April 11, 2011
1. CALL TO ORDER
At 4:04 p.m. Carol Atwood called the meeting to order at Cupertino City Hall, 10300
Torre Avenue, Conference Room A, Cupertino, CA.
2. ROLL CALL
Present: Gilbert Wong, Carol Atwood, Kelly Kline, Aarti Shrivastava, David Woo, Mark
Linder, Julia Lamy, Glenn Goepfert
Absent: Mark Santoro, Roger Lee, Timm Borden,
Guests: none
3. APPROVAL OF MINUTES
Gilbert Wong moved to approve the minutes of April 4, 2011. Aarti Shrivastava
seconded and the motion passed unanimously.
4. ORAL COMMUNICATIONS -None.
5 WRITTEN COMMUNICATIONS—None.
6. OLD BUSINESS
A. TEA/ERAF Legislation - Carol Atwood reported that the proposed legislation was put
on hold last week at the Senate Appropriations Committee. Mayor Wong noted that
Assemblyman Beall plans to bring it back to Appropriations in May. Mayor Wong will
plan to attend in May, and Carol Atwood will check in with Jason from Gonsalves &
Sons for an update.
B. TOT Survey Results — While initial results look favorable, the formal report is not
available yet. There will be a conference call tomorrow to discuss the preliminary
findings, and the final report will be ready for the next meeting. Individual meetings with
Council Members will take place prior to meeting with the hotels, and then with the
Chamber's LAC. David Woo will e-mail the committee a chart with the rates for the 14
cities in Santa Clara County. A question to consider is when a proposed change would be
effective. The May 3rd parcel tax election for Cupertino Union will be an early indicator
the electorate's mood.

1. Other ideas?—None.
B. Expenditure Reductions/Best Practices
1. Sidewalk Repair & Maintenance — Cupertino would need to be in a much worse
budget situation to consider any changes to the current program.
2. Street Trees— See above.
3. Sheriff Services for Foothill/DeAnza College — The committee agreed that it is a
good time to explore consolidation of services. Gilbert, Mark, and Orrin are all
