De Anza Blvd. Sign Exception for two signs to exceed the maximum allowed sign height and for two additional wall signs at an existing service station Architectural and Site approval to increase the height of the canopy fascia from 25/1 to 48" Design Review Committee decision final unless appealed Staff member Gary Chao explained that the applicant is asking to install two additional logo signs and two signs to advertise the auto service and food mart on the existing canopy at the service station. They would like to increase the height of the canopy fascia from 25" to 48" to accommodate larger logo signs. Currently the sign ordinance states that the sign can only be 18" for buildings that are setback less than 50'. Staff member Chao clarified that the plans submitted for the DIR application gave the impression that the existing fascia on the service station building was already 48" high so the project would just entail repainting and modifying the canopy above the pumping area so that the banding on both structures would match. When it was discovered that the existing banding on the building was also going to be changed, the application was referred to the Design Review Committee. Staff supports the exception to the number of signs, but does not favor the proposed architectural changes. Increasing the canopy fascia will make it out of proportion to the rest of the structures on site and will not blend well with the aesthetics of the surrounding buildings. The applicant stated that the proposed sign changes are part of a nationwide sign campaign program. This new program calls for changes in sign colors, sign heights and construction. In addition, the canopy at this service station is in disrepair. The applicant is concerned that the City doesn't support the fascia remodel, but is willing to compromise. Staff member Colin Jung is present at this meeting beause he has participated in numerous other 76 Station remodels. He explained that in the other station remodels, the existing canopies were already tall and were all detached from the service station building. The remodels did not involve fascia 3 Design Review Committee May 18,2006 canopy reconstruction, just repainting. He also stated that in two of these applications, the applicant had requested enlarging the existing canopies, but ultimately agreed to use the existing canopies without enlarging them. Commissioner Wong asked for clarification on the height of the canopies at the other remodeled service stations in the City. A resident expressed concern about the bright red color. The applicant stated that they would be willing to paint white instead of red. Commissioner Wong stated that he felt the canopy height adjustment of 48/1 was too high. He did support the request for 2 additional signs and wanted the existing fascia area /I cleaned up/l. Acting Chairperson Saadati agreed with Commissioner Wong's comments with the additional comment that the paint color should be toned down.
