BACKGROUND The applicant, Rick Hirsch, representing T-Mobile, is renewing an Architectural & Site Approval for a personal wireless service f�icility located on an existing office building at 21760 Stevens Creek Boulevard (Exhibit 1). The Architectural & Site Approval was approved in 2005 with a 5-year expiration (on December 15, 2010). The facility consist of three panel antennas mounted and scre��ned by a faux chimney on the rooftop of a 2- story office building with the ancillary ba�e equipment located in a room on the second floor. The building is surrounded by other commercial buildings to the north and east, by a single-family residence to the west, a�ld by a mixed residential/commercial building to the south. DISCUSSION City has approved limited-term approvals for personal wireless service facilities to provide the City an opportunity to review the conditions of approval for compliance and explore improvements to either the visual screening or visual enhancement of the facility as technology advances. The Architectural & Site Approval required the screening of the antennas with a faux chimney that complements the architecture of the building. Staff considers this screening to be one of the best designs approved by the City (Exhibit 2). The applicant was required in 2005 to conduct post-construction radio frequency energy testing to verify compliance with federal safety standards. The testing demonstrated that the facility, operating at full power, was still well below federal safety standards (Exhibit 3). The facility is well-maintained and complies with its city approval (Exhibit 4). ACTION The Director of Community Development deems the extension of the Architectural and Site Approval minor and approves the time extension to December 15, 2020. State law requires a minimum 10-year permit for personal wireless service facilities. This approval of the modification is effective June 15, 2010. The fourteen calendar day appeal period will expire on June 29, 2010.
