Zhe secretary need »ot be a member oP the Camaittee. 2.84.040 Meetin.]s-Qu~ozlmt Zhe F~rvironanental Review Committee shall establish a regular time and place of meeting and rules o! conduct thereof and shall hold at least two regular meetirx3s each month. A majarity of the F]zvirnrnoental Review Committee shall constitute a quorum for the putZ.bse oP transacting the business aP the Committee. 2.84.050 Oa~ensatiai - F Members shall serve an the f2zvirQaoental Review Coaalittee without oa~aitioa- but all necessary expenses z+easonably inairred by them while acting in their official capacity shall bs paid following app~rc~priate action by the City Council. 2.84.060 Majority Vote Required A majority wte of the quorum is z+egtlired to approve a reornanendatian at any matter that is presented to the Oannittee which requires a vote. 2.84.070 Recorc]s Rhe Cannittee shall keep an aowrate record of its pr+ooeedings aril tLansactiais and shall render such reports to the City Clxurcil anal Planning Camtission as may be requiseci. 2.84.080 Duties -Powers -Responsibilities A. B. 7l~e Ccmaittee shall evaluate the Initial Study of a pzoposed project to determine whether the project may ar may not have a significant effect on the envir~aent. C. If a detenninatian is made that the project will not have a significant impact an the envirormient, the Committee will reoammend that the Pirsal, reviewing authority (decisiomnaker) gr'az-t a Negative Declaration. D. If a determination is made that the project may have a significant impact on the envirnrmtent, the Committee shall require pr~atatian oP an Envircrnoental Iagact ~rt (EIR). 7Y~e major areas of oonoern, the selection of the prepazer, and the preparation oP the EIR sha~7.1 be coordinated by the ERC not including the City Council and Planning Cut¢nissicai maobers. 2.84.090 C~iidelines - CDQA California Environmental Quality Act Guidelines praiulgated by the California Secretary of Resources a~ as 6ubeequently amended are adopted by this reference. 2.84.100 Appeals 4he project spensar may appeal a decision to prepare an EIR to the City Council. ~e appeal shall be filed in writirg with the City Clerk within five working days o! the coamittee~e• decision.
