill/Stevens Creek Boulevard intersection is scheduled for iiscal year 1978-79 in the City's Five Year Capital Improvemencs Program.
