BACKGROUND Both the Cupertino branch of the Santa Clara County Public Library and the Coffee Society Cafe, located at City Hall Plaza, opened in October 2004. The popularity of both has resulted in a large parking demand, which is currently accommodated by an off-street parking lot behind the library and City Hall, and an on-street parking supply along Torre Avenue and Rodriguez Avenue. At certain times of the day it can be difficult to find convenient parking for short-term visitors to the library or the Coffee Society. Because parking time limits in the vicinity are generally unrestricted, visitors to the library who may be staying for several hours have little incentive to leave the spaces in close proximity to the entrances vacant for those who may wish to stay for a short time. One consequence of this is that prospective patrons of the Coffee Society may decide to take their business elsewhere when faced with no convenient parking. In order to encourage parking turnover and provide convenient short-term parking spaces, staff recommends that time-limited parking be implemented along the east side of Torre Avenue between the library driveway and Town Center Lane. Specifically, between the hours of8:00 a.m. and 5:00 p.m., Monday through Friday, the northernmost three of the 14 spaces in the segment would be subject to a 20-minute parking limit, and the remaining 11 would be subject to a two- hour parking limit. 13 -I Printed on Recycled Paper FISCAL IMPACT The cost of installing the signs needed to implement time-limited parking along Torre Avenue is incorporated into the annual budget of Public Works staff. There is no additional fiscal impact for this work.
