DRC 07-06-06 Design Review Committee July 6, 2006 Cupertino, CA 95014 (408) 777-3308 APPROVED MINUTES OF THE REGULAR MEETING OF THE DESIGN REVIEW COMMITTEE HELD ON July 6,2006 ROLL CALL Committee Members present: Lisa Giefer, Chairperson Taghi Saadati, Commissioner Committee Members absent: none Staff present: Piu Ghosh Staff absent: None APPROVAL OF MINUTES: May 4, 2006 Minutes of the May 4, 2006 Design Review Committee were approved by Commissioner Saadati at the meeting. Chairperson Giefer approved the minutes via email. May 21,2006 Minutes of the May 21, 2006 Design Review Committee were approved by Chairperson Giefer at the meeting with a minor change in the condition wording. Commissioner Wong approved the minutes via email. June 21,2006 Minutes of the June 21, 2006 Design Review Committee were approved by Chairperson Giefer at the meeting. Commissioner Wong approved the minutes via email. WRITTEN COMMUNICATIONS: None POSTPONEMENTSjREMOV AL FROM CALENDAR: None ORAL COMMUNICATION: A resident, Jennifer Griffin, wanted to remind the Committee about the spraying being conducted later in the week in Saratoga and West San Jose along the Cupertino city limits and to remind homeowners to eliminate standing water on their properties. CONSENT CALENDAR: 1. Application: Applicant: ASA-2006-01 Debbie Hill (Bay Colony Investors II, Inc.) 2 Location: Design Review Committee July 6, 2006 10745 N. De Anza Blvd (Oak Park Village) Architectural and Site approval for architectural modifications to an approved 46-unit condominium project (Oak Park Village) Design Review Committee decision final unless appealed Staff member Ghosh explained that this meeting was necessary as part of the conditions of approval imposed by the City Council for Application U-2004-09 the conditions stipulated that the applicant is required to obtain approval from the Design Review Committee with regard to the proposed architectural features and landscaping plan. The applicant changed the color scheme, modified the lighting plan, landscaping features, windows and presented pavers for the driveway. The colors have been lightened. The lighting plan along the public walkways meets the requirements, however, the tree lighting should be conditioned to have the light shine upwards. Additionally the plans for lighting the tower would be presented to staff for review and approval prior to issuance of building permits. The landscaping plan shows the protected trees and parkway plantings. Chairperson Giefer had some concern about the materials being used for the entryway canopy. The large clear glass would require a lot of maintenance to keep a clean look. She suggested tinted glass. Commissioner Saadati liked the clear glass look. Staff clarified that the glass is going to be tinted. She asked about the bio-swales being on only two sides of the project instead of being all around. The only other concern was whether the landscaping lighting would be too bright and properly shielded. The landscape architect explained that the wattage is low enough and the trees are dense enough that there will not be much lighting. Chairperson Giefer asked that the lights for the deciduous trees in the parking lot be on a separate timer to be turned off during the wintertime. The other condition placed on the project, is to confirm the actual coloring of the structure. The color rendering provided at the meeting did not show clearly what the finished project color would be. A resident asked about the cross walk on the corner of the project. The Public Works department will be addressing the cross walk improvements during the construction phase of the project. The proposed public art piece was also discussed, however, this was. not part of the approval. MOTION: SECOND: ABSENT: ABST AIN: VOTE: Commissioner Saadati approved with the following conditions; up lighting on the deciduous trees would be on a separate timer to be turned off during the winter months, staff will need to approve the color sample of the metal roof and wall panel and review the colors of the wall, prior to issuance of the building permit and to make a notation that the public art is not part of this approval.
