CC Resolution No. 4431 - ~ RESOLUTION N0. 4431 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO ENDORSING AND SUPPORTING THE REGIONAL HOUSING SUBSIDY DISTRIBUTION SYSTEM AND AUTHORIZING THE ASSOCIATION OF BAY AREA GOVERNMENTS TO APPLY FOR FEDERAL HOUSING ASSIS- TANCE ON BEHALF OF THE CITY OF CUPERTINO RESOLVED, by the City of Cupertino, State of California, that: ' WHEREAS: - Local governments in the Bay Area have demonstrated a commitment to providing adequate housing for all residents by developing local housing elements and Housing Assistance Plans, pursuant to State and federal requirements; - Local governments acting through ABAG, the Areawide Planning Organiza- tion for the San Francisco Bay Area, have committed themselves to improved housing for low- and moderate-income people regionwide in Phase I of the Regional Housing Element, approved by ABAG's Executive Board on August 21, 1975; - Through Title II of the Housing and Community Development Act of 1974, federal housing subsidies are available to assist low- and moderate-income people get decent housing that meets their needs; - Federal housing subsidies are distributed among the nine Bay Area counties and their municipalities according to the Regional Housing Subsidy Distribution System, developed and approved by ABAG's Ex- ecutive Board on September 16, 1976, following extensive communication with local elected officials, citizens and public groups; - Said regional system sets numerical goals for the distribution of low- and moderate-income housing assistance to the nine Bay Area counties and their larger municipalities in support of locally developed Housing Assistance Plans; and , - ABAG shall apply for additional federal housing assistance on behalf of local governments, Participating Jurisdictions, which support and endorse said regional system: NOW, THEREFORE, BE IT RESOLVED, that this City~of Cupertino, a Participating Jurisdiction, supports implementation of the goals and objectives of~ABAG's Regional Housing Subsidy Distribution System and urges ABAG to seek additional federal housing assistance to help local governments meet the needs;they have identified. Sisk, Planning Director SUBJECT: Resolution Endorsing and Supporting the Regional Housing Subsidy Uistribution System and Authorizing the Associa- tion of Bay Area Governments to Apply for Federal Housin~ ~ ~Assistance on Behalf of the City of Cupertino _ Background On September 16, 1976, ABAG's Executive Board adopted a re'gional distribution system for Federal housing subsidies. This s'ystem was approved by HUD, and has been in use since that time. The system adopted distributes housing subsidies according to the same formula used to distribute HCD Block Grant funcls. It also includes a"Bonus Formula" that redistributes unused subsidies at the end of each year, according to a formula that takes into account low-income jobs in localities. Cities and counties in ABAG's distribution area submitted Housing Assistance Plans containing goals for Federal housing subsidies totalling 15,000 units a year. HUD recently announced that .the total '77-78 fiscal year allocation for subsidies for this area would be 4,600. These 4,600 units are to be used not only to me.et stated goals for both new construction and leased housing programs, but also to phase out HUD's "Section 23" program. ABAG is asking HUD to distribute additional funds to the nine Bay Area counties, in order to allow cities and counties a greater opportunity to reach their low-income housing goals. Recommendation Staff recommends that the Cupertino City Council adopt the attached resolution supporting the distribution system, and authorizing ABAG to apply for additional Federal subsidie's. The Santa Clara County Board of Supervisors has already adopted a similar resolution, Cupertino, as a participant in the,Urban County Application, may be said to be covered by this resolution. However, ABAG feels that resolutions from the small cities will be lielpful in gaining support from HUD. ~ Attachment: Resolution No. 4431
