SUBJECT: TREE REMOVAL PERMIT ACTIO=�T LETTER - Application TR-2010-41:
This letter confirms the decision of the Director of Community Development, given on
November 15, 2010, approving a tree remov� 1 permit to remove one (1) 26" diameter Shamel
Ash tree located in the De Anza Oaks commwlity at 22951 Longdown Road, with the following
conditions:
1. APPROVED PROTECT
The approval is based on the ISA-certified arborist report prepared by Richard Gessner
dated September 15, 2010 titled "Sha nel Ash Tree Garage Damage Report, De Anza
Oaks, 22951 Longdown Road, Cupert: no 95014"and staff inspection, except as may be
amended by conditions in this resoluti�>n.
2. TREE REPLACEMENTS
The applicant shall be required to plar�t one (1) 24-inch box size Chinese Pistache in the
same location as the removed ShamE�l Ash tree; and one (1) 24-inch box size Coast
Redwood in the common area along '�tevens Creek Boulevard, in accordance with the
City's Protected Trees Ordinance � nd the tree replacement plan. The required
replacement tree shall be planted witl un 30 days of the effective approval date of this
tree removal permit.
3. NOTICE OF FEES, DEDICATIONS, Rf;SERVATIONS OR OTHER EXACTIONS
The Conditions of Project Approval se : forth herein may include certain fees, dedication
requirements, reservation requiremeni s, and other exactions. Pursuant to Government
Code Section 66020(d) (1), these Concitions constitute written notice of a statement of
the amount of such fees, and a descr� ption of the dedications, reservations, and other
exactions. You are hereby further noti =ied that the 90-day approval period in which you
may protest these fees, dedications, reservations, and other exactions, pursuant to
Government Code Section 66020(a), has begun. If you fail to file a protest within this 90-
day period complying with all of the ��equirements of Section 66020, you will be legally
barred from later challenging such exa�:tions.

Summary
The as tree located in front of 22951 Longdov� n Road, Cupertino, CA 95014 is currently
heaving and cracking the garage floor. Enclo: ed are my recommendations and findings. Since
the pavement is located too close to the main � tem for root cutting I recommend the tree be
remove and replanted with a more appropriate species for the location.
Introduction
Bill Hubbard of Community Management Services asked me to look at the ash tree in front of
22951 Longdown Road, Cupertino, CA 95014 (Appendix A: Site Map) and determine if the tree
was causing damage to the garage floor. I vis ted the residence at 22951 Longdown Road on
September 13, 2010 to inspect the tree and make my observations.
Assignment
• Visually inspect the shamel ash Fraxir, us uhdei and determine if the tree roots are
damaging the garage floor and drivew�ry.
• Submit a report on my findings and rec:ommendations.

Observations
The ash tree is approximately 40 feet tall and :ias a diameter of 26 inches at 4.5 feet above grade.
The tree has normal upright form and three si�mificant scaffold branches that spread
approximately 20 feet in all directions (Photo B 1). The foliage is normal in color and volume
with some leaves distorted. The tree is locate�i in front of the property to the northwest and is
growing in a landscaped turf area. There is a�iriveway, sidewalk, and walkway located on three
sides within six feet of the main stem on all si ies. Within the turf area there are three separate
utility boxes all within six feet of the main sten (Photo B2). There is a leaking hose bib located
against the house to the east of the tree. The i iterior of the garage floor is heaving and cracking
(Photo B3).

Discussion
Species profile
Shamel ash Frczxinus uhdei is an evergreen to semi-evergreen broadleaf tree that is native to
Mexico. The trees grow rapidly up to 25 or 3(i feet within 10 years and can reach heights of 70
to 80 feet in optimal conditions (Sunset, 2003).
The shamel ash is tolerant to root cutting with proper irrigation (Clark and Matheney, 1993).
The trees frequently fail at weekly attached br;�.nches and crotches (Matheney and Clark, 1998).
Roots and infrastructure
Tree roots in urban environments often grow r ear the soil surface and, as they grow in girth, they
heave and crack hardscapes. The size of the p lanting site, the tree species, and the design of the
driveway all contribute to damage to sidewalk (Clark and Matheney, 1998). The buckling of the
garage floor is compounded by the tree's prox imity to the hardscape. The root growth under the
driveway and garage surface may have been e:�acerbated by the nearby leaking hose bib. Since
the leaking water will percolate through the se�ms of the pavement and down to the soil below,
the roots may have proliferated in this area. There are three separate utility boxes located within
in close proximity to the tree as well which co zld be compromised as the tree grows larger in
time.
Roof cuttinq and the Critica/ Root Zone
The area of soil around the trunk of the tree wl�ere roots are located that provide stability and
uptake of water and nutrients required for the � ree's survival is considered the Critical Root Zone
(CRZ). General guidelines for root removal d stances are three times the diameter of the main
stem and a distance of five times the diameter on one side is preferable when trenching or root
removal is to occur (Smiley, Fraedrich, and H�:ndrickson, 2007). These guidelines are based on
maintaining the structural integrity of the tree :o reduce tree failure.
Conclusions
The tree is causing damage to the garage floor heaving and cracking the concrete (Photo B3).
Since trenching and installing a root barrier wc�uld have to occur within the Critical Root Zone of
the tree it is not viable to ensure the future saff;ty of the community. Tree removal and
replacement,with a more appropriate tree for tlie location would be the best long term solution.

Recommendations
I recommend the tree be removed and replace�i with a more appropriate species for the location.
Call Underground Service Alert (USA) 800.2:'7.2600 and mark tree prior to doing any work.
Contract a qualified tree care company that has a California Contractors License C60/D49 that
will perform all work in accordance with AN� I Z133.1 arboricultural operations-safety
requirements.
