1. WELCOME AND INTRODUCTIONS –

Leader, Neighborhood Watch) (attached)
3. EOC SETUP INSTRUCTION (30 min) –
Marsha Hovey handed out a map of the
EOC, explained location of food, phones, forms, took questions and allowed the
group to get up an look around. Demonstration of Chef 5 meal preparation (self
heating element). Kim Smith commented that the nutrient content was no worse
than a TV Dinner.
4. EOC SECTION REPORT(S) or TABLETOP/ROLE PLAY
A.Operations Section – Glenn Goepfert lead the Operations Section report.
Individual Operations Section branch and unit leaders took questions from the
group. County Fire was not present. Marsha will forward questions to them.
Checklist suggestions: 1) Make a generic checklist of the “basics” that all EOC
members must review. This will eliminate many pages in the Emergency Plan
because this information is currently duplicated on every checklist. 2)Each checklist
will spell out acronyms the first time they are used. 3) EOC liaison agencies
(utilities, VTA, schools) are not expected to report to the EOC unless they or the
EOC feel their physical presence will improve the event. Liaison agencies must
have redundant non-telephone based communication methods with the EOC
(proprietary radio, Incident Reporter, ham radio, etc)
5. OLD BUSINESS
A. Dam Plan – Draft is complete. Will not be final until after public feedback
meeting conducted by PIO and Sheriff to explain the risks, notification methods and
evacuation plans.
6. NEW BUSINESS
A. Clinton Brownley nominated as Volunteer School Liaison.
Clinton was
accepted as a liaison to FUHSD. CUSD not present.
B. Ken Ericksen report on windshield survey. –
Ken polled the group to identify
any targeted damage/safety assessments they do after an earthquake and how that
information gets to the EOC. He is developing a plan to coordinate surveys and
reduce duplication.

Block Leaders, C'ERT, CARES & MRC: — report on what they observed in their
neighborhood and while responding to -the ARK. Information placed on reporting
forms and sent, via ham radio, to the EOC.
CARES — Checks San Jose Water prE!- identified sites and reports to San Jose
Water via ham radio.
Sheriff checks overpasses and roads. Reports to County Comm.
FUHSD has facility managers check their schools.
San Jose Water gets reports on their rites from Cupertino Amateur Radio
Emergency Service. Logs them into a map at SJWater and shares the layer with
the EOC.
Valley Transportation Authority receives information from all drivers. Information
given to their dispatch center who shares information with County Comm.
CalWater checks their facilities and reports information to the City and County OES.
Public Works checks traffic signals
SCVWD (not present) Checks all darns. Information shared with District EOC and
district reports to affected Cities.
C. July 31 Town Hall Meeting — Ma, yor Wang announced a town hall meeting and
asked that the Disaster Council plan a presentation. Rick Kitson will hold a meeting
to discuss.
7. SECTION SPECIFIC SMALL GROUP DISCUSSIONS — Sections allowed to break
up into small groups to work on section specific planning and EOC updates.
8. ANNOUNCEMENTS
Next meeting topic will be Logistics. Files are uploaded to the google does site.
Marsha is available to set up new accounts on the .Incident Reporter common
operating picture map. Also contact her if you do not have a Disaster Council photo

Several more volunteers present at today's meeting who are interested in assisting
EOC staff and available for questions.
Next Meeting July 22, 2010 2:00 -4:00 p.m.
Annual EOC exercise October 16 & 17, 2010 8 :00 a.m. to 8:00 p.m.
