OF THE CITY OF CUPERTINO RECOMMENDING SUPPORT FOR~ NATIONAL CIVIL PREPAREDNESS ~ 6 ~ PROGRAM WHEREAS The Defense C'vil Pre aredness A enc in the De artment of Defense ~ P g Y P has been forced to operate ~on an inadequate budget for several years. In FY 76, the Office of Management and Budget proposed a drastic reduction in the DCPA funding and a restriction in their authorized programs by limiting DCPA activities to preparations and planning for war-caused emergencies only, in contrast to „ a dual-use program where they could support state and local government planning and preparations for natural disasters; and, WHEREAS, after extensive hearings in the Congress, the FY 76 DCPA budget was raised above President Ford's request and the dual-use program authorized at least on a limited basis; and, ' WHEREAS, there are now three federal agencies which are assigned a mission in disaster preparedness planning: The Defense Civil Preparedness Agency (DOD), The Federal Disaster Assistance Administration (HUD), and the Federal Prepared- ness Agency (GSA); . NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cupertino that the President of the United States and the Congress provide for a strong, adequately financed dual-use Civil Preparedness program; that consideration be given to amending the Federal Civil Defense Act of 1950 t~ provide a legal basis for a dual-use program; and that consideration be given to combining all disas- ter preparedness activities at the federal level into one agency. BE IT FURTHER RESOLVED that this resolution be sent to the President of The United States, to the United States Senators from California, and to the Congressional Representatives from the County of Santa Clara.
