SECTION 2. .:efinitiona.
Section 2.1: Highway: A"highvay" is a way or place of whatever
nature. publicly maintained and open to the use of the public for purpose
of vehicular travel. Highvay includea etzeet.
Section 2.2: Holiday: "Holidays" are: The firet day in January,
Memorial Day, Independence Day, Admiasion Day, Labor Day. Thankegiving Day,
and Christmas.
Section 2.3: Intersection: An "intersection" is the area embraced
within the prolongation of the lateral curb lines. or, if none, then [he lateral
boundarq lines of the roadways, of two highvays which ,join one another at
approximately right angles or the area vithin which vehicles traveling upon
different highways joining at any other angle may come in conflict.
Section 2.4: Park: "Park" ia to stand or leave atanding any vehicle,
whether occupied or not, otherwise than temporarily for the purpose of and
while actually engaged in loading or unloading of passengere or materials.
Section 2.5: Parkvay: A"parkway" is that portion of a street
other than a roadway or eidewalk.
Section 2.6: Roadway: A"roadway" is that portlon of a highway
improved, designed, or ordinarily used for vehicular travel.
Section 2.7: Sidewalk: A"sidewalk" is that portion of a highway,
other thaa the roadvay, aet apart by curbs, barriers, markings or other delinea-
tion for pedestrian travel.
Section 2.8: Stop or Stopping: "Stop or atopping" when prohibited
shall mean any cessation of movement of a vehicle, whether occupied or not,
except vhen neceasary to avoid conflict with other traffic or in compliance
vith the dizection of a police officer or official traffic control device or
signal

Section 2.9: Street: A,"atreet" 1e a way or place of whatever

SECTION 3. Curb Markings and Siftna to Indicate No Stopping and Parking
ReRulationa.
Section 3.1: The City Traffic Engineez is hereby suthorized, aub,ject
to the proviaiona and limitationa of [hie Chapter, to place, and vhen required
herein ahall Place, the follo~,ring curb markings or curb markings and slgna,
to indicate parking or atanding regulationa, and said curb markings shall
have the meanings as hereiaafter aet forth.
Section 3.2: No Parkiag 2one: Red shall mean no atopping, atanding
or parking at any time except as permitted
by che Vehicle Code, and Except
that a bus may stop in a red zone marked or aigned as a bus zone.
Section 3.3: LoadinA Zone: Yellow shall mean no atopping, standing
or parking for any purpose other than the loading or unloading or pasaengers
or materials to and from coffiercial vehicles making commercial deliveries,
provided that the loading or unloading of passengers stiall not consame more
than three (3) minutea. aor the loading or unloading of taa[erials more than
cwenty (20) minutes. unless the City Traffic Engineer haa cauaed aigas to be
posted giving notice of different period in which the restrictions ahall
apply.
Sectioa 3.4: Pasaeager LoadinR Zone: White ahall mean no atopping.
standing or parking for aay purpoae other than the loading or unloading of
passengera, which shall not exceed three (3) minutes~ unless the City Traffic
Engineer has caused signs to be posted giving notice oi a different period
in which the restrictions shall apply.
Section 3.5: Restricted Parkinq Zone: Green ehall mean no stopping,
standing or parking for lenger than twelve (12) minutes at any time between
7:00 a. m. and 6:00 p. m. on any day except Sundays and holidays, unleas
the City Traffic Engineer has caused aigns, markinge or curb markiaga and signs
to be poated giving notice of a different period in vhich the reatrictions
apply.
Section 3.6: Handicapped ParkinR Zone: Blue ehall mean no stopping,
standing or parking except Eor vehiclea of physically handicapped peraons.
SECTION 4. Purpose.
Section 4.1: The proviaions of this Ordinance prohibiting the stopping,
standing or parking of a vehicle ahall apply at all times. or at those times
herein specified, except when it ia necessary either to stop a vehicle to avoid
conflict vith other traffic. or !n compliance with the directiona of a law
enforcement officer or official traffic control device.

Section 4.2: The provisiona of this Ordinance imposiae a clme
limit on atopping, standing or parking ehall aot relieve any persoa from the
duty to obaerve other and more restrictive provisions of the Vahicle Code of
the State-of California. or the ordiaancea of the City prohibitiag or limitiag
the atopping, atanding or parking of vehiclea ia epecified places or at specified
times.
SECTION 5. Stopping, Standing or ParkinR in Parkways.
Section 5.1: No pereon shall stop, atand or park a vehicle within
aay parkway.
SECTION 6. Parking for More than One Hundred Tventv Hours - Prohibited.
Section 6.1: No peraon who owns, or has in hie posaeaeion, cuatody
or control, any vehiclea or trailer ahall park such vehicle or trailer upon
any public ssreet or alley for more than a consecutive period of one hundred
twenty (120) hours.
SECTION 7. Removal of Vehiclea from Street.
Any regularly employed and salaried employee who ie eagaged in the direccion
of traffic or enforcement of parking regulations when designated by the aheriff
may remove a vehicle from a atreet, except a freeway, in the manner and aubject
to the requiremeats of Division 11, Chapter 10. Article 1, 1 and 3 of the
Vehicle Code of the State of California under the following circumstancea:
(a) When any vehicle is illegally parked so as to block the entrance
to a private drivevay and it ia impractical to move such vehicle
from in fron[ of the driveway to another point on the street.
(b) When any vehicle ia illegally parked so as to prevent accesa by
firefighting equipmeat to a fire hydrant and it is impracticable
to move auch vehicle from in front of the fire hydranc to another
point on the street.
(c) Whea a vehicle is parked or left etanding upon a highway for one
hundred and twenty (120) or more consecutive hours.
(d) When a vehicle is parked or left staading upon a street where
the uae of auch street or a portion chereof is necessary for the
cleaning, repair or construction of the street or for the installa-
tion of underground utilitiea or where the use of the atreet or
any portion thereof ia authorized for a purpose other than the normal
flow of traffic or where the uae of the street or any portion thareof
is neceasary for the movement of equipment, articles or struc[urea
of unusual size, and the parking of such vehicle would prohibit or
interfere with euch use or movement; provided that signa giving
notice that such vehicle may he removed are erected or placed at
least forty-eight (48) hours prior to removal.

SECfION 8. 'ParkinA for Purposes of Diaplay, Servicing or Repairing.
Section 8.1: No person shall park a vehicle upon any roadway
for the principal purpose of:
(a) Displaying auch vehicle for sale; or,
(b) Servicing or repairing such vehicle, except when necesaitated
by an emergency.
, SECTZON 9. Stopping, Standing or ParkinR Prohibited in Certain Places.

Section 9.1: Parking Prohibited at Certain Locations: It shall
be ualawful for any peraon to stop, stand, or park aey vehicle as defined in
the Vehicle Code of California, at any time when the City Tzaffic Engineer
has erected signs or placed markings giving notice that parking is prohibited
at any place within a distance not to exceed fifty (50) feet of:
(a) Aa interaection czosswalk 1n any commerciallq-zoned area; or,
(b) The approach to any traffic signal, boulevard etop eiga, or
official electric flashing device; or,
(c) Either or both sides of any driveway approach; ot,
(d) The curb returin at the intersection of anq two (2) streets.
The City Traffic Eng::neer shall give notice of the prohibition
of parking at any of the places described in this section,
either by erecting aad maintaining signs giving notice, or by
placing a curb marking consisting of red paint upon the top
and face of each curb.
Section 9.2: Obedience to SiEtna: Whenever aigns have been erected,
pursuant to Sectiona 3 and 9, no person ehall stop, stand or park any vehicle
in the area deaignated by auch signa.
Section 9.3d ParkinR Space Markings: The City Traffic Engineer ia
authorized to inatall and maiatain parking space markings to indicate parking
spaces adjacent to curbings where authorized parking is permitted. When
such parking space markings are placed in the highway, sub~ect to o[her and
more restrictive limitations, no vehicle shall be stopped, left atanding or
parked, other than within a single space, unless the size or shape of auch
vehicle makes compliance impossible.
Section 9.4: AuthoritY to Establish Loading Zones: The City Traffic
Engineer is hereby suthorized to determine and to mark loading zones and
passenger lo~ding zones in commercially zoned areas and elaewhere, either in
front of [he entrance [o anp place of business, or in front of any hall or
place used for the purpose of public assembly.

Section 9.5: Loading Zonea. Marking: Loading zonea ahall be indicated
by a yellow paint liae upon the top and face"of all curba within auch zones.
Section 9.6: Passenger LoadinR Zones: Passenger loadiag zones
ahall be indicated by a white line atenciled with black lettere '"PASSENGER
LOADING ONLY" upon the top of all curbs in said zonea.
Section 9.7: Authority to Estahliah Parking Spaces for the Exclusive
Use of Handicapped Peraons; MarkinRa: The City Traffic Engineer is hereby
authorized to determine and to mark parking spaces on public atreeta for the
exclusive uee of vehicles vhich diaplay a diatiaguishing license place or
placard iseued by the California Department of Motor Vehiclea to handicapped
peraons or to disabled vaterana pureuant to Sectiona 22511.5 and 9105 of
' the California Vehicle Code. All prirking apacea so designated shall be
identified by blue paint on the curb or edge of the paved portion of Che street
adjacent to the apace. Ia addition to blue paint, [he space may also be indicated
by aigns or other auitable meaas.
SECTION 10. Parking Regulations.
Section 10.1: Parking Prohibited Along Certaia Streeta: No person
shall stop, atand or park anY vehicle as defined ia the Vehicle Code of

SECTION 11. Offstreet Parkinst for the Exclusive Uae of Handicapped
Peraona.
Section 11.1 Properri Owned or Operated by the CitY; MarkiaRS:
The Cicy Traffic Engineer may designate stalls or spacea in any offatree[ parking
facili[y owned or operated by the City for the exclusive use of vehicles
which display a distinguishing Iicense place or placard isaued by the California
Department of Motor Vehicles to handicapped peraons or to disabled veterans
pureuant to Sections 22511.5 and 9105 of the California Vehicle Code. A1L
spacea or stalls so designated shall be marked by pvating immediately adjacent
to, and visible from, each stall or space, a sign consisting of a profile view
of a wheel chair with occupant'in white on a hlue background.
Section 11.2 Removal of Unauthorized Vehicles: The City may cause
the removal, from a stall or space designated for physically handicapped
persons in a parking facility owned or operated by the City, of any vehicle
not displaying one of the distinguishing placards or license plates specified

in Sections 22511.5 and 9105 of the Callfornia Vehicle Code if a sign is posted
in conformance with Sectioa 22511.8 of the California Vehicle Code which clearly
and conapicuously gives the aotice apecified in said sectioa.
Section 11.3 DesiAnated Parkiag Areas on Private Property: The
provisioas of Section 11 of this ordinance shall aot be coantrued to restrict
the righta of private property ownere to desigaata parking areas for tha rac-
, clusive use of haadicapped persona under the prcvisiona of Sections 22511.7
~ and 22511.8 of tha Califoraia Vehicle Code.
SECTZON 12. Penaltiea.
Section 12.1: Any pareon, firm or corporation violatiag any provision
of this Ordiaaace shall be deemed guilty of a miademeanor, and upon conviction
thereof, shall be puaished by a fine not to exceed Five Hundred (5500) Dollars
ar by imprisaament in the County Jail not to eaceed aix (6) months for each
violation, or by both such fine and imprisonment.
SECTION 13. SeverabilitY Clauee.
Section 13.1: If any aection, subaeetion, aentence, clause or phrase
oE this Ordinance ia for any reason held to be uaconstitutioaal, such decision
shall not affect ehe val3dity of the remaining portions of this Ordinance.
The legislative bady hereby declarea that it aould have passed thia Ordiaaace
and each eection. subsection~ seatence, clauae or phrase thereof, irrespective
of the fact that anq one.or morn aection. subsection. sentence, clause or
