Staff Presentation: Gary Chao, Assistant Planner, gave a brief description of the project
and explained that the project conforms to the city's guidelines. Staff has worked
closely with Dick Fang, Architect, and has successfully addressed neighborhood
compatibility, massing of the second story, exterior wall heights in terms of
transitioning from the adjacent single story buildings and simplifying the roof designs.
Staff recommends approval. After application submittal, the applicant is requesting
that the floor plan be flipped horizontally to allow for better views of the mountains
from the master bedroom. Staff considers this revision to be minor and recommends
that a condition be in place that requires the side yards to be flipped accordingly. The
project also meets privacy planting requirements due to the new second story windows
on the rear elevation.
Gilbert Wong, Commissioner, asked if when meeting the eave requirements, the first
floor had nine-foot heights and the second floor had eight-foot heights. Mr. Fang
responded that it was the floor joists that caused that and that the second floor still had
nine-foot ceilings. It also provides compatibility with the neighborhood.
Mr. Fang, Architect, stated that he and his applicant have worked closely with staff very
carefully to meet the requirements.
May Hung, applicant, would like the garage setback to be 3.5 feet and the roof on the
second floor elevation above the bay window to be raised up instead of flat. Ms. Hung
also requested that the living room walls be raised to be twelve feet from natural grade
and the setback for the living room be reduced to 5-feet.
Mr. Saadati asked staff if the inquires have been looked into. Mr. Chao stated that the
3-car garage was a concern and having a larger setback helped to minimize the front
elevation. The applicant is requesting that the setback be reduced from 4.5 feet to 3.5
feet. In the existing neighborhood, there are some 3-car garages but not immediately
adjacent to the property. Staff believes that the 4.5-foot setback is a good recess. Mr.
Saadati stated that the roofline could change with a setback change.
Mr. Chao stated that the second issued raised by the applicant was the roof design
above the bay window on the second story on the front elevation. Originally, the
applicant had proposed a tower feature above the bay window. Larry Cannon,
Architectural Consultant, had a chance to review the plans and suggested that the
roofline be simplified given the adjacent neighborhood for compatibility. Regarding the
third issue raised, the living room exterior wall height, Mr. Chao explained that
currently the proposed height is 11 feet from the top of the plate to natural grade;
anything taller would not be compatible in the neighborhood.
