SUBJECT: TREE REMOVAL PERMIT ACTIO �T LETTER - Application TR-2010-28:
This letter confirms the decision of the Directc�r of Community Development, given on August
27, 2010, approving a tree removal permit to r�move and replace one (1) Blue Atlas Cedar tree,
located at 10196 Dubon Avenue, with the foll��wing conditions:
1. APPROVED PROTECT
The approval is based on the Arborist report prepared by David Babby of Arbor
Resources, Registered Consulting A��borist #399, dated July 13, 2010 (this report is
available upon request) pertaining tc� the Blue Atlas Cedar tree, except as may be
amended by conditions in this resoluti �n.
2. TREE REPLACEMENTS
The applicant shall be required to plar�t one (1) 36-inch box size in accordance with the
City's Protected Trees Ordinance. TYie required replacement trees shall be planted
within 15 days of the effective approv� l date of this tree removal permit.
3. NOTICE OF FEES, DEDICATIONS, RI�SERVATIONS OR OTHER EXACTIONS
The Conditions of Project Approv� 1 set forth herein may include certain fees,
dedication requirements, reservation °equirements, and other exactions. Pursuant to
Government Code Section 66020(d) (1►, these Conditions constitute written notice of a
statement of the amount of such fees, and a description of the dedications,
reservations, and other exactions. You are hereby further notified that the 90-day
approval period in which you may ��rotest these fees, dedications, reservations, and
other exactions, pursuant to Governxn�nt Code Section 66020(a), has begun. If you fail
to file a protest within this 90-day pE�riod complying with all of the requirements of
Section 66020, you will be legally barrE�d from later challenging such exactions.
Staff has made the findings necessary to gr �int the tree removal permit in accordance with
Section 14.18.180 of the Protected Trees Ordin ance.

Dear Mr. Paland:
This report has been prepared in response to your email dated July 7, 2010, which
references the large tree located near the i ront of the home at the above-referenced site.
Specific tasks performed for my review are as follows:
1. Evaluate the tree's health and structur �1 condition.
2. Review the plot plan emailed to me oi� July 7, 2010.
3. Assess the potential risk the tree presents to the existing foundation.
4. Ascertain any potential impacts that �onstructing the addition would impose on the
tree's stability and longevity.
I viewed the tree on July 8, 2010, and this report presents my observations, photographs,
and review.
OBSERVATIONS
The subject tree is a blue atlas cedar (Cedrz�s a. `Glauca') that has a trunk diameter of 34.7
inches (measured 24 inches above grade), a height of approximately 55 feet, and a
relatively balanced canopy with a sprea i of nearly 60 feet across; photographs are
presented on the next page. The closest e ige of the trunk's base (where the trunk meets
soil grade) is situated 6.9 feet (measured) from the existing foundation. Ground beneath
the canopy is largely unpaved.

two easternmost ones, grow with narrow angles of attachment. This type of growth
characteristic increases the potential risk tY: at one or more leaders could fail from the tree
as its ages (i.e. leaders with wider angles oi' attachment have less of a risk of failing versus
those with narrow angles).

Measures to potentially reduce the risk inc:lude pruning to reduce heavy limb weight, as
well as possibly installing support cables (and/or other support systems) and providing
frequent monitoring (e.g. every year or twc) of the tree and cables. Note that pruning and
any cabling must be performed according to professional industry standards set forth by
ANSI, by a California state-licensed tree service company (D-49 classification), and under
the direction and supervision of an ISA (I nternational Society of Arboriculture) certified
arborist.
REVIEW OF POTENTIAL DAMAGE TO FC�UNDATION
As with many large-growing trees situatec. near a foundation, there is a potential risk of
damage that may increase overtime. Durin; my site visit, I did not observe any damage to
the home near the tree's trunk, although the tree is close enough that roots are likely
growing along the foundation, but also far enough away that their size and concentration
may or may not be substantial enough to a�nclude a significant risk to the foundation now
or in the foreseeable future (such as 10 to l 5 years). To allow for the risk to be accurately
quantified, roots growing along the found�tion and within 12 to 15 feet from the tree's
trunk must be exposed to the foundation depth. In doing so, the trench must be, at a
minimum, manually and carefully dug to 12 to 24 inches from the foundation, and in a
manner that avoids damaging roots two inclies and greater in diameter.
Once the work described above is perfo:�med, I can revisit the site to reevaluate and
determine if any measures can be employed to minimize the potential risk to less-than-
significant levels, or if any action in doing so would result in jeopardizing the tree and
safety to persons and property below.

REVIEW OF POTENTIAL IMPACTS
The plan emailed for my review indicates that an addition is proposed approximately four
feet beyond the existing residence, in the di -ection of the tree's trunk. As the foundation of
the existing residence is 6.9 feet from the trunk's base, implementation of the proposed
design would place the new foundation rc ughly within three feet from the base. When
considering overcut required to form ar d pour the foundation (and possibly install
drainage), root loss would result within one-foot from the trunk's base. At these extremely
close distances, the tree would be severel:� impacted and subjected to premature decline
and instability.
If the tree is to remain and be adequately p rotected, the proposed design requires revisions
to achieve a minimum setback from the trunk of 15 feet for any trenching, soil cuts, fill or
compaction. At your request, additional protection measures can be provided to help
mitigate or avoid impacts to the tree during construction.
