SUBJECT: RETROACTIVE TREE REMOVAL PERMIT ACTION LETTER- Application TR-2011-69:
This letter confirms the decision of the Director of Community Development, given on January 9,2012,
approving a retroactive tree removal permit to allow the replacement of one (1) dead Deodar Cedar at
10186 Camino Vista Drive,with the following conditions:
1. APPROVED PROTECT
The approval is based on a photo and arborist letter prepared by West Valley Arborists dated
October 18,2011, except as may be amended by conditions in this resolution.
2. TREE REPLACEMENT
The applicant shall plant one 24-inch box tree in accordance with the City's Protected Trees
Ordinance. The required replacement trees shall be planted within 60 days of the effective
approval date of this tree removal permit.
3. PROTECTED TREE COVENANT
The applicant shall be required to record a covenant recording the replacement tree as a protected
tree within 30 days of planting the replacement tree in accordance with the City's Protected Trees
Ordinance. Failure to do so may result in code enforcement and/or administrative citations.
4. NOTICE OF FEES, DEDICATIONS, RESERVATIONS OR OTHER EXACTIONS
The Conditions of Project Approval set forth herein may include certain fees, dedication
requirements.
Staff has made the findings necessary to grant the retroactive tree removal permit in accordance with
Section 14.18.120 of the Protected Trees Ordinance.

To Whom It May Concern:
Thank you for providing West Va11ey Arborists with the opportunity to review your
property. At the request of our client, Gloria Haynes,we have been asked to evaluate a Deodar
Cedar with a 24"diameter and a location in the left frontal area of the property.
This Tree is viewed as declined to the point of failure. Usually this sort of failure is due
to cultural conditions i.e. previous pruning beyond ISA standards, or human impacts to the root
system. It must be remembered that the feeding and absorbing roots of most trees are located in
the top soil layer. Any changes such as lawn installation or saturated soil can impact these roots
resulting in failure. In any case this tree is now dead and as time favors decay removal pending
the permit process is advisable.
