Minutes February 17, 2010 2:00-3:00 p.m.
Called to order at 2:05 by Marsha Hovey
Video presentation and lessons learned from October citywide exercise – Ken Ericksen
Additional resources for the City. Six hundred blue reflective vests that say “Event Volunteer”
Six hundred Event Volunteer identification cards on lanyards.
1.Welcome and Introductions – Kris Wang
2.New Business
A. Determine meeting frequency/time of day. Group decided on 4 quarterly meetings each year.
Remaining meetings for 2010 are April 22, July 22 and October 28 from 2:00-4:00 p.m. in the
EOC. First hour will be training/updates, second hour will be EOC section specific focus groups.
B.Disaster Council goals for 2010/Review Emergency Ordinance. Marsha Hovey distributed copies
of Mission Statements/Vision/Goals for OES, Disaster Council, County Fire and County Sheriff.
Reviewed Disaster Council role of developing and moving emergency planning forward.
Suggestion that each member of the Disaster Council could designate an OES point of contact so
that work could be completed with more coordination and less delay.
Assignment: All DC members write a mission statement related to your role in the Disaster
Council and upload to google docs site. Group discussion: Need an Organization chart and list
of Disaster Council members and their roles – Marsha. Conduct exercises involving industry /
Apple, for example. Work together to develop an exercise or tie into one they’re working on.
Who is missing from the meeting? Schools, Apple, HP, Volunteers. Consider how volunteers
could be used to assist sections with their work.
C.Consider creating EOC section sub-committees. Group agreed that this would be a more
valuable way to develop working relationships. Sections will meet independently of the Disaster
Council.
D.Update 2005 Emergency Plan. Plan will be broken down into EOC Sections. All DC members will
review the section and ask questions/make suggestions. Purpose is to ensure a good
understanding of the distinct roles/responsibilities each section provides. Operations Section
will be reviewed first (including Dam Plan checklists). Mariyah/Marsha will set up online tool.

E.Consider ideas for more volunteer support on Disaster Council. Interested volunteers will be
invited to participate in Disaster Council meetings. EOC Sections can enlist their assistance, as
needed.
F.Consider ideas to accomplish more with less impact on day to day business. (discussed above)
3.Old Business
A. OES Update – Marsha Hovey handout. Also acknowledged retired County Fire Captain John
Chew for his efforts to create a Resource Binder for the Logistics Section of the EOC.
B.Volunteer Group Reports – Block Leader and CERT submitted in writing. No report CARES and
Neighborhood watch
4.Announcements
A.Confirm 2010 meeting dates (April 22, July 22, October 28 2:00-4:00 p.m. in EOC)
B.Additional information not shared during the meeting due to time constraints:
Lenihan, Stevens Creek, Uvas and Chesbro Dam Seismic Stability Evaluation (SSE2)
SCVWD staff continues to work on the consultation selection for these dams. The RFP will be
issued in January, 2010, and a contract brought to the Board of Directors for approval by June,
2010. This schedule will meet our commitment to DSOD.
