Approval for the City Manager to submit an application to the League of American
Bicyclists for the award of a Bicycle Friendly Community status for the City of Cupertino
in the name of former Mayor Don Burnett for his years of service to the City.
BACKGROUND
The designation and status of a City as a Bicycle Friendly Community is awarded by the
League of .American Bicyclists. The application is divided into two sections, which can
be submitted at separate times. Cupertino ha:> already submitted and been approved on
the first application but the governing body (i.e., the City Council) must approve the final
application submission. Several community members and others have from time to time
suggested that some form of recognition be given to Don Burnett to acknowledge his
years of service and particularly his advocacy of Cupertino as a bicycle friendly City. This
final submission presents an opportunity to make the application in the name of former
Mayor Burnett.
The application criteria primarily address five- E's: Education, Engineering,
Encouragement, Evaluation and Planning, and Enforcement. The type of medal awarded
to a city depends upon how strong the City is in each of these categories. A committee
reviews and scores the application and consults with local cyclists in the community. An
award of platinum, gold, silver or bronze states is then designated for four years.
As this action is strictly a policy matter for the Council staff offers as a recommendation
for the Council's consideration Approval for :he City Manager to submit an application to
the League of American Bicyclists for the award of a Bicycle Friendly Community status
in the name of former Mayor Don Burnett for his years of service to the City of
Cupertino.
