SUBJECT: TREE REMOVAL PERMIT AC'I'ION LETTER - Application TR-2010-22:
This letter confirms the decision of the Ditector of Community Development, given on
September 21, 2010, approving the rem��val and replacement of four trees due to
structural and health concerns, located at the Portal Plaza residential development,
with the following conditions:
1. APPROVED PROTECT
The approval is based on the letter prepared by TruGreen Landcare, dated July
8, 2010, pertaining to the health o:= the trees requested for removal, except as
may be amended by conditions in t:nis resolution.
2. TREE REPLACEMENTS
The applicant shall be required to ��lant one (1) 24-inch box size Camphor tree,
two (2) 24-inch box size ChinesE Pistachio trees, one (1) 24-inch box size
Japanese Maple and two (2) 24-inc h box size Crape Myrtle trees in accordance
with the City's Protected Trees Ord inance. The required replacement trees shall
be planted within 15 days of the ��ffective approval date of this tree removal
permit. �
3. NOTICE OF FEES, DEDICATIONS, RESERVATIONS OR OTHER EXACTIONS
The Conditions of Project Approv,�l set forth herein may include certain fees,
dedication requirements, reserv� tion requirements, and other exactions.
Pursuant to Government Code Sec1;ion 66020(d) (1), these Conditions constitute
written notice of a statement of the amount of such fees, and a description of
the dedications, reservations, and other exactions. You are hereby further
notified that the 90-day approval ��eriod in which you may protest these fees,
dedications, reservations, and othE�r exactions, pursuant to Government Code
Section 66020(a), has begun. If you fail to file a protest within this 90-day
period complying with all of the requirements of Section 66020, you will be
legally barred from later challengin�, such exactions.
Staff has made the findings necessary to ;;rant the tree removal permit in accordance
with Section 14.18.180 of the Protected Trees Ordinance.

Tree A: Eucalyptus- Eucalyptus robusta
Ht: 35feet Width: 9feet DBH: 34
This tree is a continuous safety hazard to tr_e residents and their property. It has
experienced limb failure on more than one occasion. The car wash and garbage is near
by; so many people walk by this site often. Very large limbs have been dropping that
have the potential to cause severe damage �ind is a liability for the property management.
Tree B: Canary Island Pine- Pinus canarie�asis
Ht: 60feet Width: S. llfeet DBH: 25
This tree has a double co-domoninant top tlat creates a weak structure.
It is right next to the carport where many t�.rgets such as residents and property exist.
Tree C: Podocarpus- Podocarpus gracilior
Ht: 35feet Width: 3.4feet DBH.•1 S
The tree is crowded in between the town h��mes and is in close proximity to two other
Podocarpus trees. It has poor structure due to over crowding and is damaging the
landscape by creating cracks in the cement It has been unable to grow to its fullest
potential due to the reduced sunlight of ovf:rcrowding and confinement of roots. Removal
will let the two neighboring trees flourish.
Tree D: Purple leaf Plum- Prunus Cerasifera
Ht: 16feet Width: 1.4feet DBH: S
This tree is also over crowded where it has been planted. Due to the lack of sunlight and
high traffic area; it has been damaged and i s in declining health.
