Location: One Results Way Application Summary: Architectural & Site Approval to add a new 650 square foot lobby, accessibility improvements, new windows and skylights to buildings at an existing office complex and parking lot and loading area improvements. Tree Removal Permit to allow the removal and replacement of 20 trees at an existing office complex. RECOMMENDATION Staff recommends approval of ASA-2011-15 and TR-2011-42, based on the model resolutions. BACKGROUND The applicant, Apple, Inc., has leased several connected, vacant buildings toward the rear of the Results Way Office Park, comprising about 185,942 square feet. The area is surrounded by the Astoria Townhomes to the north, the Union Pacific Railroad tracks and Bubb Road industrial buildings to the east, the remainder of the Results Way office park to the south and Imperial Avenue residences or industrial buildings to the west. Buildings B11, B12, B14 and B15 as depicted in the plan set were slated to be demolished and redeveloped by the property owner into new office buildings at a future date when the construction financing environment improved. The redevelopment plans were approved by the City in 2008 and a permit extension granted in 2009. Those redevelopment plans have been put on hold with Apple's lease of the space. Most of the tenant space was orig designed for manufacturing use by the former occupant Honeywell/ Measurex. Apple intends to renovate the space to office use to help accommodate its growing Cupertino workforce. The proposed project consists of the following elements: • Construct a 650 square foot building entrance lobby to connect Building 12 with the rear parking lot. • Cut new storefront windows into the existing concrete panels below the clerestories. • Construct new office corridors and restroom cores. • Construct new bridge connectors to connect building spaces. • Convert loading dock area to an employee outdoor space. ASA-2011-15, TR-2011-42 One Results Way September 15, 2011 � Page 2 • Remove 20 trees in existing landscape areas and replant new trees. In addition to the above work, the applicant intends to renovate the rear parking lot by restriping the stalls, adding wheel stops and replacing parking lot trees that are dead, dying or missing. DISCUSSION Traffic: The applicant intends to intensify the former building uses by converting most of the space from manufacturing use to office use. The intensification was analyzed from a traffic generation standpoint in 2008. The redevelopment project was 15,000 square feet larger than the existing building areas and was analyzed as an all office project. The 2008 project did not create a significant traffic impact. Parkin : Apple will be renovating 185,942 square feet of building space for office use which generates a parking requirement of 652 spaces. 653 spaces will be provided. Other building space in the office park leased to other tenants amounts to 167,840 square feet and those buildings also meet the City's parking requirement with an additiona1589 parking spaces. Desi� The only really visible renovated building elevation is the north elevation. The new windows are proportional and match the rhythm of the clerestory windows above. The entrance matches the design of the building and includes a stairwell and elevator. There are proposed landscape enhancements at the entrance and employee outdoor space. Tree Removal: The applicant is proposing the removal of 20 trees, all of which were approved for removal with the 2008 redevelopment plans. The previous tree removal permit was tied to the other 2008 development approvals and has not yet been implemented. The proposal, at One Results Way, will not be detrimental or injurious to property or improvements in the vicinity, and will not be detrimental to the public health, safety, general welfare, or convenience; 2. The proposal is consistent with the purposes of this chapter, the General Plan, any specific plan, zoning ordinances, applicable use permits, variances, subdivision maps or other entitlements to use which regulate the subject property including, but not limited to, adherence to the following specific criteria: a) Abrupt changes in building scale are avoided and a gradual transition related to height and bulk is achieved; b) The materials, textures, and colors of new buildings harmonize with adjacent development by being consistent or compatible with design and color schemes of the office park. The location, height, and materials of walls, fencing, hedges, and screen planting also harmonize with adjacent development. c) The project is designed to protect residents from noise, traffic, light and visually intrusive effects by use of buffering, setbacks, landscaping, walls and other appropriate design measures.
