Cupertino City Council
Regular Adjourned Meeting
November 16, 1995
PLEDGE OF ALLEGIANCE
Mayor Dean led the Pledge of Allegiance and called the meeting to order in the City
Council Chambers, 10300 Tone Avenue, Cupertino, at 6:45 p.m.
ROLL CALL
Council members present: John Bautista' Don Burnett, Barbara Koppel, Lauralee
Sorensen and Wally Dean. Council members absent: None.
Staff present: City Manager Don Brown; City Clerk Kimberly Smith; Administrative
Services Director Carol Atwood; City Attorney Charles Kilian; Community Development
Director Bob Cowan; Parks and Recreation Director Steve Dowling; Donna Krey, Public
Information Officer; and Public Works Director Bert Viskovich.
ORAL COMMUNICATIONS
None.
CANVASS OF VOTES
(a) Resolution No. 9499: "A Resolution of the City Council of the City of Cupertino
Receiving Declaration of Election Results, General Municipal Election,
November 7, 1995."
The City Clerk reported that the two candidates who had received the most votes
were Michael Chang and Wally Dean.
Sorensan moved to approve Resolution No. 9499. Koppel seconded and the
motion carried 5-0.
CEREMONIAL PRESENTATIONS TO OUTGOING COUNCIL MEMBER
Ms. Ann Marie Burger, on behalf of the City Council of Saratoga, wished Barbara
Koppel well and welcomed Mr. Chang to the Council.
Mr. John Statton, on behalf of the Chamber of Commerce, expressed their appreciation
for Ms. KoPPel's service to the community.

Mr. Barry Chang, 21627 Rosario, thanked Ms. Koppel for her work on both Measure A's,
the school bond and the library, and also for-the Heritage Parades.
Dean presented Barbara Koppel with a commemorative picture frame from the City of
Cupertino.
The Council members and the City Manager discussed highlights of their time with
Barbara Koppel and wished her well. Dean presented Barbara Koppcl with cards and a
gift of a toy bear dressed in fifties clothing, which was from the City employees.
Ms. Koppel shared her memories of the last eight years. She introduced her son Scott,
who was in the audience, and said although her husband and other son had not been able
to attend tonight's meeting, they had been very supportive of her time on the Council.
She thanked Ms. Pat Jackson for the encouragement which caused her to run for office,
and she thanked all ofber supporters and City staff. She then read a brief poem.
A brief video presentation was shown on the projector which highlighted changes which
had taken place in Cupertino. Barbara Koppel left the dais.
OATHS OF OFFICE FOR COUNCIL MEMBERS
The City Clerk administered the Oath of Office to Michael Chang and Wally Dean and
those Council members were sealol on the dais.
ELECTION OF MAYOR AND VICE-MAYOR
Bautista moved to nominate Don Burner for Mayor. Chang seconded and the motion
carried 4-1 with Sorensen voting no. Sorensen moved to nominate John Bautista for
Vice-Mayor. Dean seconded and the motion carried 5-0.
OATHS OF OFFICE FOR MAYOR AND VICE-MAYOR
The City Clerk od_ministered the Oath of Office to Mayor Don Bumett and Vice-Mayor
John Bautista.
COMMENTS BY INCOMING AND INCUMBENT COUNCIL MEMBERS
Burnett presented a plaque with a gavel to outgoing mayor Dean. He also gave him a gift
of"the victory over the Dallas Cowboys", a miniature Dallas Cowboys football helmet
stuck with pins.
_. The Council members welcomed their new member, Michael Chang. He thanked
Barbara Koppel for her service to the community, and then introduced his wife, Barbara
Chang. He read a brief statement which thanked the voters, and said that he would work

"- hard to fulfill his responsibilities. He hoped that they could now leave the campaign
· season behind and work for unity on the Council. He thanked his volunteers and
supporters.
Burnett thanked his wife and daughter for their support, and said he was proud to
represent the City of Cupertino. He discussed his goals for his year as Mayor, which
include making the city streets a better place for traveling on foot and by bicycle. He said
that the time for making changes on the last General Plan has passed. The next review
will be in the year 2000, and he hopes to open a dialogue with the citizens, commercial
and development comm~mities to achieve consensus about the City's future.
ANNOUNCEMENTS
Burnett announced that a reception would be held in the lobby.

At 7:15 p.m. the meeting was adjourned.
