Subject: Director's Minor Modification (DIR-2010-44) to allow a renewal of a
previously approved Director's Minor Modifications (DIR-2009-02 & DIR-2005-27) for
the continued operation of a T-Mobile personal wireless service facility consisting of six
panel antennas and a microwave dish mounted on an existing PG&E lattice tower
located at 10110 California Oak Way.
Chapter 19.132 of the Cupertino Municipal Code allows for administrative
approval of minor changes in a project. The Director reports his decision
to the City Council, Planning Commission and property owners within
1,000 foot radius in time to allow anyone to appeal the decision within
fourteen calendar days.
BACKGROUND: The applicant, Judy Rowland, representing T-Mobile, proposes to
renew its current personal wireless service facility located on an existing PG&E lattice
tower located at the Monta Vista electrical substation (Attachments A& B). All of the
approved antennas are mounted at heights less than the ordinance maximum of 55 feet.

DISCUSSION:
Both T-Mobile and MetroPCS have collocated facilities on this PG&E lattice tower. The
T-Mobile facility was originally approved in 2005, modified in 2009, with a permit
expiration on October 27, 2010. Photographs and plans of the approved facility are
attached (Attachments C& D). The 2-foot diameter microwave dish mounted on the
tower leg and depicted on the plan set at a height of 65 feet was approved at a revised
height between 30 and 55 feet. The renewal of expiring cell site approvals gives the City
an opportunity to check facility maintenance and assess the state of camouflage
technology to determine if improvements can be made in the appearance of existing
facilities. In this particular case, the wireless facility is well-maintained and meets
current City design standards.
ACTION:
In accordance with Cupertino Municipal Code Section 19.132, the Director of
Community Development deems the permit renewal minor and approves the facility
described in the plan set titled: "Monte Vista Substation/SF-15002/10110 California
Oak Way/Cupertino, CA 95014 prepared by ZON Architects and consisting of four

sheets labeled T-1, A1 through A-3 and dated 10/29/10, except as may be modified by
the conditions enumerated below. The permit is granted for the minimum period of 10
years in accordance with State law:
1) PERMIT RENEWAL/EXPIRATION
This permit is renewed with the conditions of approval enumerated under DIR-
2005-27 (See Attachment A), except the Director's approval is extended to
October 27, 2020.
This approval of the time extension is effective January 25, 2011. The fourteen calendar
day appeal period will expire on February 8, 2011.

Description: The applicant, Toriana Henderson, on behalf of T-Mobile, is requesting
the establishment of a personal wireless serviee facility on an existing lattice tower
)ocated at the Monta Vista P.G.&E. electrical substatian. This would be a collocation as
there is already an approved MetraPCS personal wireless service facility on this lattice
tower. Six 53-inch tall panel an.tennas would be mounted vertically on three of the legs
of the Iattice tower at a maxunum height of 47.2 feet. Connecting cables would be
directed along the legs and cross members af the tower. The base equipment station
would be enclosed behind a 6-foot tall wooden fence located under the tower. The City
approvetl a similar personal wireless service facility with an antenna height of 55 feet on
the same tower a year aga. The attached photosimulations show how the facility will
look. The location and design conforrn to the City's Wireless Master Plan in that the
wireless communications facility uses an available taller structure to mount the anteiaz�as,
which are mounted vertically ciose to the tower legs to blend in visually, and the cables
wilt be channeled to run along the tower legs and lattice tower cross members.
The aerial photo below sk�ows the distances to the nearest residential property line. The
elosest distance is nearly 700 feet away. The facility will provide wireless telephone
coverage to Oak Valley and residences along W. Stevens Creek Boulevaxd and Foothill
Bloulevard.

coloration of the lattice tower.
3. Cables shall be directed along the tower legs & cross members of the tower.

period of 18 months, said antennas and associated facilities shall be removed.
The applicant shail bear the entire cost of demolition and removal.

DISCUSSION:
Both T-Mobile and MetroPCS have collocated antennas on this PG&E lattice tower
located at the Monte Vista substation. The area is remote and T-Mobile has been
sharing MetroPCS's limited number of landline telephone connections up until this
time. The purpose of the dish antenna is to provide a point to point telephone
� connection with another T-Mobile facility, which has landline telephone connections.
The 2-foot diameter microwave dish will be mounted on one tower leg at a height
between 30 and 55 feet (Plan set shows 65 feet) in compliance with City regulations and
painted grey to match the tower. The generated microwave radiation is so directional
that it makes no significant contribution to radio frequency exposure conditions at
ground level.
ACTION:

continuous period of 18 months, said antennas and associated facilities shall be
removed. The applicant shall bear the entire cost of demolition, removal and
land restoration to its former condition.
3) PERMIT EXPIRATION
The Director's approval is valid until October 27, 2010, in order to coincide this
permit with the expiration date of the personal wireless service facility.
This approval of the modification is effective March 16, 2009. The fourteen calendar
day appeal period will expire on March 30, 2009.
