Action
The Design Review Committee approved the application on a 2-0 vote. This is
effective July 6, 2006. The fourteen-calendar day appeal will expire on July 25,
2006.

Project Description: Architectural and Site Approval for architectural modifications to
an approved 46-unit condominium project (Oak Park Village)
RECOMMENDATION:
Staff recommends approval of ASA-2006-01 based on the model resolution.
BACKGROUND:
On March 1, 2005, the City Council approved an Architectural and Site Approval for the
design of a 46-unit for-sale residential project at 10745 N. De Anza Boulevard, also
known as Oak Park Village. Part of that approval included a Council directive for the
Design Review Committee to review the plans for their conformity to the list below:
~ Enhance the Entry Feature along De Anza Boulevard
~ Consider a different color scheme for the exterior of the building
~ Recess the windows a minimum of 3 inches from the face of the wall
~ Provide pavers in all driveway and surface parking areas
~ Provide landscaping swales
~ Lighting
o Provide high quality pedestrian scaled lights and lit bollards in the front
entry area, parking area, interior courtyard area and the north and south
bike path
o Provide uplighting for the building, tower element entry, entry awnings
to enhance visibility of the building at night
o Provide uplights for the trees in the landscaped frontage along the N. De
Anza Boulevard frontage, the specimen oak tree and the proposed trees
in the parking lot.
DISCUSSION:
The applicant has worked with staff and the City's consultant architect to develop the
plans to conform to the requirements.
Entry Feature along De Anza Boulevard
The applicant has enhanced the entry feature along De Anza Boulevard per the
directions of Council, staff and the consultant architect. The design fits in with the
general style of the architecture and substantially identifies the entryway to the
building. Exhibit A shows the enhanced entry feature while Exhibit B shows the entry
feature that was originally proposed.
The new entry feature canopy is made of Plexiglas; however, due to aesthetic concerns,
staff and the consultant architect recommend that the canopy be made of tempered
glass.
Color Scheme
The Council had directed the applicant to select a lighter combination of colors so the
project was more consistent with the neighboring buildings. The applicant proposes a
color scheme that is much lighter than that proposed on the original application, which
blends well with the colors on the neighboring buildings.
Recessed Windows
The new plans show most of the windows have been recessed 3 inches. The windows
are not recessed in areas where there is other texture to the building such as where the
building is metal clad. Staff agrees that recessing the windows in areas where there is
additional texturing is not necessary.
Pavers on Driveway and Parking Stalls
The plans show pavers on the driveways and the parking stalls and on the podium. (See
pages L-1 and L-2.) The pavers in the pedestrian pathways and on the podium will be a
combination of Santa Barbara Sandstone and Green Charcoal. The driveway pavers are
identified on the plans to be Eco-stone permeable pavers in a combination of
Charcoal/Grey and Tan/Brown. However, staff has not seen samples of the colors. Staff
recommends that samples be presented for review and approval prior to issuance of
building permits.
Landscaping Swales
The plans identify the landscaping swales that have been provided at both the north
and the south boundaries of the property. (See sheet L-8). Staff is satisfied with the
location and type.
Lighting
Pedestrian scale lights and light bollards are shown in the front entry area, parking
area, interior courtyard area and the north and south pedestrian walkways. Staff is
satisfied with the location, style and types of lights provided.
Staff has reviewed the lighting plan for uplighting for the building and entry awnings
to enhance visibility of the building at night. Staff approves of the lighting plans.
Staff has not received any plans showing the lighting for the tower element. Plans
showing lighting for the tower element should be presented for review and approval by
staff prior to issuance of building permits.
Uplighting for the trees in the frontage along N. De Anza Boulevard, the specimen oak
tree and proposed trees in the parking lot have been provided. While the lighting for
tree #18 and the specimen oak are adequate, there is no lighting provided for tree
numbers 3D, 34, 35 and 36. Staff recommends that uplighting for these trees should also
be provided. Staff has included a condition of approval to ensure that the lights will be
directed up toward the trees and not toward neighboring properties or N. De Anza
Boulevard. An updated lighting plan should be provided to staff for review and
approval prior to issuance of building permits.

SECTION II: FINDINGS
WHEREAS, the City Council has directed the Design Review Committee to review the
building plans for an approved residential project for its design conformance to the direction
provided by them at its February 16, 2005 public hearing;
WHEREAS, the Design Review Committee has reviewed the site plan, architectural
elevations, site improvement plan, lighting plan, construction detailing of a driveway entry
arbor and compared these building plans to the architectural rendering;
NOW, THEREFORE, BE IT RESOLVED:
That after careful consideration of maps, facts, exhibits, testimony and other evidence
submitted in this matter, the Design Review Committee finds that the building plan designs
are in substantial conformance to the submitted architectural rendering.
That the subconclusions upon which the findings and conditions specified in this resolution
are based and contained in the public hearing record concerning Application ASA-2006-01
set forth in the Minutes of the Design Review Committee meeting of, July 6, 2006, and are
incorporated by reference as though fully set forth herein.
SECTION III. CONDITIONS ADMINISTERED BY THE COMMUNITY DEVELOPMENT
DEPT.
1. APPROVED EXHIBITS
Approval is based on a plan set entitled: "Oak Park Village Condominiums" dated
September 27, 2006, Sheets AOOO, AOO1, A311-A315, A491, A805, L-1, L-2, L-9, L-13, L-15,
L-4 and L-8, except as may be amended by conditions in this resolution.
2. REVISIONS TO THE ENTRY FEATURE
The applicant shall change the material of the entry feature canopy to tempered glass.
3. PAVERS IN DRIVEWAY
The applicant shall provide samples identifying the colors of the pavers that shall be
used in the driveway and acquire staff approval prior to issuance of building permit.

4. LIGHTING
The applicant shall provide new lighting plans, for review and approval by staff prior to
issuance of building permits, which show the following:
a. Lighting for the tower element

Applicant shall ensure that the lights installed to illuminate the trees on site shall not be
directed toward neighboring properties or the public right-of-way.

4. MET AL ROOFING
The applicant shall present the color of the metal roofing and the metal wall panel to staff
for review and approval prior to issuance of building permits. Staff review shall include
the determination whether the colors are complimentary to the wall colors approved.
5. LIGHTING
The applicant shall provide new lighting plans, for review and approval by staff prior to
issuance of building permits, which show the following:
a. Lighting for the tower element
b. Uplighting for the trees 30, 34-36 on North De Anza Boulevard.
6. LIGHTING FOR DECIDUOUS TREES
The applicant shall identify on the lighting plan that the up lighting for the deciduous
trees is on a separate switch that shall be turned off during the winter once the leaves
fall.
7. NO OFF-SITE GLARE
Applicant shall ensure that the lights installed to illuminate the trees on site shall not be
directed toward neighboring properties or the public right-of-way.
8. PUBLIC ART AND SIDEWALK
The Public Art feature and the sidewalk shown to the left of it on sheet L-15 are not part
of this approval.
