RESOLUTION N0. 4465
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO ~
ADOPTING WAGE AND COT4PENSATION CHANGES FOR ~~IPLOYEES AND
POSITIONS DESIGNATED AS MANAGEMENT AND/OR CONFIDENTIAL
[,THEREAS, employees represented by majority representatives are to
receive compensation increases resulting from the meet and confer process;
and
WHEREAS, employees and positions designated~.as "Management'' and
"Confidential" are not represented through~ the meet and confer process;
and
WHEREAS, the City Council desires to recognize and compensate employ-
ees in management and confidential positions in order to maintain equitable
relationships with other city positions and the competitive labor market;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Cupertino that
l. Wage and salary schedules for management and confidential
positions be increased by six and three-tenths percent'
(6.3%) effective July l, 1977.
2. Management Compensation Program policy No. 7, shown as
attachment "A" and incorporated in this Resolution by
this reference, be approved and adopted increasing City
contribution towards medical insurance premium to
seventy-five dollars ($75.00) per employee per month
effective July l, 1977.
3. Management Compensation Program policy No. 10, shown as
attachment "B" and incorporated herein by this reference,
be approved and adopted increasing personalized compensa-
tion to fifty-six dollars ($56.00) per employee per month
effective July l, 1977.
4. Confidential positions be provided fifteen thousand
dollars ($15,000.00) of group life insurance through the
group life insurance policy of the City, with premium
therefor to be paid by the City.
5. Management positions be provided elective life insurance
in the amount of fifteen thousand dollars ($15,000.00)
through the group life insurance policy of the City, with
premium therefor to be the responsibility of the employee.

of Cupertino this 18th day of May , 1977, by the following

MANAGEMENT COMPENSATION PROGRAM
Policy No. 7
HEALTH BENEFIT PLANS - EMPLOYER CONTRIBUTION
It is the policy of the City of Cupertino to provide group hospital
and medical insurance under which employees in Management or Confidential
positions and their dependents may be covered. The purpose of this pro-
gram is to promote and preserve the health of employees and their families
through comprehensive. health plans available only through employer spon-
sorship.
Although the premium cost for the insurance provided remains the
ultimate responsibility of the employee in a Management or Confidential
position, the City shall contribute an amount of $75.00 per employee per
month towards the premium or pay the full cost of the premi,um if less than
this amount. If premium amounts for any employee covered by this policy
are less than $75.00 per month, the difference between the premium amount
and $75.00 uaill be contributed by the City to a deferred compensation account
in the employee`s name,in accordance with policy number 11 of this plan and
the regulations of the compensation deferment program of the City. Enroll-
ment in the plan or plans made.available pursuant to this policy shall be
in accordance with Personnel Rules of the City and the provisions of the
contract for such insurance between the City and carrier or carriers.

PIANAGEMENT COMPENSATION PROGRAM
Policy No. 10
PERSONALIZED COMPENSATION
Recognizing the individual preferences and uniqueness of each
employee covered by the Management Compensation Program, it is the
policy of the City of Cupertino to provide a certain sum per month that
may be applied to the credit of eligible employees in the form and
manner preferred by each employee. This program of personalized and
flexible compensation results from the need to maintain parity with the
competitive labor market and to assure that internal pay relationships
are not distorted between management employees and employees bargaining
over conditions of employment, while recognizing the advantages of
tailoring compensation to the variety of individual circumstance.
Each employee designated as management by the Appointing Authority
shall receive payment or equivalent direct compensation for services
performed in the amount of fifty-six dollars ($56.00) per month, which
shall be provided in that form and manner selected by each employee
which is consistent with the legal restraints placed upon the City, the
administrative limitations of the personnel program and the administra-
tive rules and guidelines set forth by the City Manager to administer
this policy.
The compensation provided through this policy is not intended to
substitute for the base monthly salary provided by the pay plan, but
as a supplemental benefit comprising a portion of the total compensation.
It may be utilized to supplement City contributions towards group
insurance premiums or other City-sponsored benefit plans, to provide
additional training or development of principal benefit to the individual,
or in such other combinations of the foregoing or other varieties of
compensation, including direct payment after withholdings, as best
serves each management employee's circumstance.
Al1 expenditures and transactions made pursuant to this policy are
subject to the prior approval of the City Manager or his designated
representative.
