Application: Applicant: Location: ASA-2006-04 Mike Rohde (Valko Fashion Park) 10123 N. Wolfe Road Architectural and Site approval of revised elevation and landscape plans for a restaurant 6,020 square feet restaurant, California Pizza Kitchen, and also Islands Restaurant 2 Design Review Committee August 3,2006 Design Review Committee decision final unless appealed Staff member Honda explained that this meeting was necessary as part of the conditions of approval imposed by the Planning Commission for Application ASA- 2006-04. The conditions stipulated that the applicant is required to obtain approval from the Design Review Committee with regard to the proposed architectural features and landscaping plan. Staff member Honda addressed each concern: 5a- Height alignment of restaurants to each other The original plans were in error. The restaurants are the same height as each other except for the hip roof portion on the Islands restaurant. 5b- muted color scheme The color slides presented to the Planning Commission did not show the true colors of the restaurants. A materials board has been submitted which shows the corporate colors of the restaurants. The color slides did not show the restaurant's colors as bright as they are. 5c- East (CPK) and West (Islands) elevation and landscaping enhancements, outdoor seating and artwork CKP has extended an exterior wall to wrap around the service area to shield the trash bins. On the wall they added a stone base treatment. Staff has suggested that they also incorporate trellises with climbing vines and artwork in between. Seating has been requested by staff along Wolfe Road. The Islands restaurant has added shutters and columns along the western wall. Staff recommends trellises here as well to further soften the look of the wall. 5d- Similar architectural elements on both buildings Both restaurants are proposing to use similar the stone/ stucco treatments as depicted in the rendering shown on the wall at CPKfor condition 5c. 5e- Permeable pavers and stones integrated into the walkways between the restaurants The new landscape plans now show the requested pavers and stone work. 6- Add additional landscaping to provide mitigating privacy concerns along East Estates Drive and in the walkways and between the restaurants. The restaurants are proposing only a small area of landscaping extending to the grassy parkways because they share the landscaping responsibilities with their landlord, Sears. The walkway along the existing hedge is narrow so a monument sign is proposed to go in that space. Staff is recommending that the additional landscaping extend all the way to the Ash trees. The applicant (on behalf of CPK) stated that he liked the extended wall better than the earlier "wing" wall. He reiterated that they are only responsible for the landscaping around the buildings. Additional plantings need to be addressed with Sears. He also commented on the proposed seating on the easterly side of the restaurant. The layout of the restaurant with regard to the parking, entrances, surrounding neighborhood, etc., is not conducive for seating along that elevation. They have a very nice patio area planned for all of the outside seating. The applicant (on behalf of Valko Fashion Park) also stated that seating in the corner along the easterly side is not a good for various reasons. He also remarked about how the condition to do additional plantings to mitigate privacy concerns to the neighbors was unnecessary as the neighbors are all other commercial or retail establishments. 3 Design Review Committee August 3, 2006 The applicant (on behalf of Islands Restaurant) pointed out that the western wall was already landscaped and had several doors in it, so didn't think a trellis type of treatment would be feasible. The applicant proposed a re-submittal to Staff showing the trellis placement along the CPK restaurant (to satisfy conditions 5c & 5d) and a decorative treatment for the corner area. He asked that the corner artwork or fountain feature be constructed after the restaurants open for business so they can have a better idea of the pedestrian flow in the area to gauge the size of the structure. Commissioner Wong commented that the felt the concerns brought up by the Planning Commission had been properly addressed. He motioned of approval with the following conditions: #5C and #5D be resubmitted to approval at Staff level showing the additional landscaping with trellis elements along the easterly elevation of the CPK restaurant, #6 be stricken and that the decorative artwork or fountain treatment at the corner of Wolfe Road and Stevens Creek Blvd be resubmitted for Staff approval and construction of the feature needs to be completed within 3-6 months of building occupancy. Chairperson Saadati concurred.
