The monitoring station was approved by the Director of Community Development on May 6, 2010 (Exhibit A) with a BAAQMD-suggested effective date of July 31, 2010. BAAQMD expected to operate the station for a full year from mid- summer 2010 to 2011. BAAQMD had internal permitting and construction issues that delayed its construction until late September 2011. BAAQMD requests a time extension to September 30, 2012 so it may conduct another full year of air quality monitoring. DISCUSSION The air quality monitoring station consists of two components: (1) A trailer with instrumentation that measures or samples the following air pollutants: ozone, oxides of nitrogen, sulfur dioxide, carbon monoxide, particulate matter (two size distributions), gaseous hydrocarbon compounds, and various metals; and (2) A 30-foot tall, meterological tower mounted with instrumentation to measure atmospheric conditions. The existing station complies with its previously issued plannuzg and building approvals. The Director of Community Development approves the temporary use permit expiring September 30, 2012. The station consists of two parts: 1) A trailer with air quality monitoring instrumentation to be sited in the park parking lot; and 2) A 30-foot tall meterological tower to collect atmospheric data near the corner of Foothill Boulevard and Voss Avenue on the grassy field (Attachment 1). BAAQMD expects to have the monitoring station operational by mid-summer 2010 and operate it for a full year. DISCUSSION The air quality monitoring trailer will have instrumentation to measure or sample the following air pollutants: ozone, oxides of nitrogen, sulfur dioxide, carbon monoxide, particulate matter (two size distributions), gaseous hydrocarbon compounds, and various metals. For security reasons, the trailer will be in a fenced enclosure with dimensions of 15' x 25' x 8', occupying 3 parking stalls (Attachment 2). The trailer will need power and telephone connections, available at the recreational building, and brought to the trailer site on temporary overhead lines. The meterological tower is a 30-foot tall lattice tower mounted with instrumentation to measure atmospheric conditions (Attachment 3). The tower does not need power or telephone connections but must also be fenced in a 5' x 5' enclosure for security reasons. The tower is sited off of existing walkways in a remote portion of the grassy field away from the baseball diamond. Neighborhood Meeting On April 29, � 2010, BAAQMD and the City held a neighborhood meeting on the proposed air quality monitoring station at the Monta Vista Recreation Center. Public notices were sent to neighbors within a 1,000-foot mailing radius of the project site and the project information was posted on the City website. The Air District, City staff and 19 members of the public were present. Resident questions focused on the types of chemicals and metals being measured and the appropriate location of the monitoring station in order to measure air pollutants from the Lehigh Quarry and Cement Plant. The Air District staff confirmed that their monitoring equipment was very sensitive to even minute concentrations of pollutants and the District wanted the station in an urban area close to the general population, so it can assess the quality of the air that directly affects Cupertino residents. The Director of Community Development approves the temporary use permit for the maximum period of one year, effective May 6, 2010 to coincide with future building permit review and subject to the following conditions of approval: DIR-2010-19 Air Monitoring Station at Monta Vista Park Page 3 1) The applicant shall provide two to three feet of interior clearance between the trailer and fence enclosure on the fence sides that face a parking stall or a driveway aisle. 2) The applicant shall place appropriate signs on the monitoring trailer and meterological tower (or on the enclosing fences) with the Air District's contact information. 3) This permit is effective for one year from commencement of the operation, or July 31, 2011, whichever is soonest. The fourteen calendar day appeal period will expire on May 20, 2010. While there � is some noise produced by the instrumentation, the Air District operates identical equipment in many communities throughout the Bay Area, with no complaints. If the Air District is able to locate instrumentation as proposed, no tree removal is required. Fencing would be provided for both the trailer and meteorological tower. The Air District would work with the City of Cupertino to enhance the aesthetics of the fencing to meet community needs in a cost effective manner. The outside of the trailer should not produce glare that would affect local residents. Description of Equipment The BAAQMD proposes to locate equipment to measure the following: Ozone Oxides of Nitrogen Sulfur Dioxide Carbon Monoxide Particulate Matter (2 size distributions) Samplers used to determine concentrations of gaseous hydrocarbon compounds Samplers used to determine concentrations of various metals Meteorology Operation of this equipment as well as additional support equipment would require a minimum of 100 amps. The Air District would arrange and pay for power and phone to be located to the trailer. � No power or phone is required for the meteorological tower. Location of Equipment and Trailer Specifications The Air District would provide a trailer to house the above equipment. The trailer enclosure has dimensions of 16 ft x 7 ft x 8 ft and would require fencing for security purposes. A scan of the trailer schematic is attached. It is proposed that the trailer be located in the parking lot, with the only requirement being that it meets minimum distance from trees and tall structures as defined by the US EPA. Impacts to parking would be minimized as much as possible. The Air District would also work with the City of Cupertino to identify an alternate location for the instrumentation, if desired. Should the City wish to explore this option, the Air District would ensure that Federal instrument siting criteria were met prior to locating equipment. We operate instrumentation in cooperation with other Bay Area governmental and private organizations and would be glad to provide references. We have developed methodologies to ensure that our operations impact a host facility as little as possible. In addition, we strive to answer all questions and/or concerns as quickly and successfully as possible to maintain our working relationships. This separate electrical circuit will be installed by an electrical contractor hired by BAAQMD. Telephone service will come from a separate telephone line within the main park building and will be billed to a BAAQMD account. Both service lines will pass overhead from the main park building to a leased/rented utility pole within the proposed facility location. � 5) Cupertino Air Monitoring Station Proposal Summary of Proposal The Bay Area Air Quality Management District (Air District) proposes locating air monitoring instrumentation at the parking lot in Monte Vista Park in Cupertino to determine local air quality. The equipment would be located in or on a trailer located in the area indentified in Attachment A along with a meteorological tower also identified in Attachment A. The goal of this effort is to investigate air quality potentially impacted by industrial sources in Cupertino. The Air District would work in partnership with the City of Cupertino to ensure that local requirements and concerns are met while expediting the process, to the extent possible, to help answer questions raised by the local community regarding air quality.
