Youth Teen Events Facility Division. Sonya's. 14 00:02:04.260 --> 00:02:08.080 Quinlan Conf Room: Wanna do it? Please. Bring it on. Thank you. 15 00:02:09.050 --> 00:02:10.530 Quinlan Conf Room: Hello, Commissioners. 16 00:02:11.020 --> 00:02:21.039 Quinlan Conf Room: Thank you so much for having me. I am Sonya Lee, and I am the Recreation Manager for the Youth Teen Events Facilities Division. 17 00:02:21.870 --> 00:02:37.820 Quinlan Conf Room: So tonight, I'm going to talk to you not just about youth, teens, events, and facilities, but our whole division, which, includes pre-school and youth, the teens division, events and festivals, our front desk operations, and facilities. 18 00:02:40.060 --> 00:02:44.540 Quinlan Conf Room: Yep. Who we are. 19 00:02:44.790 --> 00:02:59.490 Quinlan Conf Room: I'm so proud to introduce my team. They're one of the hardest working teams around, and I love them. Who they are. Ruben, Natalie, and Ophelia are our front desk workers who work here at the Quinlan front desk. 20 00:02:59.570 --> 00:03:14.480 Quinlan Conf Room: And I'll talk a little bit later about what they do exactly, on a daily basis. And then we have Randy, who's our full-time facility attendant. Many of you have seen him, helping out for many of our events and rentals. 21 00:03:14.700 --> 00:03:30.479 Quinlan Conf Room: And then we have our Recreation Coordinators. They're the ones that are actually coordinating all of our programs and events, and are day-to-day out there making it all happen. And that's, Mariah, Bobby, and Christina. And then I am the manager, Sonya. 22 00:03:32.530 --> 00:03:35.499 Quinlan Conf Room: I'm gonna start with our preschool program. 23 00:03:35.500 --> 00:03:59.649 Quinlan Conf Room: You can see from our numbers from, last fiscal year to the 25-26 fiscal year that we went up. If you'll remember, last year, we talked a little bit about preschool. We were looking a little down. The local school districts have been mandated to provide free pre-K programs, and, so 24 00:03:59.650 --> 00:04:03.780 Quinlan Conf Room: That hit all local preschools, pretty hard. 25 00:04:03.780 --> 00:04:17.519 Quinlan Conf Room: that, they were being able to go to the school district and have those pre-K programs for free, and, but what we're finding is that a lot of them are coming back. We are an unlicensed 26 00:04:17.519 --> 00:04:29.000 Quinlan Conf Room: play-based program, and we really have found that there's people coming back, they're not happy with what the district is able to offer, or it's a little too intense. 27 00:04:29.000 --> 00:04:37.730 Quinlan Conf Room: And so we are a great option for them. Our coordinator, Mariah, has done a great job at. 28 00:04:37.760 --> 00:04:54.710 Quinlan Conf Room: finding a way to sort of pivot with that challenge with the school district offering the program, and what she has done as she's gone a little bit younger. We used to have a very traditional, you're either 3 or you're 4 by a certain day, very hardcore, and 29 00:04:54.710 --> 00:05:04.100 Quinlan Conf Room: This was the 3-year-old class, this was the 4-year-old class, and, she's allowed for a little flexibility. We go to, 2 years, 9 months. 30 00:05:04.100 --> 00:05:13.719 Quinlan Conf Room: They can choose either the Monday, Wednesday, Friday, or the Tuesday, Thursday, so it's not as strict about the ages and what days they are. 31 00:05:13.720 --> 00:05:38.469 Quinlan Conf Room: And in order for us to stay unlicensed, we have to make sure that we stay under a certain number of hours. But we are able to offer the Monday, Wednesday, Friday can participate in one additional day. And so what she did last year, she allowed them to sign up for Monday, Wednesday, Friday, and then they could, if we had any spots still open in Tuesday, Thursday, they were able to grab one extra day. 32 00:05:38.580 --> 00:05:49.219 Quinlan Conf Room: And so some creative programming has allowed her to fill the program, and we're looking good again at the beginning of fall for this year. 33 00:05:49.420 --> 00:06:02.590 Quinlan Conf Room: Other things I just wanted to mention is just as part of running that program, Mariah is extremely busy because she does a lot of programs that are just for the preschoolers being in the program. Lots of holiday events. 34 00:06:02.590 --> 00:06:15.399 Quinlan Conf Room: And socials, the socials are, like, more family events for the people in preschool, and it gives the parents a chance to, get to know each other and to network with each other, all having kids of the same age. 35 00:06:15.400 --> 00:06:19.319 Quinlan Conf Room: So she's very busy, and this is a great program. 36 00:06:20.830 --> 00:06:40.029 Quinlan Conf Room: Okay, moving on, Mariah and, Robert Kaufman both run our classes and programs, and I broke this out. Classes and programs are more of our year-round programs, and then I'll show you next camps, which are a week at a time. Our classes and programs tend to be 37 00:06:40.030 --> 00:06:56.439 Quinlan Conf Room: throughout the year, our two biggest are our Wilson Park Ceramics program, and then the Math Olympiads program. Those are some of our biggest contracts. And then, we talked about this last time. We also, even though we're youth. 38 00:06:56.450 --> 00:07:12.409 Quinlan Conf Room: preschool youth and teens, we also do some of those adult special interest classes that don't really fall into either of those… any of those categories, and so we still have Ikebana, retirement planning, and some music and art classes that are run for, active adults. 39 00:07:12.950 --> 00:07:36.229 Quinlan Conf Room: Let's see… most of what we offer is done through 19 contractors, and, they run at all of our facilities, and we're always trying to maximize our program offerings, as well as our facilities. So, we do have some here at Quinlan Community Center, but we also utilize Monte Vista Recreation Center. 40 00:07:36.230 --> 00:07:39.199 Quinlan Conf Room: Creekside Park Building and Portal Park Building. 41 00:07:41.370 --> 00:07:49.340 Quinlan Conf Room: Okay, next step. I like to give you, like, lots of information, so this is not even actually all of them, but it shows 42 00:07:49.340 --> 00:08:11.710 Quinlan Conf Room: the diversity of programs that we're running through these 19 different contractors. Again, Mariah and Robert are extremely busy keeping up with the contracts, making sure that, each time the classes start, during the summer is when we have most of our camps, but we do have some, like, winter holiday and spring break. 43 00:08:11.710 --> 00:08:24.550 Quinlan Conf Room: camps that happen during the year. So this isn't even all of them, but that gives you an idea. I also have on here our adventure camps, and those are the only camps that are run 44 00:08:24.550 --> 00:08:39.110 Quinlan Conf Room: directly through our city staff. So, Mariah runs those programs. We have a youth program that runs… it's kind of a traditional recreation program that runs out on the field, lots of dodgeball, lots of traditional recreation programs. 45 00:08:39.110 --> 00:09:03.179 Quinlan Conf Room: And then we have the preschool adventure camp, part of the adventure camp program, and that, preschool program is a great opportunity for us to give a taste of our program for those who might be interested in the year-round program, and they can do it a week at a time. So Mariah really is always out there promoting that program, and we do see that people come back in and sign up for the full year. 46 00:09:03.420 --> 00:09:28.209 Quinlan Conf Room: Also, out of our adventure camp, we'll talk about it later, but, that is the one program that we are able to have our youth and teen volunteers come in and help out. They don't go into our contractor programs, because that's not part of their contracts, but, they are able to assist with our Recreation leaders to run the programs. So that's a sub-program to our camp program. 47 00:09:28.210 --> 00:09:29.840 Quinlan Conf Room: That's always really important. 48 00:09:29.850 --> 00:09:31.020 Quinlan Conf Room: And. 49 00:09:31.130 --> 00:09:32.270 Quinlan Conf Room: Let's see. 50 00:09:33.140 --> 00:09:36.190 Quinlan Conf Room: I just wanted to mention, too, as you can imagine. 51 00:09:36.190 --> 00:09:58.260 Quinlan Conf Room: For our coordinators, it's like fitting together a very complicated puzzle for maximizing our facility use amongst several different contractors, and making sure that they can offer the things that they are interested in offering through our program, and us giving our priorities and facility space, and all of their needs are met. So, it's a pretty intricate little puzzle. 52 00:09:58.960 --> 00:09:59.740 Quinlan Conf Room: Okay. 53 00:10:01.660 --> 00:10:02.450 Quinlan Conf Room: Yes. 54 00:10:02.980 --> 00:10:04.770 Quinlan Conf Room: Okay. 55 00:10:05.040 --> 00:10:13.589 Quinlan Conf Room: This are… these are our numbers for our youth, teen, and adult special interest program, AMPS, kind of everything lumped all together. You can see 56 00:10:14.040 --> 00:10:22.679 Quinlan Conf Room: Whereas we're a little down, what we really are seeing is that we're back more to the numbers of, the year before last year. So… 57 00:10:22.900 --> 00:10:31.569 Quinlan Conf Room: Across how many camps that we have, we're gonna see fluctuations with 19 different contractors, and the, you know, when we're talking about 58 00:10:31.750 --> 00:10:41.259 Quinlan Conf Room: up to 783, 896 programs offered, individual classes or programs, we're gonna see some fluctuations, in the numbers. 59 00:10:41.320 --> 00:11:03.879 Quinlan Conf Room: But right now, what we're really seeing is more that we had a spike, the year before, and, we're back to those previous numbers. And we had been seeing that, kind of, out of the pandemic, we were seeing up, up, up, because that was really the only place to go as things opened back up. And we maybe saw, like, the peak, and maybe we're coming down a little bit. 60 00:11:04.940 --> 00:11:22.989 Quinlan Conf Room: We also have, lost one of our kind of popular camps, because they went out of business. So, that, you know, those kinds of things affect us at the last minute, and, we just… we didn't have anywhere to pivot on that, because they were the only provider. 61 00:11:23.130 --> 00:11:35.399 Quinlan Conf Room: However, we always look at the end to see which things were popular. Our contractors are great partners for us in evaluating what's offered and what we should be offering, because 62 00:11:35.400 --> 00:11:58.049 Quinlan Conf Room: we pay them, off a percentage of their camp participation. So they're very motivated, this is their livelihood as well. So they're not, interested in continuing to offer things that aren't running well. So they're great partners for us into, looking into what do we do next? How do we pivot? Where do we offer more, where do we offer less? 63 00:11:58.070 --> 00:12:13.450 Quinlan Conf Room: And most of our contractors are regional. They're, they're offering the classes through us, yes, but also through maybe City of Sunnyvale, City of Santa Clara, so they have a wider perspective, so they're a really great resource for us. 64 00:12:13.450 --> 00:12:30.680 Quinlan Conf Room: One trend that we for sure are seeing is that we maybe have, maxed out on the, demand for the STEAM and STEM classes. We had been increasing, increasing, it seemed like it was an unlimited demand, but 65 00:12:30.680 --> 00:12:43.069 Quinlan Conf Room: guess what? Private businesses had seen that untapped demand as well, and so we… I sat down the other day, and we looked at, like, how many brick-and-mortar 66 00:12:43.070 --> 00:12:56.520 Quinlan Conf Room: programs are in just City of Cupertino now, that are offering STEAM STEM after-school enrichment programs, and a count of 22. So, we have that where there's a lot of private competition. 67 00:12:56.520 --> 00:13:21.309 Quinlan Conf Room: Well, so what do we do when we kind of see those things, and looking at the numbers, we look into what else is there an interest in? What else can we go out and, see to serve the community? And we are going to be starting up some contracts, we are hoping, in the next, year for this coming summer. Of course, our team program, we're talking to a contractor that's going to offer 68 00:13:21.310 --> 00:13:24.750 Quinlan Conf Room: for some things like personal finance 69 00:13:24.750 --> 00:13:40.689 Quinlan Conf Room: Working in the stock market, entrepreneurism, some really exciting things that people don't necessarily think teens are ready to learn about, but we think that we've heard that they're interested in those topics. And so, and then our… 70 00:13:40.690 --> 00:13:49.379 Quinlan Conf Room: That's, Robert is talking to a contractor for that, and then Mariah's talking to somebody that's got some unique science classes. 71 00:13:49.380 --> 00:14:09.159 Quinlan Conf Room: That they might do some events for us, like how to make snow, some kind of specialty ones. We offer a lot of science classes already, but, some of the topics that we don't necessarily have already. So, we're definitely always just looking for some unique things that we think would be interested, that the teams would be interested in. 72 00:14:09.800 --> 00:14:23.859 Quinlan Conf Room: Okay. It does take us a second to pivot on those things, because the whole summer has to go by, we have to evaluate it, and then we're in negotiations right now to try to get contractors and get their agreements, their insurance. 73 00:14:23.860 --> 00:14:35.209 Quinlan Conf Room: all the things that we need to do to start being able to pay and work with, a contractor for actually next summer, believe it or not. So, it does take us just a moment. 74 00:14:37.020 --> 00:14:37.970 Quinlan Conf Room: Okay. 75 00:14:38.380 --> 00:14:55.439 Quinlan Conf Room: Teen organizations and programs, I wanted to talk just briefly about each of these, these organizations, and I know that you kind of hear again and again about our teen programs, but this just gives you a general idea of what the organization is, and how… 76 00:14:55.440 --> 00:15:08.209 Quinlan Conf Room: members we have in that organization. I'm gonna start with the Youth Activity Board. It's a 13-member organization. They work very closely with, Robert Kaufman, who's our team coordinator. 77 00:15:08.210 --> 00:15:20.699 Quinlan Conf Room: Let me tell you, he's amazing at working with the teens, he's amazing at, seeing how we can have mutually beneficial programs, and he's really grown our teen, programming. 78 00:15:20.700 --> 00:15:40.900 Quinlan Conf Room: So the Youth Activity Board, 13 members, they're the ones that are the, the doers, basically. They're the ones that are thinking, what are the events? They're the ones that are planning, they're the ones that are implementing. And so they work hand-in-hand with Robert for all of the teen events, and then they also do a few, I'll go over this, but they also do some youth events. 79 00:15:41.140 --> 00:15:59.210 Quinlan Conf Room: Our LITs, or Leaders in Training, that's our summer- only program. Always a lot of interest in that. When we have our Teen Resource Fair, we've kind of combined that Teen Resource Fair with our job fair for Cupertino jobs, but we found in the last couple years. 80 00:15:59.210 --> 00:16:09.910 Quinlan Conf Room: there's equal interest in the paid jobs as there is with the volunteer jobs. And so, we, again, always are trying to, make sure that we offer those 81 00:16:09.910 --> 00:16:27.609 Quinlan Conf Room: city-run camps, so that we can also have our LITs having the leadership skills, the how do you get a job, how do you interview, how do you have the background check, supervision, turning in time cards, all of those things are a component of our LIT program, and that one happens to be summer only. 82 00:16:28.010 --> 00:16:31.730 Quinlan Conf Room: So we do about 30 members through the summer on that. 83 00:16:32.170 --> 00:16:43.979 Quinlan Conf Room: Recreation event volunteers, I know that, many of you have been out at our events and have seen them in action, but this has been one of the programs that I'm just so proud of. 84 00:16:43.980 --> 00:17:02.589 Quinlan Conf Room: our teams and, Robert Kaufman for putting this together. Talk about seeing where there's just two… two different needs, and that they come together, and we just help each other out so well. The teams are really looking for opportunities to volunteer 85 00:17:02.680 --> 00:17:27.060 Quinlan Conf Room: during the school year, but to have meaningful, jobs assigned to them, and to have, a great experience of, like, supervision and help when they show up, that they are shown what they're going to be doing, to then, at the end of their volunteer experience, no matter how many times they come and, volunteer, that it's well documented. 86 00:17:27.069 --> 00:17:37.039 Quinlan Conf Room: And, that we can verify volunteer hours, because a lot of them are using those for college resumes, for school programs that they need to show volunteer hours worked. 87 00:17:37.190 --> 00:17:59.600 Quinlan Conf Room: we have a need to run a lot of events. We run a ton of events, and I know you've been out to many of them, and we need a lot of volunteers to show up to help us to run those events. And, Robert used to try to work kind of almost one at a time to get events. People would be like, can we get any volunteers for upcoming Big Benny? Like, it'd be great if we could get, like, 15 kids. 88 00:17:59.600 --> 00:18:07.620 Quinlan Conf Room: So he's out there one at a time, trying to get 15 kids, get them background checked and TB tested, and ready to go to volunteer in the past. 89 00:18:07.620 --> 00:18:15.559 Quinlan Conf Room: Or maybe if he was lucky, he would work with one, high school organization, like Interact, and he would get them to come all the time. 90 00:18:15.560 --> 00:18:27.460 Quinlan Conf Room: But through Rev, he gets them one time at the beginning of the year, they're meeting on a regular basis, they get to know what the events are, we tell them, you know, this is where you're gonna park. 91 00:18:27.460 --> 00:18:47.500 Quinlan Conf Room: they get them through all their background checks well before the event day, and they get used to coming, checking in, and then they're also supervised by, other team leadership Thrive members, so they're sort of running their own show on top of it. So anyway, really, really super proud. I could go on and on, but I'll move on. 92 00:18:47.500 --> 00:19:10.129 Quinlan Conf Room: Techie Teens. Techie Teens is not new, it's been running since about 2019 at the Senior Center, but the Senior Center sort of owned that program in the past, and they were over there interviewing, background checking, doing all of that, and Robert was over here with the teens, interviewing, background checking, doing all of this with all of our other teen organizations. 93 00:19:10.130 --> 00:19:11.430 Quinlan Conf Room: So we sort of. 94 00:19:11.430 --> 00:19:35.699 Quinlan Conf Room: reimagine how we would work with them, and Robert ran that team program, but then they're assigned at the Senior Center. Just like he runs our LIT program, and some of them are here at Quinlan in our camps that are here, but some of them are at the outdoor, divisions camps, nature camp and science camp. So he's still supervising all of them and following up with their. 95 00:19:35.700 --> 00:19:51.799 Quinlan Conf Room: their time worked and everything. So similar… in a similar way, he kind of brought that into the fold. Now, when we advertise for, here's all the volunteer opportunities for teens in the city, this is part of the whole program, and it's all coordinated time- wise. 96 00:19:52.590 --> 00:19:54.909 Quinlan Conf Room: So just to emphasize. 97 00:19:55.080 --> 00:20:14.790 Quinlan Conf Room: there was a need for us to consolidate, because it takes a lot for us to have anybody volunteer with us. As a city, they have to have the background tech, the TB testing, but we do interviews so we know what their level of commitment is, and we have to supervise them once they're here, so that takes some time, too. 98 00:20:15.350 --> 00:20:16.350 Quinlan Conf Room: Okay. 99 00:20:16.660 --> 00:20:35.609 Quinlan Conf Room: Last but not least, the Teen Commission. I am the liaison for the Teen Commission, but I work hand-in-hand with Robert on supervising that commission, and we have been very good about getting the Teen Commission, because they aren't out running programs. If they were meeting separately to plan programs and 100 00:20:35.610 --> 00:20:50.239 Quinlan Conf Room: that doesn't work well with the Brown Act, and so we've gotten very good about separating out that they are advisory to us on our programs, but we do pull them into our programs as, moderators and speakers. 101 00:20:50.240 --> 00:21:15.050 Quinlan Conf Room: You've seen them out at some of the events at Monster Mash. I know you saw that they… we had two MCs, and they were sort of playing off of each other during the evening. Big Bunny, they're up on the stage, they start the whole event, they do the whole awards ceremony, so they're stepping in in these very high-level roles, and but getting out there and having that experience, we have been so happy to see them kind of 102 00:21:15.050 --> 00:21:17.190 Quinlan Conf Room: expand in that part. 103 00:21:18.210 --> 00:21:19.450 Quinlan Conf Room: Okay. 104 00:21:19.960 --> 00:21:20.930 Quinlan Conf Room: Snoop Run. 105 00:21:21.150 --> 00:21:24.799 Quinlan Conf Room: Just to give you an example of some of the YAB events. 106 00:21:24.860 --> 00:21:35.440 Quinlan Conf Room: I won't run through them too, too much, but Speaker Series, super proud of this program, because it's a great integration between our team commission and what YAB does. 107 00:21:35.440 --> 00:21:50.190 Quinlan Conf Room: Teen Commission said, I think these are the topics that the teens in the community are interested about. In fact, here's a list, and we'll prioritize it for you. Then Robert took that list and went to YAB and said, let's do the top 3. 108 00:21:50.370 --> 00:22:03.690 Quinlan Conf Room: And then they went out and they found speakers, and they did the top 3 topics, for last year's speaker series. So it's just a wonderful way to kind of make sure that we're taking the advice of teens and implementing it. 109 00:22:03.900 --> 00:22:25.210 Quinlan Conf Room: Pizza and Politics is in every other year, and that's this year, because it's an election year, and we'll be having that on October 16th, and, we're more local than ever, really bringing teens together to talk about local politics. I would invite you, but it's a teen program. 110 00:22:25.210 --> 00:22:34.860 Quinlan Conf Room: Team Resource Fair, again, something I'm so proud of, and I don't think we toot our own horn enough about this program. It's a… 111 00:22:34.860 --> 00:22:49.750 Quinlan Conf Room: a combined three-way partnership with Main Street Cupertino and the Interdistrict Council with Fremont Union High School, and our Parks and Recreation Department, specifically YAB. And they come together, we, kind of reimagined 112 00:22:49.750 --> 00:23:13.940 Quinlan Conf Room: the Bobatino of Old, which was for mental health resources. We have mental health resources out there that the Inter- District Council on Mental Health goes out and finds those, booths for us, and then we combine that also with our job fair, and then we've expanded on the volunteer opportunities. So we have all of our teen organizations out there talking to kids about opportunities to come and volunteer. 113 00:23:13.940 --> 00:23:22.260 Quinlan Conf Room: We have the mental health resource booths, and I think we're going to try to possibly, if we can find extra space. 114 00:23:22.260 --> 00:23:30.730 Quinlan Conf Room: start inviting some of the teen organizations from the high school. So, we just are trying to put that all together, but we're doing it hand-in-hand with the kids. 115 00:23:31.410 --> 00:23:45.029 Quinlan Conf Room: Hack Cupertino is an overnight event, and we definitely saw a spike in enrollment. I'll show you those numbers. But, what's interesting about that is that we're running an overnight event with about 80 teams, and so that is a challenge. 116 00:23:45.110 --> 00:24:09.370 Quinlan Conf Room: In Cupertino Cafe, it's a very, Cupertino event because it's all about studying. So, the kids come together, and they're studying for their December finals, and it's a chance for them to support each other, be in a quiet area. We usually bring in some, tutoring companies that they can get help, and then we have some stress-relieving activities and food, and so it's just a chance for them to 117 00:24:09.370 --> 00:24:11.259 Quinlan Conf Room: Study in a different environment. 118 00:24:11.670 --> 00:24:27.210 Quinlan Conf Room: Team movie nights, old school recreation fun. We just did Jurassic Park last Friday. Part of the reason my staff is not here tonight presenting to you is that they all had events in the last week that they were out working extra hours, so I was like, you guys stay home. 119 00:24:27.210 --> 00:24:44.679 Quinlan Conf Room: Splash Bash, I love to mention this one because it was a Just Teen event in the past, and the YAB, committee came and said, can we open this up to younger kids and do it… younger kids and teens, and the teens will kind of, like. 120 00:24:44.680 --> 00:24:58.680 Quinlan Conf Room: play with the younger kids, and we got some really great numbers out of Slash this last year. So, I think it was 60 to 70 that signed up, and I was just really proud of them that they chose to do it that way. 121 00:24:59.220 --> 00:25:00.770 Quinlan Conf Room: Rev events… 122 00:25:01.130 --> 00:25:20.190 Quinlan Conf Room: you've been out at these, but Rev tends to volunteer in… beyond our teen events. These are our community-wide events, big and small. Big ones like Monster Mash Tree Lighting, Breakfast with Santa, Signing Santa, Big Benny. Smaller event, like Sweetheart Social, that's a combined 123 00:25:20.190 --> 00:25:36.289 Quinlan Conf Room: preschool, and we opened it up to, the public to sign up for Sweetheart Social, so that's a really great combo event, and then we run it almost exclusively with Mariah as the coordinator, like, one part-time staff, and then mostly red volunteers. 124 00:25:36.320 --> 00:25:51.569 Quinlan Conf Room: Earth and Arbor Day celebration, because we have taken that over in Parks and Recreation. We get all the volunteers through the REV organization, so, Robert is actually background checking everybody, and it works out great. 125 00:25:51.570 --> 00:25:59.120 Quinlan Conf Room: 4th of July, we need their help, and then Cupertino Campout, which I know several of you have been out to that, you can see that they help out a lot. 126 00:25:59.410 --> 00:26:07.129 Quinlan Conf Room: So we've just continued to expand REV, and that has been a great, situation, and we're going into our third year there. 127 00:26:07.320 --> 00:26:12.119 Quinlan Conf Room: So LIT program, I think I talked to you a lot about that. 128 00:26:12.630 --> 00:26:28.669 Quinlan Conf Room: The only other benefit, I would say, of the LIT program that I maybe didn't mention is that not only do they get all those experiences, but then, oftentimes we're getting them to come and apply when they're 16, and so we have these almost fully trained people that are applying. 129 00:26:29.990 --> 00:26:44.379 Quinlan Conf Room: Techie Teens, again, not new, but, it's a… and it's a little different from our class that we have, in that they can kind of just drop by and get the help of the teens. And… 130 00:26:44.390 --> 00:27:02.089 Quinlan Conf Room: Another great benefit of having Robert, kind of be the lead on this program is that he understands teams, and he understands their schedules, and he understands when they're available and when they're not. And so, we oftentimes get asked, like, can teams come and work this program with the seniors? 131 00:27:02.260 --> 00:27:19.789 Quinlan Conf Room: 10 a.m. on Monday, and we're like, no, they're in school. And no, they can't do it at 2, and most of them can't make it at 4, and then the seniors have already gone home. So, we kind of understand that working with seniors is a tricky thing with teens because of scheduling during the year. 132 00:27:21.890 --> 00:27:41.530 Quinlan Conf Room: Programs where the teen commissioners are represented, I talked to you a little bit about that, but just… and we're really expanding here how often we get them out and, get them in front of people. And I'm just really so proud because I get so many compliments on what amazing public speakers, some of our young teen commissioners are. 133 00:27:42.530 --> 00:27:44.140 Quinlan Conf Room: We'll look into that about that. 134 00:27:44.290 --> 00:27:57.019 Quinlan Conf Room: Okay, community events, which are registered events. I broke these down between registered and free to the public. This is Christina Lopez, who is our event coordinator. She's amazing. 135 00:27:57.020 --> 00:28:20.759 Quinlan Conf Room: My staff is all amazing, but she's amazing, she does a lot. She, she handles a lot of these, although we do break it up amongst our division. Christina leaves Big Benny on this list of registered events, but that's a very big event. You can see we were up at 723 people. That's the largest it's been since. 136 00:28:20.760 --> 00:28:34.660 Quinlan Conf Room: COVID times, and we've actually moved it off of the week before, or the day before Easter, and we think we actually have gotten a little bit better participation, keep kind of getting it off of a holiday weekend. 137 00:28:34.660 --> 00:28:51.539 Quinlan Conf Room: But Christina leads that. Mariah leads Monster Mash, Breakfast with Santa, and Sweetheart Social. And, all of those have been… well, not Sweetheart Social, but Monster Mash and Breakfast with Santa have been continuously selling out. 138 00:28:51.600 --> 00:28:54.759 Quinlan Conf Room: So she kind of carries on the tradition. 139 00:28:54.920 --> 00:29:05.979 Quinlan Conf Room: Commissioner Swami, I know you were at last year's Monster Mash. I think you finally know the craziness of what it is, but we do a lot. It's a really, really fun event. 140 00:29:05.980 --> 00:29:15.279 Quinlan Conf Room: And then Robert leads Santa Visits, Hack, and Spelling Bee, so we do kind of break up the, paid-for events. 141 00:29:15.280 --> 00:29:31.869 Quinlan Conf Room: And… let's see, whether… Campout, golf events, and Pumpkinpalooza, just to note, are, also some registered events that we have, and you'll hear about those in, Molly James's presentation from the Outdoor Division, because we've moved those to match with her division. 142 00:29:32.030 --> 00:29:34.280 Quinlan Conf Room: And… 143 00:29:34.740 --> 00:29:55.990 Quinlan Conf Room: We will be adding an event in 2027. Mariah's going to be adding a Bunny Bash and Egg Dash event, and so we're looking forward to that. We already have a little bunny costume, and we're going to put that to good use, and maybe do a, something very similar to our Monster Mash Breakfast with Santa combination. So, looking forward to that. 144 00:29:57.220 --> 00:30:03.389 Quinlan Conf Room: Okay, moving on. Community events that are free to the public. This is where Christina really… 145 00:30:03.450 --> 00:30:22.389 Quinlan Conf Room: puts in her time here. 4th of July, we have a very full day. We have morning activities with the pancake breakfast, flag raising, parade, concert, and kids activities, and then we throw all that in the building, and then a good number of us 146 00:30:22.390 --> 00:30:29.090 Quinlan Conf Room: set out to help with the fireworks show out at Hyde. And I know many of you have attended that. 147 00:30:29.090 --> 00:30:53.899 Quinlan Conf Room: I haven't included numbers on these events, by the way, because they aren't registered, so they're really just estimates. But I can tell you that, most of our concerts, movies, Shakespeare performances and tree lighting are anywhere from like 3 to 500 on, in general. And the July 4th morning event has, like, really fluctuated. It depends on how hot it is. 148 00:30:54.050 --> 00:31:10.209 Quinlan Conf Room: if it's a, weekend day that July 4th ends up on, so we just don't really know, but we were very high this last, this last 4th of July. We think we were up around 5 to 700, based on the number of prizes that we gave out. 149 00:31:10.330 --> 00:31:23.820 Quinlan Conf Room: And then fireworks is very, very difficult to determine, but we estimated around 15,000 at, like, our actual sites that we planned. And then who knows for the rest of the city that's watching the fireworks. 150 00:31:23.890 --> 00:31:35.310 Quinlan Conf Room: Earth and Arbor Day is not on this, although that is a Parks and Recreation, community event that's free. That is going to be part of Molly's, presentation to you. 151 00:31:35.340 --> 00:31:49.619 Quinlan Conf Room: And I just wanted to make note that Christina has just done an awesome job on, coming up with, like, very fun, low-cost activity add-ons with the 4th of July, morning activity. 152 00:31:49.620 --> 00:32:14.469 Quinlan Conf Room: We've gotten some games, and she's master at finding cute little inexpensive toys to give out and have the kids be engaged, get a little toy. But tree lighting, she's, made arrangements with Kona Coffee Truck to come, and, they've come out, and then having a snowball room, really cheap but super fun, on, just, like, very simple activities that make the kids 153 00:32:14.470 --> 00:32:16.989 Quinlan Conf Room: Happy like tattoos and stuff so she. 154 00:32:17.000 --> 00:32:18.829 Quinlan Conf Room: She works hard at all of these. 155 00:32:20.460 --> 00:32:37.489 Quinlan Conf Room: This does… this gives you… on sponsorships, this gives you just a shot of what my division did in the last fiscal year. I think we're somewhere around 20,000-something for our total department and, sponsorships collected. 156 00:32:37.490 --> 00:33:02.419 Quinlan Conf Room: But, with events, Christina has been kind of the lead in trying to get those up and going, and she has worked really hard to, like, provide consistency in how we accept those. Of course, as with anything, if we're going to work with somebody, if it's over a certain amount, we have an agreement, and that goes through all sorts of extra approvals, so it's not as easy as saying, great, give me the check. 157 00:33:02.590 --> 00:33:15.979 Quinlan Conf Room: But it is an added component to her job that she's really taken on, but as a department, we're slowly working towards streamlining the process and figuring out a way to work. 158 00:33:16.630 --> 00:33:20.730 Quinlan Conf Room: just through a streamlined process, I guess, and to grow that program. 159 00:33:21.020 --> 00:33:21.790 Quinlan Conf Room: Right? 160 00:33:23.910 --> 00:33:30.169 Quinlan Conf Room: And here's a fun one. Community events and festivals that are free to the public. 161 00:33:30.360 --> 00:33:43.360 Quinlan Conf Room: Here's our… the last fiscal year of the events, that were done. A reminder that these events are not directly coordinated by staff, however. 162 00:33:43.380 --> 00:33:56.839 Quinlan Conf Room: Our staff does work really hard, and again, this is Christina Lopez that takes the lead on all the festivals, to work hand- in-hand with our organizers to make sure that the festivals follow all of our city policies and procedures. 163 00:33:56.840 --> 00:34:06.760 Quinlan Conf Room: To verify that they've received all the correct permits and licenses, especially when they're serving food, where they have tents, those all have to have correct permits. 164 00:34:06.810 --> 00:34:20.270 Quinlan Conf Room: We really upped our requests of the organizers on giving us a copy of their port-a-potty agreement, their dumpster agreement, what their parking plan is going to be. 165 00:34:20.400 --> 00:34:38.169 Quinlan Conf Room: She coordinates with our Public Works Department for any of the, traffic plans that we have to have barriers, K-rails are what the long ones are called, and the cones, so she's making sure all of those are delivered, for us to use, or for the event organizer to use. 166 00:34:38.170 --> 00:34:54.490 Quinlan Conf Room: She's making sure that we know which road closures we'll have. We've gotten it down to basically one plan when we do close the road, and I'll talk a little bit about that. And then we also coordinate 167 00:34:54.989 --> 00:35:03.539 Quinlan Conf Room: With the festivals for all they use in our facilities, like, not just outside, but inside, and making sure that the buildings are open. 168 00:35:03.710 --> 00:35:15.779 Quinlan Conf Room: Everything is supervised during the festival. And then finally, making sure that at the end, the park is back up and running and ready for the public as quickly as we possibly can have that happen. 169 00:35:16.030 --> 00:35:37.630 Quinlan Conf Room: Just to give you an idea, our festival process, we take applications, beginning in January is when we'll put out the, like, new application packet, and then, they're usually due at the beginning of February, and that's for the following fiscal year. So I'm applying in January for July 1st to June 30th of the following fiscal year. 170 00:35:37.630 --> 00:35:40.999 Quinlan Conf Room: We're only working with tax-exempt organizations. 171 00:35:41.000 --> 00:35:42.040 Quinlan Conf Room: And… 172 00:35:42.040 --> 00:35:49.810 Quinlan Conf Room: Christina and I sit down, and we really have to look at all the applications of what times are requested. I'll tell you. 173 00:35:49.810 --> 00:36:13.490 Quinlan Conf Room: most festivals are requesting only a couple months. There's, like, festival season. There's a spring festival season and a fall festival season, and so we're looking at the bigger picture. What conflicts with potentially, any citywide events, or any other events that are happening at, the Civic Center Plaza, or Community Hall, or De Anza? 174 00:36:13.550 --> 00:36:15.350 Quinlan Conf Room: And in fact. 175 00:36:15.690 --> 00:36:31.299 Quinlan Conf Room: this facility is really the only facility that can host larger scale events because of the parking, and we know that we need the support of De Anza if they're going to have a large event. So, we have also, in the last couple years, required that 176 00:36:31.570 --> 00:36:44.839 Quinlan Conf Room: show us written confirmation from De Anza that they'll be able to use their lots on their day of their festival. So a lot of coordination, even though they're run by outside organizations, we're really trying to oversee that. 177 00:36:45.180 --> 00:37:01.759 Quinlan Conf Room: We will have a few new community events happening, and, two of them are at the Civic Center Plaza, and, that's Bobetino, that's a mayor event that turned into, they applied through a non… 178 00:37:01.790 --> 00:37:10.739 Quinlan Conf Room: tax-exempt organization, and then AAPA is a festival that has been happening, and they've come into the application process. 179 00:37:10.810 --> 00:37:19.309 Quinlan Conf Room: And then here, we'll be adding a, I would say, low to mid-sized festival, which is Kung Fu Festival at Memorial Park. 180 00:37:21.400 --> 00:37:22.600 Quinlan Conf Room: Okay. 181 00:37:23.370 --> 00:37:26.030 Quinlan Conf Room: Now, I wanted to talk to you a little bit about 182 00:37:26.280 --> 00:37:32.810 Quinlan Conf Room: what are we doing when we're running these festivals? And… Did they fix it? 183 00:37:33.700 --> 00:37:39.689 Quinlan Conf Room: So here's our list of last fiscal year. I've been here 5 years, and I can tell you that 184 00:37:39.690 --> 00:37:56.450 Quinlan Conf Room: we're always around the same level. We've taken on some new festivals, but we've lost festivals. We used to have a really large egg hunt, we had Relay for Life, and those, for various reasons, ended up not being here, and we've only taken on a few, that 185 00:37:56.450 --> 00:38:03.460 Quinlan Conf Room: have come to this park that are large scale, but generally, we stay around the same level of festivals. 186 00:38:03.800 --> 00:38:14.160 Quinlan Conf Room: Okay, as part of Christina's role in, in working with the festival organizer, in the last… she's been here 4 years. 187 00:38:14.160 --> 00:38:25.890 Quinlan Conf Room: And she has done such a great job at trying to establish a good working relationship with, contacts at not only the Commons, but the West… okay, let's… Westport. 188 00:38:25.890 --> 00:38:36.580 Quinlan Conf Room: and Glenbrook Apartments, and, and she works directly with the Commons Association Manager, Rob Rockenbosch, to distribute information. 189 00:38:36.600 --> 00:38:37.700 Quinlan Conf Room: And. 190 00:38:37.720 --> 00:38:40.379 Quinlan Conf Room: So, we do prohibit 191 00:38:40.380 --> 00:39:02.639 Quinlan Conf Room: amplified in all the parks on non-event days, and there's very, very few exceptions to that. If it's not a festival, then they're generally not approved for amplified music, hardly ever. And sometimes we'll allow through our director, only if it's a special situation, that there will be, some speaking amplified, but… 192 00:39:02.740 --> 00:39:08.140 Quinlan Conf Room: by and large, across the city, we do not allow amplified music in the parks. 193 00:39:08.320 --> 00:39:23.160 Quinlan Conf Room: The noise policy is part of our information packet to organizers, so if you go online, our festival packet is on there, and it's an application and information packet that is open for anybody to see, if they want to 194 00:39:23.160 --> 00:39:36.530 Quinlan Conf Room: hold a festival, usually we tell them about the application packet, and we say, read through that so you know what, if you're going to ask to rent a festival, this is what we're going to be asking you to do. But as part of that. 195 00:39:36.530 --> 00:39:55.790 Quinlan Conf Room: We do indicate that we're gonna monitor at the property line for, it's supposed to be 70 decibels or below during the festival. And, when we have staff scheduled, that is part of what they do, is they go out and they'll do decibel readings at the property lines. 196 00:39:55.790 --> 00:40:02.779 Quinlan Conf Room: If they get a higher reading, they'll go and speak to the organizer, or to the person that's 197 00:40:03.240 --> 00:40:27.189 Quinlan Conf Room: and say, you need to turn it down. So, understanding that we had one this last weekend, that had drums, those weren't amplified, so we couldn't say, turn your drums down. But, and also, we try to work really hard with the organizers to give us their event schedule, so that we know the particular times that we're going to have to get out there with decibel reader. 198 00:40:27.190 --> 00:40:31.670 Quinlan Conf Room: Otherwise, we do it kind of, like, every hour, as much as we can. 199 00:40:31.670 --> 00:40:54.089 Quinlan Conf Room: So, for instance, this last weekend, the drums came in, and we did not have that on their schedule. So by the time our staff went out and went, yep, that's higher, and they went to go speak with the organizer, they were already almost over, and we would have had to run out and stop them. So, in an effort not to do that, we just made note that they were above, and that will go in their evaluation. 200 00:40:54.570 --> 00:40:56.450 Quinlan Conf Room: Let's see. 201 00:40:57.000 --> 00:41:14.359 Quinlan Conf Room: talked about that. One other thing about the same level of the total number of festivals, where it's, like, around 7 to 9, that we have, but within that 7 to 9 in a year at Memorial Park, they're also not all happening at the same exact place in the park. So. 202 00:41:14.360 --> 00:41:21.590 Quinlan Conf Room: If you look at Memorial Park, it basically has 3 main fields now. So, it's got our memorial field that's right here in the back. 203 00:41:21.590 --> 00:41:39.919 Quinlan Conf Room: the amphitheater field, kind of in the middle, and then there's not really a field, but there's an area close to Stevens Creek. And so, given even the number of festivals, they sort of spread themselves out on their request. We do happen to have back-to-back on this memorial field. 204 00:41:39.920 --> 00:41:48.090 Quinlan Conf Room: they have a two-week break, but we did have India Heritage Festival, and then we're gonna have Diwali on this backfield. But otherwise. 205 00:41:48.240 --> 00:42:07.330 Quinlan Conf Room: Kids, Kids and Fun Festival, they were mostly on the middle field, and they used the amphitheater for their, entertainment. Rotary Day and Night Festival in the fall, their, stage was up by Stevens Creek and the Senior Center. So, there is a distribution within the park, even. 206 00:42:07.400 --> 00:42:08.829 Quinlan Conf Room: to understand that. 207 00:42:10.090 --> 00:42:11.639 Quinlan Conf Room: Let's see. 208 00:42:11.760 --> 00:42:13.400 Quinlan Conf Room: So just again. 209 00:42:13.420 --> 00:42:36.789 Quinlan Conf Room: We also have to look on festivals on availability, so we for sure have a lot of requests for drop-in events, where people that are like, I'm gonna come and run an event, and we're like, here's our application. We're gonna look at if you're gonna run an event. And, once they see what our application is and the requirements that we're gonna put on. 210 00:42:36.790 --> 00:43:01.700 Quinlan Conf Room: a lot choose not to run their big, huge event here because we're going to be monitoring everything. And then also, besides just our events, we also really have to look at De Anza's events as well. And so generally that first weekend of the month, they have the flea market. We have very few that try to coexist with that flea market because they don't tend to want to share their parking lots. 211 00:43:01.700 --> 00:43:02.629 Quinlan Conf Room: on that day. 212 00:43:02.840 --> 00:43:06.060 Quinlan Conf Room: So lots of… lots of factors that go into this. 213 00:43:06.460 --> 00:43:10.210 Quinlan Conf Room: Let's see, we talked about that, 214 00:43:12.600 --> 00:43:32.420 Quinlan Conf Room: And we also, just in talking about the street closure very quickly, we've kind of… we used to have, like, Plan 1, Plan 2, Plan 3 for the street closure, but our emergency coordinator from about 4 years ago, the sheriffs and our public works department and our staff all kind of worked together for 215 00:43:32.420 --> 00:43:41.810 Quinlan Conf Room: safety of the festival goers, because as you heard, like, Gilroy had a shooting, so we're, you know, we're always thinking about the safety during the festival. 216 00:43:41.810 --> 00:44:02.149 Quinlan Conf Room: And we really decided to shut down that… the street, and it's Anton that starts at Stevens Creek, and then it sort of loops around, becomes Alves, and comes out at Swan Creek right over here. The most efficient way for us to make sure that, one, we're maintaining an emergency access road at all times. 217 00:44:02.150 --> 00:44:09.399 Quinlan Conf Room: So that any kind of fire truck can get into not just the festival, but also the commons area. But also. 218 00:44:09.400 --> 00:44:15.579 Quinlan Conf Room: unloading vendors that are coming in at, you know, some of the bigger festivals have 219 00:44:15.670 --> 00:44:31.349 Quinlan Conf Room: 40 to 80 vendors, and they're all trying to come in and unload their stuff. That's where we really do, I will say as staff, step in on the organizers quite a bit, and help to manage to keep that lane clear. And we tell them that's the highest priority. 220 00:44:31.350 --> 00:44:35.829 Quinlan Conf Room: But, so with their… with all of those groups. 221 00:44:35.830 --> 00:44:44.410 Quinlan Conf Room: feedback. We've come to, most of the time now, if we do any kind of traffic pattern, we are creating that one-way loop. 222 00:44:44.410 --> 00:44:55.969 Quinlan Conf Room: And so it starts at Stevens Creek and Anton, and comes out, and they must go that one way, so that we can have people pull to the side, unload, and then come out. Always maintain that one road. 223 00:44:56.070 --> 00:44:57.260 Quinlan Conf Room: And. 224 00:44:58.420 --> 00:44:59.400 Quinlan Conf Room: Okay. 225 00:45:00.180 --> 00:45:04.020 Quinlan Conf Room: Still, I'm gonna go through this really quickly. So… 226 00:45:04.220 --> 00:45:14.959 Quinlan Conf Room: Other things that Christina has been doing, through the… particularly at the Commons, but at the other apartments as well. 227 00:45:14.960 --> 00:45:31.720 Quinlan Conf Room: She tries to put out a letter that says, here's all the festivals that are coming up, here's what the traffic pattern is going to be, and it basically is going to be enforced closure or not enforced closure if it's a very small event. Like, Kung Fu Festival may have a smaller closure. 228 00:45:31.750 --> 00:45:41.350 Quinlan Conf Room: And once a year, we try to put out a permit to the residents, and just to show you, pretty low tech. 229 00:45:43.060 --> 00:45:45.520 Quinlan Conf Room: One thing that we've learned 230 00:45:45.630 --> 00:46:02.620 Quinlan Conf Room: not only in that letter that we put out do we put out a cell phone that is in the hands of our lead person for the festival, our lead staff person for the festival, which is usually Christina and or Randy Behar. We also figured out 231 00:46:02.620 --> 00:46:16.689 Quinlan Conf Room: somebody said, well, I wanted to call you, but all I had was my pass, and so we started putting the number that… that cell phone number on the pass as well, because a lot of times they'll have that in the car, and they'll see, you know, like, I had a problem getting in. 232 00:46:16.900 --> 00:46:29.810 Quinlan Conf Room: call us, and then we'll go right there and take care of it. So we try really hard to get that number out, and that's something that we have done in the last couple years through Trying to take feedback and incorporating that. 233 00:46:30.990 --> 00:46:34.330 Quinlan Conf Room: The organizer also is requested. 234 00:46:34.330 --> 00:46:52.590 Quinlan Conf Room: to send a letter to the residents. We usually only send to the Commons, but we do have a set of labels, and, we give them the labels. Christina approves their letter. Most of them take it as an opportunity just to say, hey, reminder, we're having this festival, and, invited to come. 235 00:46:52.590 --> 00:46:55.290 Quinlan Conf Room: So that's what they're getting from the organizer. 236 00:46:55.350 --> 00:47:13.589 Quinlan Conf Room: We require a parking plan from the organizer, so we want to know, where are you putting your vendors? Where are you putting your attendees? Show us your written communication from De Anza saying that you can use their lots. Oh, you're going to try to use the church lot across the way? Show us the written confirmation if you're planning to do that. 237 00:47:14.230 --> 00:47:17.850 Quinlan Conf Room: Again, I mentioned that the traffic plan was done with. 238 00:47:18.200 --> 00:47:32.429 Quinlan Conf Room: But what I meant was the, emergency coordinator. I'm sorry, that's a typo. The Public Works and the Sheriffs. And, maintaining emergency access is a huge one for us, because we have had trucks have to come in during the event. 239 00:47:32.640 --> 00:47:55.820 Quinlan Conf Room: As part of the traffic pattern, Public Works also has set no parking signs, and always go at the entrances to the Commons, and now to the entrance of the apartments off of Mary, because we've talked to them quite a bit, and always at the entrance to Christensen, which has no parking, by the way, but we try to help maintain that. 240 00:47:55.820 --> 00:48:01.040 Quinlan Conf Room: So I'm still in Christensen, we put no parking. We also. 241 00:48:01.040 --> 00:48:13.920 Quinlan Conf Room: If we don't have permission to use the church parking lot, we put up no parking signs there. We'll put up no parking signs at the Sports Center back lot, and, also at Whole Foods, just depending on the… 242 00:48:14.090 --> 00:48:32.649 Quinlan Conf Room: So, we've been expanding those signs. Christensen, when we have Diwali come in, we also put down no loading and unloading off of Christensen in an effort to just try to keep people completely off of that, and we do the best that we can to monitor that, that they're not unloading there. 243 00:48:34.070 --> 00:48:48.350 Quinlan Conf Room: Let's see. The sheriffs are always booked through Christina and the Sheriff's Office directly, and then when they come to check in to start their job, they all check in with Christina, and 244 00:48:48.490 --> 00:49:02.189 Quinlan Conf Room: They are always reminded that residents are the priority, and I can tell you that I've worked several events. You've seen me out at many of the festivals. I tend to hang out at that Anton Stevens Creek, and I can tell you. 245 00:49:02.740 --> 00:49:05.130 Quinlan Conf Room: We always remind them, and… 246 00:49:05.650 --> 00:49:23.479 Quinlan Conf Room: pretty much everybody has to pull into the street and be stopped there. We've been trying to do more of that so that they're not stopping on Stevens Creek. And if we see it backing up, we'll try to say, try to get them in onto the street to get them off of Stevens Creek. And we absolutely do tell the sheriffs. 247 00:49:23.670 --> 00:49:37.019 Quinlan Conf Room: they… if they don't have a resident pass, just say, what's your address? Or just say, are you a resident? Okay, fine. If they… if an Uber driver or anybody has said that they're there for a resident. 248 00:49:37.030 --> 00:49:52.850 Quinlan Conf Room: we ask them to err on the side of letting them in, because it's really not that big of a deal for people to route through. We just try to… we're trying to keep them out of the parking and from blocking that road and not having the emergency access there. 249 00:49:53.800 --> 00:50:12.340 Quinlan Conf Room: The festival layout and entertainment schedule from the organizer, for instance, this last weekend, we did not get the organizer's last-minute schedule, so we did not know the drummers were coming. If we do, then we try to, like, know to check the decibel reading during that time, and… 250 00:50:12.340 --> 00:50:16.390 Quinlan Conf Room: We can definitely talk to them more about drumming if they… it comes. 251 00:50:16.820 --> 00:50:21.890 Quinlan Conf Room: And then we are doing decibel readings throughout the festival and trying to manage those when those come. 252 00:50:22.410 --> 00:50:23.310 Quinlan Conf Room: Nathan? 253 00:50:24.890 --> 00:50:32.400 Quinlan Conf Room: All right, moving on. Front desk operations at Quinlan Center. This is another part of my division that. 254 00:50:32.960 --> 00:50:48.489 Quinlan Conf Room: proud of, because we are sort of the face, not just for my division, obviously, but really for Parks and Recreation. So, they're answering all sorts of questions, not just about Parks and Recreation, but 255 00:50:48.600 --> 00:51:05.040 Quinlan Conf Room: camps, rental facilities, but also questions about code enforcement. If a tree goes down, then people tend to come to this building and say, hey, there's a tree down, and so we're tracking things down for them. Broken sprinklers, noise complaints, geese in the park, geese… 256 00:51:05.130 --> 00:51:29.460 Quinlan Conf Room: crossing the street. Who's gonna help from our department? So our front desk handles a lot, but, we're open Monday through Friday, 8 to 5 p.m. They're taking class registrations, event registration, camp registration. They're taking reservations for Quinlan Community Center, for Creekside Park, and for the picnic sites. 257 00:51:29.680 --> 00:51:37.720 Quinlan Conf Room: Picnic sites generally are done online, because we allow those to be online, but there's a lot of. 258 00:51:37.950 --> 00:51:55.689 Quinlan Conf Room: backup information that we have to go and verify, because we have such strict requirements on residents getting a better rate, they have to prove to us that they're a resident. And so we allow that on the back end with picnic sites, but not with building rentals. They have to kind of show that up front to get that rate. 259 00:51:56.510 --> 00:51:58.160 Quinlan Conf Room: Let's see… 260 00:51:58.160 --> 00:52:22.399 Quinlan Conf Room: Quinlan Center here, we have the Cupertino Room, which is, a capacity of up to 280 people, and then the social room, a capacity of 80. Our conference room that we're in here today is 20, and then we also do Creekside Park Building. The last… I think it's on the third year that we've opened up that park building, and that has, 50 261 00:52:22.400 --> 00:52:24.210 Quinlan Conf Room: Maximum there. 262 00:52:26.280 --> 00:52:27.250 Quinlan Conf Room: Okay. 263 00:52:30.950 --> 00:52:44.810 Quinlan Conf Room: I think I put this up before, but it bears repeating that our highest priority is Cupertino and Cupertino residents. So, there's two ways that Cupertino residents always have, kind of, the edge on non-residents. 264 00:52:44.810 --> 00:52:59.409 Quinlan Conf Room: They get better rates than non-residents, and they get an opportunity to reserve before non-residents. So, if you're super organized, and you can get in here earlier, you can get in and get the building before a non-resident. 265 00:52:59.410 --> 00:53:17.840 Quinlan Conf Room: And this also goes for, nonprofits. If you're a Cupertino nonprofit, then you get a better rate than a non-Cupertino nonprofit. That's like a triple negative, I think, there. And then, also on the timing. So, we definitely follow that. 266 00:53:20.000 --> 00:53:25.510 Quinlan Conf Room: What that creates is these great matrixes for feed categories, so… 267 00:53:25.510 --> 00:53:44.079 Quinlan Conf Room: just be aware that when we have these kinds of policies, that it does create, us doing a lot of education and a lot of, follow-up with people of how they prove to us that they should get that better rate. And, I think that we try really hard to say. 268 00:53:45.380 --> 00:54:04.149 Quinlan Conf Room: here's the rate. If you want the really good rate, then that's where you need to show us, because if anybody complains about having to show so much documentation, it's like, you don't have to show us that documentation, but then you fall into a different category. And so that is a lot of the business of what goes on at our front desk, in order 269 00:54:04.150 --> 00:54:05.760 Quinlan Conf Room: To keep that in mind. 270 00:54:07.820 --> 00:54:19.369 Quinlan Conf Room: And again, just to give you an idea, not to focus, you can look up the fees anytime, but it does create these matrices for, our fees. And. 271 00:54:20.530 --> 00:54:24.649 Quinlan Conf Room: It's a lot of education, and… 272 00:54:24.820 --> 00:54:36.049 Quinlan Conf Room: sometimes that will come across as, not as customer service friendly when we're doing that, but it's important to prioritize the resident. So, just be aware of that. 273 00:54:36.050 --> 00:54:48.449 Quinlan Conf Room: But we do have a biannual calendar where we're looking at market rates, and so those rates are operational, and they'll be updated on a biannual calendar where we'll look at and see where we fall within the market. 274 00:54:50.270 --> 00:54:51.360 Quinlan Conf Room: Hey? 275 00:54:53.250 --> 00:54:56.720 Quinlan Conf Room: Sorry. That's okay, you're fine. 276 00:54:56.720 --> 00:55:19.289 Quinlan Conf Room: The last time I did facilities presentation, separately for the night, I'm doing my whole division tonight, I heard you that you wanted to see, like, number of hours, and so I don't have historical documentation for this, but number of bookings here at Quinlan Center, and then that's what I gave you last time, but I also gave you the number of hours this time, and the revenue. 277 00:55:20.520 --> 00:55:22.150 Quinlan Conf Room: Oh, wow! Oops! 278 00:55:22.150 --> 00:55:34.810 Quinlan Conf Room: And we're down a little bit on bookings from the previous fiscal year, although I will say there's a lot of different factors that go into that, but we had a pretty hot year, and we've had. 279 00:55:34.810 --> 00:55:44.970 Quinlan Conf Room: two years of trying to figure out our air conditioning unit here, so I know you lived through that too, but that certainly has, affected probably our reservations. 280 00:55:46.630 --> 00:55:47.900 Quinlan Conf Room: I… 281 00:55:48.960 --> 00:55:58.380 Quinlan Conf Room: And then just to give you some historical… we're a little down from last year, but again, you see that kind of spike. We're not as down as 2024. 282 00:55:59.100 --> 00:56:10.129 Quinlan Conf Room: Just a clarifying question, is that number end of December, or the same time this year? Because then we are talking apples to apples, because 142 is not allowed, meaning that we have 3 more months to go. 283 00:56:10.130 --> 00:56:19.409 Quinlan Conf Room: No, this is the complete year of 25-26 fiscal year, so that ended June 30th, 2026. Got it, thank you. 284 00:56:19.410 --> 00:56:22.610 Quinlan Conf Room: In order to give you that complete look, yeah. Thank you. 285 00:56:24.100 --> 00:56:31.650 Quinlan Conf Room: Again, these for Creekside Park, you could look this up, but it just shows you everything is a matrix for that. 286 00:56:32.550 --> 00:56:33.960 Quinlan Conf Room: Okay… 287 00:56:36.210 --> 00:56:45.550 Quinlan Conf Room: And Creekside Park Building, again, we're only about 3 that we opened at Creekside Park Building, again, for rentals. 288 00:56:45.840 --> 00:57:02.859 Quinlan Conf Room: provides us a little bit more of a challenge, because we can have three rentals going and one part-time person here kind of overseeing the building, but Freeside Park, we need to send somebody out in the truck, and they open up and come back, and so it has a little bit extra challenge to it. 289 00:57:02.860 --> 00:57:07.620 Quinlan Conf Room: But, we have definitely seen, and I'll show you the revenue. 290 00:57:09.960 --> 00:57:10.920 Quinlan Conf Room: Okay. 291 00:57:12.060 --> 00:57:12.980 Quinlan Conf Room: There we go. 292 00:57:14.340 --> 00:57:24.490 Quinlan Conf Room: The revenue, kind of, when we first opened up, we were closer to the pandemic, and so we were seeing maybe less in our indoor… Freeside Park has 293 00:57:24.490 --> 00:57:48.360 Quinlan Conf Room: sliding doors that basically open up one whole half of a wall. And so, we saw a lot of reservations there where people wanted to get people together, and they wanted the support of, like, a refrigerator, but they sort of opened up that door and put a lot of people out on the patio. So as we got farther away from COVID, we've kind of seen that level off a little bit, and it's used for a lot of parties. 294 00:57:48.660 --> 00:57:53.279 Quinlan Conf Room: Smaller parties, it's got the playground right there, and the picnic area there. 295 00:57:54.520 --> 00:57:57.700 Quinlan Conf Room: Okay, speaking of picnic areas. 296 00:57:57.840 --> 00:58:14.190 Quinlan Conf Room: Linda Vista… we have Linda Vista, Portal Park, and we have Creekside, which is also a fairly new picnic area being reserved, and we have Memorial Park. So Linda Vista has the highest, capacity at 136, and so… 297 00:58:14.290 --> 00:58:29.639 Quinlan Conf Room: 136 is both the resident rate and the capacity. We want to know what our capacities are. Portal Park is one that AE on capacity and, just kind of holding steady. 298 00:58:29.760 --> 00:58:33.110 Quinlan Conf Room: Used to have, like, a very great grove of 299 00:58:33.500 --> 00:58:46.420 Quinlan Conf Room: They've lost some of the trees, they died, and so it's a little sunnier out there, and it'll bird with amenities. There's some, some of the facilities are looking at putting back into structures, and that will certainly help with our picnic areas. 300 00:58:47.150 --> 00:58:50.030 Quinlan Conf Room: And then, lastly… 301 00:58:50.130 --> 00:59:09.780 Quinlan Conf Room: Creekside picnic area, again, fairly new, and I think what we saw as Creekside started to go up, Portal maybe leveled out a little bit, too, because people were sort of like, well, we used to go to Portal, and it was really shady. Creekside kind of has better shading now, so it sort of just moved people a little bit, but 302 00:59:10.100 --> 00:59:18.379 Quinlan Conf Room: Creekside is a very popular… it's gaining in popularity, for sure, because it's adjacent to the playground right there. 303 00:59:18.840 --> 00:59:21.189 Quinlan Conf Room: And then Memorial Park Picnic. 304 00:59:21.330 --> 00:59:38.739 Quinlan Conf Room: So, interestingly enough, we have maybe a smaller number of bookings, but it's very, very sunny at that, picnic area. And then we also, when we do have festivals, they don't really have access, so they're blocked on those days. So that's where you're gonna see a few less there. 305 00:59:39.550 --> 00:59:55.630 Quinlan Conf Room: And finally, just to wrap up, this… this is our combined picnic rental revenue, and so really, overall, we've been pretty level. So even though we added a whole other picnic area in there, it's been just sort of 306 00:59:58.860 --> 01:00:03.639 Quinlan Conf Room: And believe it or not, that concludes my presentation. 307 01:00:03.760 --> 01:00:04.800 Quinlan Conf Room: Thank you. 308 01:00:05.010 --> 01:00:07.310 Quinlan Conf Room: Yeah, thumbs up and button. 309 01:00:07.600 --> 01:00:10.700 Quinlan Conf Room: Oh, that's not good. 310 01:00:12.040 --> 01:00:13.200 Quinlan Conf Room: Punishing us. 311 01:00:13.410 --> 01:00:24.749 Quinlan Conf Room: Wow, it's already on. Okay, it's already okay. Any clarification questions, just clarification questions. Notice. 312 01:00:24.910 --> 01:00:43.309 Quinlan Conf Room: Please, Commissioner. Yeah, thank you, Sonya. Lots of information. Yeah. On the, operations from Quinlan, that also includes McClellan Park, the, Ranch Park, reservations, right? That was not included here. 313 01:00:43.310 --> 01:01:06.929 Quinlan Conf Room: Yeah, that's a great… I… I know exactly what you're talking about. So, we support the, the paperwork for, Blackberry Farm for their picnic areas. We do support the paperwork when they make the reservation online, the resident verification, but all of the operations and the numbers are actually managed through the outdoor division, so that would… 314 01:01:06.930 --> 01:01:09.410 Quinlan Conf Room: part of Molly James's presentation. 315 01:01:11.540 --> 01:01:17.470 Quinlan Conf Room: Is yours not working? Oh, no. Okay. 316 01:01:17.500 --> 01:01:23.190 Quinlan Conf Room: Okay. One quick question about the clarifying question I have is. 317 01:01:23.220 --> 01:01:40.540 Quinlan Conf Room: you know, for the youth seen adult special interest program. Phenomenal presentation. The staff is doing so many things. It's amazing they really are. And you just have to look at this presentation to feel so proud of us. 318 01:01:41.670 --> 01:01:43.859 Quinlan Conf Room: Great, I'm making such a positive… 319 01:01:44.150 --> 01:02:00.620 Quinlan Conf Room: See, here's the thing I was going to ask you, the teen, youth teen adult special interest programs, we have actually gone up significantly, more than, I would say, 113 programs, additionally, year over year, but enrollment has come down. 320 01:02:00.710 --> 01:02:07.859 Quinlan Conf Room: So, what is the justification, or why, how is this being planned? Because number of 321 01:02:07.960 --> 01:02:10.920 Quinlan Conf Room: participants per program will get 322 01:02:11.300 --> 01:02:20.909 Quinlan Conf Room: It will shrink further and further. Why is this happening? You guys are doing all that you can. Yeah. What are you doing? Why is it dropping still precipitously? 323 01:02:21.390 --> 01:02:38.360 Quinlan Conf Room: Yeah, so that's a great question, because more programs offered, but, but then less participation, and sometimes you figure out you've overextended, right? And so we've just saturated too much. We've offered too many options, and so we can even 324 01:02:38.360 --> 01:02:48.089 Quinlan Conf Room: see potentially that there's competition within our own city that we've just offered too much. And there's only so many people that are gonna be taking programs. 325 01:02:48.090 --> 01:02:54.369 Quinlan Conf Room: So we take that and we look at the contractors and we look at which classes sort of dropped in the numbers and 326 01:02:54.370 --> 01:03:07.980 Quinlan Conf Room: who… who are the culprits, right? And then we have to look at adjusting away from those classes and, you know, consolidating. I think last year we talked about we offered less programs, and the numbers have gone up, right? And so. 327 01:03:07.980 --> 01:03:18.440 Quinlan Conf Room: But then we got like, hey, these were doing great, let's try those again, or let's try, you know, just more of certain things, and it didn't really pan out when the next summer came. 328 01:03:18.610 --> 01:03:20.559 Quinlan Conf Room: It's a reason why that is… 329 01:03:21.090 --> 01:03:39.289 Quinlan Conf Room: It's a whole research study that says when you give people a lot of interest as a clarifying question, going forward, maybe that's something to look at, that people get overwhelmed, not that the new programs are worse. Yeah. But it's just that there's too much to overwhelm, and then I'll pass on some of the studies. 330 01:03:39.290 --> 01:03:48.489 Quinlan Conf Room: But I'll have a following clarifying question later. I don't know if it's an maybe it's not a clarifying question. It might be on a discussion. Thank you. 331 01:03:48.580 --> 01:04:02.740 Quinlan Conf Room: So now, if there's no clarification question, I know you got the same question. I believe that you were okay. Thank you, Bono. So now there is any speaker cards right? This is for open for public comments on this item. 332 01:04:03.090 --> 01:04:07.679 Quinlan Conf Room: Do we have any speaker costs on this particular agenda? 333 01:04:07.790 --> 01:04:21.539 Quinlan Conf Room: item, right? Even though some of them are covered. I go. Okay. So now, since there are no speakers for this particular item, I'll close the public comment on it. And now it's it's for the commissions to open for comments. 334 01:04:21.720 --> 01:04:31.879 Quinlan Conf Room: And anybody has open discussion comments, and y'all will… yeah, one request just is that if there's anything specific onto it, let's do it, otherwise there are a lot of 335 01:04:32.160 --> 01:04:49.369 Quinlan Conf Room: seniors are waiting for the oral communications, which is going to fall a little later, so we didn't know that there's going to be enough, so I would like to say on this very critical ones, please have an open discussion. Yeah, I have two quick questions, and I think the audience also, whoever, all the people here also have that. 336 01:04:49.410 --> 01:05:05.559 Quinlan Conf Room: First of all, I really appreciate all the work that you guys are doing, the city staff for the Memorial Park and the Commons, but it still seems that there's some pain point over there. What is the proposal that your city staff is thinking? Because I'm sure they reached out to you directly as well. 337 01:05:05.560 --> 01:05:16.259 Quinlan Conf Room: on those matters. And I heard that you're allowing the Uber and the cars to pass through, which is really helpful. Is that something that has been interesting? 338 01:05:16.320 --> 01:05:25.480 Quinlan Conf Room: after the comments, or after the complaints, or has it already been in place, and still there are complaints? So I'm trying to understand, where is the friction? 339 01:05:26.000 --> 01:05:35.380 Quinlan Conf Room: Yeah, so we did have a meeting, I think it was 3 years ago now, and actually, some of you were probably at that meeting, but we… 340 01:05:35.470 --> 01:06:00.419 Quinlan Conf Room: had a meeting to talk specifically about festivals, and we were also in the midst of our master planning for the park, and so what ended up happening is it was a little bit of discussion about the festivals and a lot of discussion about the master plan, which Christina and I were not running the master plan, so we, tried to focus them back in, but we had heard complaints about 341 01:06:00.420 --> 01:06:10.209 Quinlan Conf Room: the, at that point in that meeting, we had heard complaints about not necessarily people being turned away, because we weren't running as, strict as. 342 01:06:10.210 --> 01:06:12.359 Quinlan Conf Room: We weren't really as many 343 01:06:12.360 --> 01:06:20.159 Quinlan Conf Room: street shutdowns. But we heard the complaining about people going in and parking in the commons areas. And so. 344 01:06:20.290 --> 01:06:40.280 Quinlan Conf Room: At that time, we got that feedback, and we had our emergency coordinator come in and say, you have far too many cars coming in right next to your festival. You can't do that. That's not good for your safety. So, the combination of those two comments kind of started us with the street closures. 345 01:06:40.280 --> 01:06:55.909 Quinlan Conf Room: And then initially, the complaint mainly that I heard is that if we had a very busy, like, loading, unloading time, that there was some backing up on Stevens Creek, and that residents were frustrated having to wait to get in. And so. 346 01:06:56.010 --> 01:07:01.000 Quinlan Conf Room: From that, we definitely tried to work with the sheriffs, and again, this is where 347 01:07:01.380 --> 01:07:17.610 Quinlan Conf Room: myself, Christina, Randy, some of our key full-time people have come in. They're supposed to be running their own festival with their volunteers, but that's where we would step in and say, you guys need to get them off of Stevens Creek to get them flipped. 348 01:07:17.730 --> 01:07:20.880 Quinlan Conf Room: We… sheriffs let the residents in. 349 01:07:20.880 --> 01:07:40.049 Quinlan Conf Room: you know, if they show you pass, great. If not, ask what their address is and let them in. But then we were definitely monitoring, because we've heard specifically about the parking in the Commons, so Christina and I have done a pretty good job of spot checking, and we'll, like, walk through the Commons to see if it looks like 350 01:07:40.130 --> 01:07:54.499 Quinlan Conf Room: There's any cars parked in front of driveways, and I really have not seen many at all. There may be people that sometimes try to cut in, and they're not actually residents, but we even kind of watch when they come in and they say, oh, I'm here to pick up. 351 01:07:54.900 --> 01:08:10.359 Quinlan Conf Room: I'll look and see, did they go in that first driveway, to see, did they really… were they really here to pick up? Or I'll radio ahead and say, did that person pull in on the second driveway to go into the commons? So, we're kind of spot checking even the people that get let in. 352 01:08:10.740 --> 01:08:18.120 Quinlan Conf Room: You know, and my second question, this is critical, and that's why I'm asking this question, is it's… it goes to the… 353 01:08:18.160 --> 01:08:37.709 Quinlan Conf Room: degree of effort that the staff is putting, and the cost as well. So, just coming back from the clarifying question to the actual discussion question, 783 programs still sounds like a lot to me. 896 is phenomenally high. So, the only reason I bring this up is not as Seema has this personal opinion. 354 01:08:37.710 --> 01:08:50.340 Quinlan Conf Room: There's actually a research program out there by Sheena Ingar from Stanford University that said, when we offer way too many choices, participation and signups actually drop. 355 01:08:50.590 --> 01:09:06.700 Quinlan Conf Room: So there is an optimal, for example, if you have like a thousand channels on a TV, people will watch less than they ever did before. Right. Same thing with this is a lot of choice. Right. Maybe we just look at what are the top categories. 356 01:09:06.710 --> 01:09:16.190 Quinlan Conf Room: And what are the best ones? And just because there's a lot of research already done so might as well benefit from that. So the staff is not overextended. 357 01:09:16.250 --> 01:09:23.719 Quinlan Conf Room: And, the sign-up folks are not feeling overwhelmed, and they're also expending a lot less time on more efficient. 358 01:09:23.979 --> 01:09:34.880 Quinlan Conf Room: Of course, definitely. I will say, again, most of our classes and camps are run through contractors, and so, it's not always as simple as just 359 01:09:35.680 --> 01:09:53.580 Quinlan Conf Room: you're not running that anymore, because we have a contract with them, so we need to kind of see that through. Then when it becomes time to renew, or time for suggestions and submit your classes, that's what they are trying to do, and I think we've seen that we were overextended in the STEM and STEAM classes, so we try to say. 360 01:09:53.779 --> 01:10:13.379 Quinlan Conf Room: may just be fine, because I'm talking of categories, and then reducing that. If you have a hundred class per category, then see, just maybe offer 7 or 10 or 15. And then I'm just bringing my research background here to Heather. 361 01:10:13.530 --> 01:10:21.630 Quinlan Conf Room: and the community. Sure. Thank you. Thank you. Thank you. I'll just do a clarifying thing here. I hear you and I were… 362 01:10:21.750 --> 01:10:26.109 Quinlan Conf Room: I bought less. There's less than a 5% drop. 363 01:10:26.200 --> 01:10:46.340 Quinlan Conf Room: And so the… No, there should actually be more increase. Yeah, yeah. There will be more increase if we reduce it also. We had 896 programs, but only 783 took, but it's less than 5%, so it's not that bad. No, no, no, it's the number of programs. Oh, sure, thank you. I would like to respond to that, because 364 01:10:46.340 --> 01:10:50.920 Quinlan Conf Room: Commissioner Bono, it's not the number of people. I understand there's a number of programs. 365 01:10:51.750 --> 01:10:57.439 Quinlan Conf Room: If it's number of people that signed up, that's perfectly okay. Like a menu or restaurant. No, no, no. 366 01:10:57.440 --> 01:11:14.940 Quinlan Conf Room: It's completely different. It's like, think about it as channels, because there is a… Yeah, we… I hear both of your opinions. No, no, but here's what I'm saying. It's not a matter of Sina's opinion versus Claudia's opinion. It is really a research… Research one, yeah. …studies that have said. So it's an empirical-based study that says. 367 01:11:15.100 --> 01:11:34.129 Quinlan Conf Room: Fewer is more is better because people feel confident about making a decision. I am more confident if I have 10 choices than I have 500 or 800 choices. So my ability or my decision to sign up increases when there's fewer but more meaningful choices. Right. 368 01:11:34.470 --> 01:11:36.860 Quinlan Conf Room: I, I… yeah. Thank you. 369 01:11:37.300 --> 01:11:56.370 Quinlan Conf Room: Awesome. Thank you. Thank you. I have only one question which kind of carry on from. So you said that on earlier again, I know that the the folks from comments are here to really. I got written communications right? So I'm sharing based on that one. 370 01:11:56.370 --> 01:12:06.480 Quinlan Conf Room: So when the sheriff instructions, Christina works with sheriff instructions. So I think based on what I heard is that either the residents are allowed. 371 01:12:06.580 --> 01:12:17.089 Quinlan Conf Room: with the pass without telling them. It is number one number 2. Any other pickups like Uber. Other drivers are there. They also say the address, and the sheriff follow them. 372 01:12:17.510 --> 01:12:31.049 Quinlan Conf Room: That's number 2. You asked that the sheriffs allow them, and when I've been… How, kind of monitors them? You asked them, is it Christian or is not going to be there, but is there any protocol we established with, Sherry? 373 01:12:31.110 --> 01:12:50.689 Quinlan Conf Room: So, I will say that the sheriffs are pretty good. Like, we'll go and periodically check in. Christina, Randy, or myself will go and check in with the sheriffs. Like, like I said, there's been many festivals, like Dilly Hot in June. I was at Anton and Stevens Creek for probably a good 2 to 3 hours at that festival, and so… 374 01:12:50.690 --> 01:13:10.439 Quinlan Conf Room: I'm sort of hand-in-hand, like, hey, don't forget, let them in, don't forget, keep it moving, you know? But, sometimes also, if they're confused at all, they'll, you know, they have Christina's number, and so they'll either text her, or they'll be next to a person that has a radio, and they'll say, hey, you know. 375 01:13:10.440 --> 01:13:20.799 Quinlan Conf Room: we had an unusual situation where they were trying to get in, and but 9 times out of 10, we tell them, just let them in. And I will say I've seen some 376 01:13:21.090 --> 01:13:46.050 Quinlan Conf Room: delivery people have decided not to come in. So, I… and I don't know what to do about that. We've allowed them in, but they've decided not to come in. Yeah, so the other question on that is, in that case, for example, some emergency delivery has to come, right? They order some medicine or whatnot, I mean, there. Is it a residence can call, Christian? Who they call? For sure. If there was ever an issue, and you couldn't get… 377 01:13:46.050 --> 01:13:47.660 Quinlan Conf Room: And they're not allowed. 378 01:13:47.780 --> 01:13:50.880 Quinlan Conf Room: Do they have instruction? Like, I know we give letters to 379 01:13:50.990 --> 01:14:02.380 Quinlan Conf Room: residents, actually the team or leadership team. Do we give enough instruction to them to call residents know that? Oh, there is an on call number, not 3, 1, 1. 380 01:14:02.380 --> 01:14:12.160 Quinlan Conf Room: But there is some other number I can call, because the people are outside and stuck, and I have an emergency medicine to be delivered, and the person is sitting outside. Do we… do they have that information? 381 01:14:12.160 --> 01:14:30.359 Quinlan Conf Room: Well, so, if they have this, it has a number on there. Oh, no, no, what I'm asking, maybe I think I agree. The residents are inside the commons, and the delivery person is outside and got stopped by the sheriff. Yeah. They couldn't, right? So, where are the residents, who they will call? 382 01:14:31.100 --> 01:14:50.880 Quinlan Conf Room: the number on here. On this one? That's Christina's number? That's… whomever is the lead staff person at the festival has… this is a cell phone. It's our building attendant. During the festival, this phone is on and in the hands of the lead person for the festival. 383 01:14:50.880 --> 01:14:54.719 Quinlan Conf Room: And they do everything that they possibly can to answer that phone. 384 01:14:54.760 --> 01:14:56.590 Quinlan Conf Room: And so they could say. 385 01:14:56.960 --> 01:14:59.950 Quinlan Conf Room: I have a delivery person that was just turned away. 386 01:15:00.050 --> 01:15:13.150 Quinlan Conf Room: And I need them to get in. They're an Amazon delivery person, and I need them in. And Christina could then text to the sheriff right there and say. Speaker 5 : We have a delivery person trying to get in. 387 01:15:13.240 --> 01:15:31.249 Quinlan Conf Room: please make sure you let them in, and remind them to let them in. So, if… if we ever heard from that number, then we could make that response. Sorry, yeah, so, please, please, yeah, please, sorry, yeah. Public, yeah, no comments, please, at this point. Thank you. 388 01:15:31.350 --> 01:15:50.989 Quinlan Conf Room: So, the second question on that is a similar way. I know there's particular event reporting and a lot of things, which happened a few days back here. So the, you said the event schedules are typically published earlier, and we know that the… 389 01:15:51.520 --> 01:15:56.159 Quinlan Conf Room: The high volume things are happening, but does that happen at this time? 390 01:15:56.270 --> 01:16:02.130 Quinlan Conf Room: So that we… Sure, the decibels, or our staff were there to measure. 391 01:16:02.270 --> 01:16:20.800 Quinlan Conf Room: the noise level at that time? Did we have the event scheduled for this past Sunday? We did not, from… and that was from, Bubanas for our sister city didn't give us that event schedule, so we didn't know the drummers were coming. I see, so that has to be… I think there is some, process 392 01:16:20.910 --> 01:16:28.010 Quinlan Conf Room: We should try everything to get all the paperwork in order. Okay, no, I'm just trying to find out, because those are the questions. 393 01:16:28.190 --> 01:16:33.519 Quinlan Conf Room: Residents send me a note on these other issues, and I just want to make sure where we are, and 394 01:16:33.520 --> 01:16:53.969 Quinlan Conf Room: what it is. Yeah. I will add that we have a follow-up evaluation with each of the festival organizers. This would be on their evaluation, obviously, that we get their event schedule, and this is exactly the reason why it's important for us to have that event schedule, so that we can say, now. 395 01:16:53.980 --> 01:17:04.470 Quinlan Conf Room: to be honest, if we saw, drummers coming for the event, I don't think that we would have necessarily said, you can't have drummers come, because 396 01:17:04.620 --> 01:17:20.969 Quinlan Conf Room: we pretty much know we have two events. Cherry Blossom usually has the Tyco drummers come, and then, they actually had the drummers come from the India Heritage Festival before. They just, at that time, they performed right behind Quinlan. And so… 397 01:17:20.970 --> 01:17:33.999 Quinlan Conf Room: it wasn't an issue, we didn't get any complaints. If anything gets to us, we always consider it. Okay, yeah, so the last question before, because I wanted to get to the word of communication. So, the last question is. 398 01:17:34.030 --> 01:17:42.390 Quinlan Conf Room: I know you mentioned, Sonya, the, there are 3 areas, Stevens Creek, and then the Middle Field near the amphitheater, and 399 01:17:42.690 --> 01:17:59.899 Quinlan Conf Room: this place. We call this. We kind of internally call this Memorial Park Field. Okay, so predominantly, it looks like we allow these major events with the noise and stuff, either near the Stevens 3 or the amphitheater. 400 01:17:59.900 --> 01:18:05.470 Quinlan Conf Room: not here often, but this is an exception, or did I hear that? No, they… 401 01:18:05.800 --> 01:18:25.669 Quinlan Conf Room: It's not an exception. It's, I would consider it 3 separate areas. Some of them, Cherry Blossom uses all 3. Some of them use one. Kids and Fun Festival pretty much just uses the middle field mainly for all their booths, and their… all their entertainment is in the amphitheater. 402 01:18:26.200 --> 01:18:29.710 Quinlan Conf Room: Rotary Day to Night uses up by Stevens Creek. 403 01:18:29.960 --> 01:18:37.989 Quinlan Conf Room: No, that's okay. No, it's fine. No, it's okay. It's more what they request. A lot of them have moved 404 01:18:38.010 --> 01:18:52.089 Quinlan Conf Room: since the park filled the ponds, most of them have tried to, like, resume their spots closer to Stevens Creek. Yeah, okay. Yeah, this is just a suggestion, and possibly we should seriously think about it, given that if it is very close to these 405 01:18:52.090 --> 01:19:08.590 Quinlan Conf Room: residents, places, and it is causing a noise problem, then you would… Steven's pretty excited on that side, going away from that would help to start with. Again, you will have operational challenges, but it looks like we will be… this is a place where it will be really, really exceptional if it is noise controlled. 406 01:19:09.030 --> 01:19:26.289 Quinlan Conf Room: Yeah, I mean, it's an exception, is the only thing I would clarify there, is that if they request to go onto Memorial Field, and in fact, when we had the Ponds, project, and all of them were on Memorial Park Field, for 2 years, I want to say, and then as 407 01:19:26.290 --> 01:19:32.330 Quinlan Conf Room: When ponds were filled, and the grass was there, and then we gained back an additional field once those ponds were filled, then… 408 01:19:32.330 --> 01:19:44.360 Quinlan Conf Room: the festival organizers started requesting, hey, can we go? Some of them returned back up by Sena Street, some of them were like, hey, this amphitheater field is great, too. And, you know. 409 01:19:44.710 --> 01:20:03.050 Quinlan Conf Room: that's just a different place in the park. It hits a different place in the Commons that makes a lot of noise, right? We'll kind of hear from the people that are on Anton to the back. Yeah. No, I think it's good. I just want to close my thoughts. I think that means we may have to, I think, if it is there, if it is happening here. 410 01:20:03.050 --> 01:20:08.300 Quinlan Conf Room: based on the issues comments we received. So we may have to revise this area. 411 01:20:08.300 --> 01:20:24.470 Quinlan Conf Room: the given schedule has to be published, and if there are any events with the noise generating, then it has to be a visible that has to be there kind of. So I think we can, which gives a confidence to the residents and say that. Oh, okay, the staffs are there to take care of it. Otherwise we'll be. 412 01:20:24.840 --> 01:20:30.129 Quinlan Conf Room: got off, right? So that's… I'm done, I'm gonna wait for it. 413 01:20:30.370 --> 01:20:40.399 Quinlan Conf Room: Commissioner Bonner, you have one of the comments on. So we're talking about everything, fee structure, all of that, and issues as well. What are the remedies? 414 01:20:41.060 --> 01:20:49.210 Quinlan Conf Room: or having an event planner that does not disclose or has not disclosed that type of complaints that we're getting. 415 01:20:49.270 --> 01:21:01.760 Quinlan Conf Room: What can we do to escalate that in order, one, to make sure it doesn't happen? Again, make an example out of it, so that we're all understanding where we're going, but my question more like is. 416 01:21:02.130 --> 01:21:18.490 Quinlan Conf Room: what has the city of Cupertino has as far as what's the next step in stone in order to ensure that this negative feedback that we're getting is being conveyed so that it doesn't happen again, whether it's monetarily, whether or not to have them back again, what's… 417 01:21:18.690 --> 01:21:26.209 Quinlan Conf Room: Yeah, no, that's a great question. So like, I said, we have an event evaluation. And so 418 01:21:26.210 --> 01:21:40.970 Quinlan Conf Room: without naming names, we had a different festival that came in, and we were having more of an issue with them with, like, their wrap-up, let's say, and then, the condition of the park at the end. And so we were out taking pictures. 419 01:21:40.970 --> 01:21:55.879 Quinlan Conf Room: showing them, and we were like, if this doesn't improve next year, then that's going to affect your application for next year. And so we… we made that pretty, clear to them, and I will say that 420 01:21:56.000 --> 01:22:09.329 Quinlan Conf Room: little by little, that, festival has actually now become one of our best festivals as far as, like, following up on all of the items that we request from them. So, but… 421 01:22:09.330 --> 01:22:16.629 Quinlan Conf Room: Yes, we have to go back and we have to meet with them. We certainly will let them know that, like, the drumming and the location of the drumming. 422 01:22:16.730 --> 01:22:34.709 Quinlan Conf Room: did not work well. We wouldn't allow that to happen again next year. We would definitely be asking, hey, are you guys having those drummers? And this is why we asked for the schedule, and that didn't work well where it was. It was too loud, and there's no way to turn down the volume on drummers. So, 423 01:22:35.020 --> 01:22:42.989 Quinlan Conf Room: You know, we try to work with them because we're tasked with working with them the best of our ability, but we certainly give them feedback. 424 01:22:43.490 --> 01:22:48.609 Quinlan Conf Room: But that's a that's a very valid call out. Yeah, please. 425 01:22:49.520 --> 01:22:53.620 Quinlan Conf Room: I see the drummers have a mic. Can we switch off the mic? 426 01:22:54.690 --> 01:23:10.810 Quinlan Conf Room: the drummers that came this last weekend did not have my mic. Okay, I understood it was pretty loud. I was told that the drum itself is so big on it, on the beating on it, like, I'm 30, 40 people, you know, so I don't think that anything could have helped. 427 01:23:10.810 --> 01:23:19.269 Quinlan Conf Room: You know, I so appreciate that you want… that the staff is thinking of solutions, especially for the commons, the traffic part. 428 01:23:19.270 --> 01:23:29.859 Quinlan Conf Room: And just a very quick comment, and I know this forum doesn't allow for that. What is a forum where they can actually meaningfully sit with the staff and say, the current 429 01:23:29.860 --> 01:23:52.889 Quinlan Conf Room: solutions are not working. Can you consider XY and Z, because this is not the forum. Yeah, we just get to speak for 3 min, but it feels like they have a lot more that they want to actually have a discussion. What is the forum for them to be able to do that? We will. We will hold a meeting and invite them. Okay, that's excellent. Thank you. Thank you. Thanks for bringing it up, Swami. I think that 430 01:23:52.890 --> 01:23:56.530 Quinlan Conf Room: We'll end up, given the current situation, so… 431 01:23:56.530 --> 01:23:59.739 Quinlan Conf Room: Thank you. That's… both are great call-outs, appreciate it. 432 01:24:00.260 --> 01:24:03.270 Quinlan Conf Room: So it's done, then I think… 433 01:24:03.470 --> 01:24:13.970 Quinlan Conf Room: no more comments, then I think then we'll move on. So, thank you. Thank you very much. I might add we will hold a meeting. I can't promise that that meeting can happen before Diwali, and we'll… 434 01:24:13.970 --> 01:24:32.160 Quinlan Conf Room: take all the consideration. Well, I think some of those, what the lessons we learned through this meeting, and what you are going to hear from oral communications, so many seniors, or everybody sitting here for more than an hour, I think we will make some changes to them, inform them, and do it. I don't think that immediately, but 435 01:24:32.160 --> 01:24:56.809 Quinlan Conf Room: we are to take this feedback into the next program, which is on 17th right? And I do appreciate that offer. And it's so kind of you, because I know the city staff is doing everything that they can. Thank you for offering and making sure that that will happen. And thank you for your presentation. Yes, amazing. And the work itself. I need to digest a lot of these numbers. I mean, I can't even believe for the small, skinny step. 436 01:24:56.810 --> 01:25:04.999 Quinlan Conf Room: You guys do so very much. That's a call out we need to put on the record. Thank you. Thank you so much. Really appreciate it. 437 01:25:05.300 --> 01:25:24.470 Quinlan Conf Room: Okay, if that is the case, then let's move on to the next item on the business, which is approve the minutes, and then we'll go to overall communication. So approve the minutes. Item number 2, September 3, rd 2026 Park and Recreation Commission Meeting minutes. Our action is to review and approve the September 3rd Parks and Recreation Commission Meeting minutes. 438 01:25:24.470 --> 01:25:34.830 Quinlan Conf Room: Through the chair, I'd like to make a motion to approve the September 2026 meeting minutes. And I second it. Okay, looks like there's no clarification. And no public comments. 439 01:25:35.140 --> 01:25:38.569 Quinlan Conf Room: I think there's no public comments, right, staff? I just want to make sure. 440 01:25:38.870 --> 01:25:41.660 Quinlan Conf Room: Okay, thank you, Commissioner Bonos. 441 01:25:41.760 --> 01:25:44.580 Quinlan Conf Room: Call for a motion, and Commissioner Sonya seconded it. 442 01:25:45.170 --> 01:26:00.519 Quinlan Conf Room: Vote, please. Commissioner Bono? Yes. Commissioner Stanek is absent. Commissioner Swami? Yes. Vice Chair Shrikin? Chair Kumarapan? Yes. Thank you, I appreciate it. So, now let's move on to the… 443 01:26:01.170 --> 01:26:20.390 Quinlan Conf Room: Oh, there's any postman? Postman, that's right. Nothing. Thank you. So let's go to oral communications. So now we'll move on to the oral communications. I need to read this out. This portion of the meeting is a result for persons wishing to address the Commission on any matter within the jurisdiction of the Commission, not on the agenda. Speakers are limited to 3 minutes. 444 01:26:20.940 --> 01:26:28.749 Quinlan Conf Room: In most cases, state law will prohibit the Commission from making any decisions with respect to a matter not on the agenda. 445 01:26:28.850 --> 01:26:46.769 Quinlan Conf Room: The Commission or staff may briefly respond to statements made of questions posed, and the Commissions may request staff to report back at a subsequent meeting. As a reminder, the comments can also be emailed to Park and Recreation Commission at Cupertino.gov. If any member of the public would like to make any comments. 446 01:26:46.930 --> 01:26:49.990 Quinlan Conf Room: Please fill out a speaker card or raise your hand on Zoom. 447 01:26:50.400 --> 01:26:53.009 Quinlan Conf Room: I think so, we have… I can see many. 448 01:26:53.400 --> 01:27:04.330 Quinlan Conf Room: Please, yeah, let's, let's roll in. We have 7 speakers in person. Our first speaker is Nancy Hunton, followed by Carol Gorska, followed by Alyssa Rauch. 449 01:27:04.930 --> 01:27:06.580 Quinlan Conf Room: Christy, Grace, Nancy. 450 01:27:07.650 --> 01:27:09.920 Quinlan Conf Room: to the, activity. 451 01:27:10.050 --> 01:27:11.130 Quinlan Conf Room: Next week? 452 01:27:11.280 --> 01:27:30.709 Quinlan Conf Room: Let me speak first.st They have allocated the time to me, and then I can stand there. I just want to be respectful of the commission. Swami. Just a second. So how many people knew that 453 01:27:30.880 --> 01:27:35.100 Quinlan Conf Room: We have 2 people who yielded their time, so we have 5 speakers. 454 01:27:35.500 --> 01:27:42.830 Quinlan Conf Room: For you. After yielding it, there are points to it. Yes, after yielding it. 455 01:27:42.960 --> 01:27:46.620 Quinlan Conf Room: Yeah. Awesome. 456 01:27:48.380 --> 01:27:51.579 Quinlan Conf Room: Can we? It'll be me, Bridget speaking. 457 01:27:51.720 --> 01:27:58.329 Quinlan Conf Room: Gallo speaking, and, Raj speaking. I also like this. Okay, fourth piece. I'll be quick. 458 01:27:58.460 --> 01:28:02.879 Quinlan Conf Room: But have you filled out the Zoom platform? 459 01:28:03.260 --> 01:28:06.029 Quinlan Conf Room: So let's go one by one. 460 01:28:06.130 --> 01:28:18.059 Quinlan Conf Room: Lindsay needs to organize this, so can you take a moment, to get yourself… Do you need to help connect dots, Lindsay? 461 01:28:18.810 --> 01:28:28.230 Quinlan Conf Room: I have Nancy yielding your time to Carl, correct? I have Alyssa Rauch yielding her time to Brijesh Kenna. 462 01:28:28.540 --> 01:28:32.810 Quinlan Conf Room: And then I have a Raju Artis Saval. 463 01:28:33.700 --> 01:28:36.070 Quinlan Conf Room: And then I have Nori. 464 01:28:36.470 --> 01:28:42.239 Quinlan Conf Room: Not easy to read, to me. Not easy. Not easy to read. 465 01:28:44.160 --> 01:28:47.240 Quinlan Conf Room: And then there's a foot speaker. Sorry I didn't realize. 466 01:28:53.410 --> 01:28:56.080 Quinlan Conf Room: Which… Sure. 467 01:28:57.850 --> 01:28:58.650 Quinlan Conf Room: Oh. 468 01:28:59.230 --> 01:29:02.520 Quinlan Conf Room: Okay, so our first speaker is Carol Korska. 469 01:29:03.400 --> 01:29:04.859 Quinlan Conf Room: You want to go first or you? 470 01:29:06.280 --> 01:29:13.810 Quinlan Conf Room: Hello, I'm Carol Borska, and I live at the Commons, the community directly across Alvin's Memorial Park and Quinlan Center. 471 01:29:13.920 --> 01:29:22.039 Quinlan Conf Room: I and many other homeowners and residents who live at the Commons get very frustrated every time there's a festival. 472 01:29:22.260 --> 01:29:24.660 Quinlan Conf Room: Our interaction is 1-1-M. 473 01:29:25.400 --> 01:29:39.039 Quinlan Conf Room: Many of us are working full-time and raising kids, not me personally, but I was there at one point. And weekends are when we can run errands, we can have friends over, or have a newborn pick us up before going out to dinner where we might drink. 474 01:29:39.160 --> 01:29:44.559 Quinlan Conf Room: All of this becomes difficult or impossible because of the restricted access to our homes. 475 01:29:44.860 --> 01:29:53.959 Quinlan Conf Room: Sometimes you're given a hard time and treated like criminal trespassers by the police when trying to get returned home. And that's happened recently. It's happened this year. 476 01:29:54.070 --> 01:30:04.589 Quinlan Conf Room: and it's often not easy to get around the vehicles that have blocked Anton Way. So as you enter from Stevens Creek, you might have to maneuver and risk being rear ended. 477 01:30:05.230 --> 01:30:15.830 Quinlan Conf Room: Our mail has gone undelivered some festival Saturdays. Delivery trucks are prohibited for vending, but that's what we thought, because we mispack it to this regular… we didn't… we can't tell if they can't make it. 478 01:30:16.090 --> 01:30:28.930 Quinlan Conf Room: We don't get our packages. Uber drivers are denied access, as our friends who want to visit us… as are our friends who want to visit us on festival days. We just can't entertain on festival days. 479 01:30:29.000 --> 01:30:40.579 Quinlan Conf Room: When our daughter was getting married October 12, 2019, at the Saratoga Country Club, the groom forgot something important, so a cousin volunteered to retrieve it from our home. 480 01:30:40.580 --> 01:30:54.619 Quinlan Conf Room: 15 minutes later, we got a panicked call from him saying he was on the corner, but the police wouldn't let him enter. The father of the bride had to come with his ID to gain entrance. Not the kind of stress you want on your daughter's wedding day. 481 01:30:54.960 --> 01:31:08.799 Quinlan Conf Room: I believe this traffic mess began originally because Commons residents didn't want festival goers parking in the spaces reserved for Commons guests inside our private community. Personally, I'd much rather deal with that problem than what we deal with now. 482 01:31:09.130 --> 01:31:22.959 Quinlan Conf Room: Every few years, this is, like, every 3 years, I've been here at least 3 times, maybe 4. We have… a group of us residents have made an appointment with Parks and Rec to discuss our issues with the festivals, which also include noise. 483 01:31:23.130 --> 01:31:30.750 Quinlan Conf Room: Things get better for a short time, then revert, and we have to do it again. We're tired of that, and it feels like the city is our enemy. 484 01:31:31.450 --> 01:31:41.619 Quinlan Conf Room: A few years ago, we proposed an alternate traffic solution, which the city tried one time only, and then reverted back to the one-way restricted access. 485 01:31:41.740 --> 01:31:45.880 Quinlan Conf Room: Commons residents like the solution as they got to try one time. 486 01:31:46.470 --> 01:31:53.490 Quinlan Conf Room: When I asked Parks and Recreation why they didn't continue to use the new way, I was told that it had been determined that it was a safety issue. 487 01:31:53.880 --> 01:32:02.529 Quinlan Conf Room: Whose safety are we talking about? Is it safe to block a lane of traffic on Stevenson Boulevard at the intersection with Anton Way? It sure doesn't feel like it. 488 01:32:02.830 --> 01:32:11.710 Quinlan Conf Room: We ask this commission for a saner and more considerate solution. We hope you can help us in some way. And by the way, you could tell the… 489 01:32:11.710 --> 01:32:24.169 Quinlan Conf Room: We were leaving on Saturday to go to somewhere, and there was a huge truck unloading like 100 drums. I mean, it was ridiculous. That shuffle was going to be too loud. 490 01:32:24.750 --> 01:32:28.329 Quinlan Conf Room: So if there are people there on your staff, they should have some bathrooms. 491 01:32:30.070 --> 01:32:32.239 Quinlan Conf Room: Thank you. Thank you. 492 01:32:32.700 --> 01:32:33.400 Quinlan Conf Room: Oh. 493 01:32:33.970 --> 01:32:37.389 Quinlan Conf Room: Thank you, Carol. I appreciate it. Next speaker. 494 01:32:37.890 --> 01:32:54.830 Quinlan Conf Room: Okay, so we have Alyssa Rauch, who's yielding their time to Brijesh, and Nori, who is yielding their time to Brijesh, so our next speaker is Brijesh, with 9 minutes. No, I don't think I'll need that kind of time. So, first of all, my name is Brijesh Khanna, I'm a resident of Commons. 495 01:32:54.830 --> 01:33:01.229 Quinlan Conf Room: More specifically, 10103, Senate Way in Cupertino, which is right across 496 01:33:01.470 --> 01:33:12.310 Quinlan Conf Room: I happen to be the president of the Homeowners Association, also for Commons of Cupertino, but today I'm speaking as an individual, in individual capacity. 497 01:33:12.310 --> 01:33:22.519 Quinlan Conf Room: Okay, but I have 8 residents over here, and we had a short time, I could have gathered 35 residents here who would be saying almost the same thing. 498 01:33:22.870 --> 01:33:33.639 Quinlan Conf Room: So, my objective today is to present the hardship and the inconvenience being faced by the residents of Puma Commons. 499 01:33:33.830 --> 01:33:35.090 Quinlan Conf Room: Date guests? 500 01:33:35.230 --> 01:33:39.350 Quinlan Conf Room: Vendors, service providers, delivery providers. 501 01:33:39.480 --> 01:33:50.189 Quinlan Conf Room: mainly because of 2 situations. One is the traffic restrictions. B is the noise level to the festival of Clan Memorial Park. So those are the 2 issues. 502 01:33:50.330 --> 01:33:59.650 Quinlan Conf Room: Now, I really appreciate what the presentation was made on Parkson, you know, especially the festivals. 503 01:33:59.980 --> 01:34:02.750 Quinlan Conf Room: But I just do want to point out. 504 01:34:03.160 --> 01:34:06.890 Quinlan Conf Room: I don't think we have a disagreement, but there's a disconnect. 505 01:34:06.930 --> 01:34:22.040 Quinlan Conf Room: Okay? While you may think everything is working fine, we think everything… everything is not working fine. Okay? That's the kind of disconnect here. So I want to lay it out that we need to work together and find a solution. 506 01:34:22.040 --> 01:34:29.990 Quinlan Conf Room: Right? And I'm going to suggest a solution. So, please don't take it personally, and this is all professional. 507 01:34:30.220 --> 01:34:40.330 Quinlan Conf Room: The point is, we have a major disagreement based on the presentation that we saw. Intentions are good. I'm not questioning the intentions. 508 01:34:40.610 --> 01:34:51.179 Quinlan Conf Room: So, let me also be clear that we support the usage of Memorial Park for festivals, okay? We are not attempting to stop the festivals, more the better. 509 01:34:51.280 --> 01:35:06.380 Quinlan Conf Room: However, the traffic restrictions are causing a problem. And here are the examples. I think Carol also mentioned those examples. One is homeowners and their guests, vendors, service providers, and delivery people are unable to enter. 510 01:35:06.390 --> 01:35:20.230 Quinlan Conf Room: Okay? The commons, unless they… they cannot enter commons unless they have a pass, or they plead to the traffic police. Now, which may or may not work. There are times it has not worked. 511 01:35:20.270 --> 01:35:27.900 Quinlan Conf Room: And especially the wedding that she's talking about, it was my daughter's wedding. I had to rush from Saratoga Country Club. 512 01:35:27.900 --> 01:35:42.320 Quinlan Conf Room: to access some stuff that we left out. So there are practical, real reasons that we were not allowed to enter, and it was happening. See, those cops are tough people, you know, their job is not… 513 01:35:42.430 --> 01:35:47.749 Quinlan Conf Room: All right, and they say, nope, and then you can't do anything, you can't get into a confrontation with them. 514 01:35:48.110 --> 01:35:49.180 Quinlan Conf Room: So 515 01:35:50.340 --> 01:36:00.840 Quinlan Conf Room: So, look, the Amazon deliveries have not been taking place on Saturdays. Just not taking place. My medicine delivery was supposed to come from CVS. 516 01:36:01.250 --> 01:36:06.949 Quinlan Conf Room: They didn't even inform. No delivery, no delivery, unable to deliver. You know, that kind of a thing we get. 517 01:36:07.220 --> 01:36:26.669 Quinlan Conf Room: I had to go to the airport, the Uber was not allowed to come in. I'm on the phone with the Uber guy, hey, stay there. I pick up all my luggage, lug it to Stevens Creek, which is 2 blocks away, and then catch my Uber to the airport. These are practical things, these are realistic things. If you want dates and times, I'll be able to produce them. 518 01:36:26.670 --> 01:36:29.549 Quinlan Conf Room: Okay, our guests have been, turned away. 519 01:36:29.840 --> 01:36:40.849 Quinlan Conf Room: Look, to be honest with you, this one-way traffic is not working. It's just not working. This… we… what we are looking for is a free… free of… 520 01:36:40.970 --> 01:36:44.849 Quinlan Conf Room: Traffic and free flow of entrance to our homes. 521 01:36:45.090 --> 01:36:54.959 Quinlan Conf Room: So, I think the noise situation is there, but that's a solvable problem. I think your bigger problem is this traffic and our access to our homes. 522 01:36:55.400 --> 01:37:13.319 Quinlan Conf Room: So, what are we looking for? What we're looking for is a free flow of unrestricted, I'm going to repeat the word, unrestricted traffic to commons, to its residents, vendors, guests, and delivery providers. That's what we're looking for. Unrestricted access. It's our home. 523 01:37:13.320 --> 01:37:17.740 Quinlan Conf Room: Okay, so, then we are also looking for 524 01:37:17.750 --> 01:37:27.279 Quinlan Conf Room: Entry from both sides, unrestricted, both from Alvis as well as the Anton Way, right? This one-way business is not going to work. 525 01:37:27.330 --> 01:37:44.870 Quinlan Conf Room: And the pass system needs to go. I know, you've designed a system. Hey, show us a pass, we'll let you in. But why do we have to show a pass to get into our own home? Because it is causing a massive amount of restriction there, okay? Whether you'll be allowed or not. You forget the pass, you're in trouble. 526 01:37:45.090 --> 01:38:00.430 Quinlan Conf Room: So, this pass system needs to go, okay, and of course, the noise levels need to be monitored. So here is the solution I'm going to recommend. Not a complete solution, it's an outline of a solution, which is… 527 01:38:00.700 --> 01:38:07.180 Quinlan Conf Room: I think, in an attempt to satisfy everyone, you kind of overcomplicated the solution. 528 01:38:07.320 --> 01:38:17.890 Quinlan Conf Room: Okay, sometimes they're very, very simple solutions to big problems. And I'm going to propose a very simple solution. Look, if you have signs which 529 01:38:17.890 --> 01:38:29.750 Quinlan Conf Room: You can have, both on the Alvis side and on the Anton Way side, which says simple thing, entry restricted to the residents, guests, and vendors of the Commons of Cupertino. 530 01:38:29.840 --> 01:38:34.119 Quinlan Conf Room: Which means, or you can also say, no entry for anybody else. 531 01:38:34.150 --> 01:38:53.770 Quinlan Conf Room: So you've solved a major chunk of the problem there, and then if you have signs, which clearly say along the Anton Way and Alves, no parking or stopping. I think on Anton, you already have it, but if you, on those days, if you put those foldable signs that no stopping, no parking. 532 01:38:54.300 --> 01:39:12.369 Quinlan Conf Room: there will be some people who still try to enter, but they can't park anyway. And then, of course, the third thing you're already doing, which is you're putting signs in front of Commons that, the, there's no festival parking, which is fine. So, by just putting those signs. 533 01:39:12.500 --> 01:39:24.720 Quinlan Conf Room: I believe you would have solved 90% of the problem. You'll never be able to solve this problem 100%, believe me. Okay. But if you can solve 80 to 90% of these problems. 534 01:39:24.720 --> 01:39:36.649 Quinlan Conf Room: All right. And instead of cops stopping the traffic, the cops just sit there and monitor who all are breaking the law of entering or trying to enter into commons for parking in the. 535 01:39:36.650 --> 01:39:54.349 Quinlan Conf Room: for the festival parking. And like Carol said, we'll be happy to, yeah, we'll be happy to solve our parking problem. I know it's not going to go away, it may increase, but I think we can live with that. But this entry 536 01:39:54.870 --> 01:40:04.179 Quinlan Conf Room: No, we do not want any restrictions to entry to our homes. These are our homesteads. We want free entry into our homes. 537 01:40:04.610 --> 01:40:05.610 Quinlan Conf Room: Thank you. 538 01:40:06.640 --> 01:40:09.500 Quinlan Conf Room: Yeah, I can give you the rest of the time. 539 01:40:11.210 --> 01:40:12.430 Quinlan Conf Room: The books. 540 01:40:20.150 --> 01:40:20.920 Quinlan Conf Room: Oops. 541 01:40:20.920 --> 01:40:21.480 Audio shared by Timer: them. 542 01:40:21.990 --> 01:40:22.660 Quinlan Conf Room: Yes. 543 01:40:26.750 --> 01:40:42.060 Quinlan Conf Room: Okay, our next speaker is Raj Kumar Sahal. So, I think that's where I think the… I think… Oh, that was where the… Aarti is also… Yeah, I wasn't with us, but I… I can try to stop. 544 01:40:42.250 --> 01:40:53.450 Quinlan Conf Room: So let's do, then, only one other, because nobody's time has been already… Yeah, nobody's time has been… So now Arti's time is 2 hours. Okay. Got it. I think he has 6 months then, right? 545 01:40:54.210 --> 01:41:04.029 Quinlan Conf Room: So that would be 7 minutes and 30 minutes. 546 01:41:05.470 --> 01:41:13.300 Quinlan Conf Room: Yeah. All right. Good evening. My name is Ralph Mert Samuel, and I live in the Commons neighborhood, immediately adjacent to 547 01:41:13.370 --> 01:41:28.539 Quinlan Conf Room: Memorial Park, probably we're the closest house to the field with the drumming. Want to make it clear, we really support community events. Bought the house, we've been to festivals before we bought the house, so we're not… this is not new, but things have been… 548 01:41:28.540 --> 01:41:35.479 Quinlan Conf Room: Things are changing. We support community events, but these events have to coexist reasonably with the people who live next to the park. 549 01:41:35.570 --> 01:41:50.829 Quinlan Conf Room: There are two issues that I want to bring up. Both of us have raised the same issues. Access to our homes and excessive noise during the weekends at Memorial Park, during the festivals. Others have already spoken about access. That is definitely the number one. 550 01:41:50.900 --> 01:42:09.810 Quinlan Conf Room: issue, like, but noise is also a significant issue. I'll start with noise, I'll also talk about access issues. So, I'm gonna take the festival on September 27th as an example, but this is just an example. It happens now and then. Some are extreme, some are mildly annoying, but… 551 01:42:09.860 --> 01:42:20.969 Quinlan Conf Room: It's just an example. So the 27th Pura Fest amplified sound and large drumming became so intense that normal activity inside our homes was extremely difficult. 552 01:42:21.010 --> 01:42:40.890 Quinlan Conf Room: Imagine dozens of drummers. I counted at least 40 to 50, playing synchronously, in direct line of sight. We can actually see them. We saw the drums in the morning, and I don't know if the, city officials were there and noticed it, but if you see party drums, I don't know why, in the morning. Party drums today, we gotta leave today. 553 01:42:40.950 --> 01:42:52.130 Quinlan Conf Room: There is no way you're gonna have party drums and not violate city regulations. Anyway, 100 feet from our home, we could not comfortably sit inside our home. 554 01:42:52.490 --> 01:42:54.130 Quinlan Conf Room: Forget going in the backyard. 555 01:42:54.190 --> 01:43:07.499 Quinlan Conf Room: Even without the drumming, and this is a constant with a lot of festivals, I don't know if it's actually under the city-mandated things, but you should sit inside a house to see how bass travels from an amplified music. It's actually even more annoying. 556 01:43:07.560 --> 01:43:17.079 Quinlan Conf Room: If you open the windows, it might be okay. You shut the windows, the only thing you hear is boom, boom, boom, all the time. Every weekend, it's like we, you know. 557 01:43:17.140 --> 01:43:35.370 Quinlan Conf Room: involuntarily being dragged into a nightclub. Maybe some people like that, but I don't know. That's not for us, right? And this is not a one-time thing. Same thing happened about a few years ago, I think there was a one-off holy event. The base vibration was so strong that the pictures on our walls started rattling. 558 01:43:35.660 --> 01:43:40.449 Quinlan Conf Room: Well, I'm not. I'm not pretty. I might even have a video of that. I I call the sheriff every time. 559 01:43:40.650 --> 01:43:47.369 Quinlan Conf Room: And this is another example of a broken process. We complain, but that doesn't seem to go anywhere, right? We complain, we say there's noise. 560 01:43:47.370 --> 01:44:03.420 Quinlan Conf Room: The sheriff says, can I come? I might not come. I actually called on the day of the drumming, and this is a little… there seems to be a disconnect between what we think we're doing and what is actually happening on the ground. We saw the drums, the drums weren't stopped there. We called the sheriff, the sheriff said, yeah, I can come, I will measure. 561 01:44:03.420 --> 01:44:12.270 Quinlan Conf Room: The presentation seemed to claim that there's always measurement. The sheriff explicitly told me, no, city staff does not measure. I can come and measure if you make a criminal complaint. 562 01:44:12.300 --> 01:44:28.430 Quinlan Conf Room: I don't want to escalate into it or anything, right? We see it wrong, we think it's gonna, you know, why do we put the residents… oh yeah, they will tolerate it, let's not infringe on these performance. I see the disconnect over that, right? This is not a one- time problem, only when it happened. 563 01:44:28.660 --> 01:44:46.309 Quinlan Conf Room: anytime you have amplified music, there is no sound barrier between the Memorial Park and our homes. Anytime we have amplified music, it's okay. And to be clear, this is not true of all festivals, right? Like I said, we enjoy festivals. There are some festivals that are very quiet. The traditional festivals that we've had, like, I think the. 564 01:44:46.320 --> 01:44:55.860 Quinlan Conf Room: the Cherry Blossom Festival. It's really great. There are stalls, people talking, people having fun. I mean, if we want to build community, I think we'll build more community by having this. 565 01:44:56.170 --> 01:45:01.250 Quinlan Conf Room: people actually can talk instead of, you know, listening to booming music from Temple of Heights. 566 01:45:01.380 --> 01:45:14.929 Quinlan Conf Room: Anyway, problem is definitely high-powered music, heavy bass, unstable running, on a field immediately adjacent to homes with no sound effect, no sound barrier. This activity is simply not appropriate for location. 567 01:45:15.210 --> 01:45:29.430 Quinlan Conf Room: The city already has no noise standards, but there appears to be little proactive monitoring during events. I'm sorry if that's happening, but I've lived here for 12 years, and nobody has come onto my property line to measure it, and I've made probably, like, 3 or 4 complaints this year. 568 01:45:29.500 --> 01:45:36.109 Quinlan Conf Room: So if there was a system that's working, there would be somebody who showed up the next event and asked me for my problem. 569 01:45:36.370 --> 01:45:41.349 Quinlan Conf Room: There also seems to… I think there are phone numbers, but I think we should do more. 570 01:45:41.650 --> 01:45:43.690 Quinlan Conf Room: To make sure that somebody can be reached. 571 01:45:43.800 --> 01:45:48.089 Quinlan Conf Room: Okay, that's about the noise. I'm going to go on to the access issue. 572 01:45:48.420 --> 01:46:07.230 Quinlan Conf Room: During festivals, I want to second everything that everybody says. I have experienced it first time, my wife has experienced it first time, we've all experienced it. For residents with disabilities, elderly residents, and anyone dependent on caregivers, this is just not an inconvenience, right? This is an accessibility and safety issue. 573 01:46:07.260 --> 01:46:18.379 Quinlan Conf Room: I think we're claiming to solve one safety issue, we're actually creating other safety issues. How do we expect somebody coming to a disabled or elderly person, do you think the delivery driver is actually going to know to call you? 574 01:46:18.680 --> 01:46:24.519 Quinlan Conf Room: If there is a scheduled medicine, if there's, like, say, diabetes medicine coming from a healthy person, who's gonna take care of that? 575 01:46:24.960 --> 01:46:36.549 Quinlan Conf Room: I don't think the cops seem to have any sort of, you know, discretion. I've actually been treated like a criminal. This is really funny, I need to tell you this. This was an outlier cop, most of the cops are okay, but this happened once. 576 01:46:36.600 --> 01:46:47.650 Quinlan Conf Room: I had a printed pass, I printed it at home on a black and white printer, and literally the cop harassed me for 10 minutes because I didn't have it printed in the right color. 577 01:46:47.780 --> 01:46:56.360 Quinlan Conf Room: And I had my driver's license with me. I don't want to… I'm a US citizen, I'm a taxpaying US citizen. I don't want to be treated like a criminal to enter my house. 578 01:46:56.540 --> 01:47:00.570 Quinlan Conf Room: And I think you should experience to see how it feels for yourself. 579 01:47:00.850 --> 01:47:11.350 Quinlan Conf Room: That was, I guess, the lowest experience that I've had. And if your city, the city that you pay taxes to, puts together a system that periodically subjects you to that. 580 01:47:11.590 --> 01:47:13.159 Quinlan Conf Room: I think we can do better. 581 01:47:14.240 --> 01:47:20.900 Quinlan Conf Room: We support the festival, and I think keeping illegal part of, parking out of the commons is… is a valuable goal, right? 582 01:47:20.990 --> 01:47:39.920 Quinlan Conf Room: But that's a secondary goal. Access to homes is… I find it a little funny. I think if you come and mark that there are nobody parking in the guest parking, that's because nobody's allowed inside. Of course, there won't be any cars if you don't let anybody inside, so we've solved… So the cure is worse than the disease here, and now we're claiming victory because there's nobody parking. 583 01:47:39.920 --> 01:47:45.640 Quinlan Conf Room: So, I think we're not really measuring outcomes. I think intentions are great. We try to solve a problem. 584 01:47:45.640 --> 01:47:57.689 Quinlan Conf Room: We tell the sheriffs, we tell the cops, but what really matters is outcomes, right? Not intentions. So anyway, let me wrap it up quickly. So first, I want the Commission to recommend and consider four things. 585 01:47:57.850 --> 01:48:07.999 Quinlan Conf Room: First, guarantee reasonable access for residents, their guests, caregivers, deliveries, and service providers. The current rigid pass system needs to be replaced with something workable. 586 01:48:08.340 --> 01:48:13.349 Quinlan Conf Room: Second, prohibit amplified music, bass, and high decibel activities. 587 01:48:13.570 --> 01:48:26.299 Quinlan Conf Room: like drumming on the field adjacent to residences, and actively monitor noise during major events. Third, I think we need to establish a reasonable limit on the frequency and intensity of large events at Memorial Park. 588 01:48:26.460 --> 01:48:43.439 Quinlan Conf Room: Festivals do add to the cultural life of the larger Bay Area community, but also take the park away from general recreational use by the local community. Therefore, there has to be a balance, and you can't keep going on. And fourth, make feedback from surrounding residents before and if events on ongoing national. 589 01:48:43.630 --> 01:48:47.630 Quinlan Conf Room: That's it. Thank you. Thank you very much. Thank you, I appreciate it. 590 01:48:48.330 --> 01:48:49.809 Quinlan Conf Room: Oh, sorry. 591 01:48:50.400 --> 01:48:54.190 Quinlan Conf Room: You okay? Oh, that's a magnet, I believe. 592 01:48:55.460 --> 01:48:58.780 Quinlan Conf Room: Is it a mic? 593 01:48:58.990 --> 01:49:10.550 Quinlan Conf Room: Okay, our last speaker is Banny Wall. Barry Wall. 594 01:49:11.890 --> 01:49:12.770 Quinlan Conf Room: Okay. 595 01:49:13.640 --> 01:49:33.540 Quinlan Conf Room: Okay. Hi, I'm Barry Wall, also a resident of the Commons. Our house backs up to the, park facing the amphitheater, so we have the best backyard in the city. First, I want to say I enjoy the events in the park. I'm glad to see that the park gets used. The use has definitely gone up from when we moved here 20 years ago, so it's… 596 01:49:33.540 --> 01:49:43.879 Quinlan Conf Room: It definitely seems more lively, so really appreciate that. And, you know, if we have more events that are well-managed, that's great. So it's… it's not an event issue. 597 01:49:43.960 --> 01:49:55.470 Quinlan Conf Room: I won't get into… everyone here's kind of articulated the… why they don't like the traffic flow and the inconvenience of that, but I did have something 598 01:49:55.690 --> 01:50:12.760 Quinlan Conf Room: I wanted to kind of just… slightly different perspective I wanted to add here. Recently, I worked an event, as a part of Cupertino Rotary volunteering at the Fall Festival. So I was the guy in the street direct… one of the two guys in the street directing the 599 01:50:12.760 --> 01:50:31.170 Quinlan Conf Room: the vendors for unloading. I worked with Wendell for, like, the check-in and guiding them to the unloading area, and there's probably 100-plus vendors or so that we had. We guided them to the parking area by the solar panels. I think they did some unloading on the other side of the senior center. 600 01:50:31.190 --> 01:50:47.229 Quinlan Conf Room: There wasn't really any street unloading to worry about. I think there's a couple big trucks with the petting zoo animals that obviously have to unload there. I don't know if they… I can't remember if they kept the trucks there or they moved them during the day. 601 01:50:47.230 --> 01:50:55.759 Quinlan Conf Room: Yeah, there'd be a 30-minute unloading where it's not practical to walk the animals all the way across. For the most part, the unloading and loading goes 602 01:50:55.760 --> 01:51:02.139 Quinlan Conf Room: takes place, not in the street. And so, in terms of looking at these. 603 01:51:02.570 --> 01:51:07.210 Quinlan Conf Room: these big and medium-sized events. We don't really need. 604 01:51:07.430 --> 01:51:11.570 Quinlan Conf Room: We've got the… sorry, I lost my place here. 605 01:51:11.640 --> 01:51:23.740 Quinlan Conf Room: Let me get to the shoot. I hate doing this off of my but I think we could find a solution where we can do, you know, accomplish the unloading and the unloading. 606 01:51:23.740 --> 01:51:41.850 Quinlan Conf Room: And there are other reasons that were there, along with keeping the street access, and it is an inconvenience. I know we don't get mail on Saturday, but I usually don't get much interesting in the mail, so that's not a big deal, but we probably also… I've been affected by the packages, but I haven't noticed it as much. 607 01:51:41.850 --> 01:51:54.409 Quinlan Conf Room: And… but I think we could find a solution. We could have some people kind of posted to keep the, you know, the… out of the traffic, kind of like what we used to years ago, just, you know, not going into the commons to park. 608 01:51:54.410 --> 01:52:03.309 Quinlan Conf Room: Along with kind of keeping the street access. I did find the police officers, in my case, they were very polite and efficient, so I appreciate that. 609 01:52:03.310 --> 01:52:16.709 Quinlan Conf Room: But also, when I was unloading and loading, there were some pickleball players who got past the police thing, and we did have people, like, stopping, even with all of this, in the middle of the road, unloading Boy Scouts, so we kind of… 610 01:52:16.770 --> 01:52:17.690 Quinlan Conf Room: Okay. 611 01:52:17.830 --> 01:52:23.819 Quinlan Conf Room: We have no remaining speakers. Okay, thank you so much, I appreciate it. 612 01:52:23.960 --> 01:52:31.240 Quinlan Conf Room: And I, I think, We might allow just a comment, a brief comment. 613 01:52:31.310 --> 01:52:43.979 Quinlan Conf Room: from a commissioner, so, Commissioner Bonner, you… Yeah, I just wanted to… My two-second… two-cents, comment. It seems to me that special accommodation and consideration should be made to the comment. 614 01:52:43.980 --> 01:52:48.690 Quinlan Conf Room: My understanding is we do have a president of an HOA that represents many 615 01:52:48.690 --> 01:53:10.609 Quinlan Conf Room: of the resident at the same time, so it seems to me that, like you mentioned, a meeting is mandatory, but it sounds to me that if I was myself a resident of the Common, I would want a meeting with the city and also with the sheriff to have a clear understanding of what can be done that day to avoid or mitigate any of all these issues, and a special task. 616 01:53:10.610 --> 01:53:18.259 Quinlan Conf Room: Yeah, with the phone number, but also code enforcement, that day should something does not go well, because that way we may… 617 01:53:18.260 --> 01:53:31.370 Quinlan Conf Room: a better situation of who are those trespassers that are not doing things they're supposed to do, so that we can keep a… because, again, we cannot be everywhere, but I'm sure, as a resident, I can say that 618 01:53:31.490 --> 01:53:39.349 Quinlan Conf Room: the city cannot take over what the police decides to do, so there's various levels here, and I think it's… it could be… 619 01:53:39.360 --> 01:53:54.359 Quinlan Conf Room: resolvable. Thank you. I just need to caution us about getting too deep into… Oh yeah, no, that's what I said. So only a comment, a very brief comment, because we are not supposed to discuss in detail, but thanks for your comment, and then… 620 01:53:54.590 --> 01:53:57.030 Quinlan Conf Room: thinking that I can allow him to. 621 01:53:57.610 --> 01:54:17.540 Quinlan Conf Room: I just do want to talk about the sheriff issue, because I'm so appreciative of the city staff saying they will have the conversations. I'm assuming even more than one conversation, because it'll be quite a bit of back and forth. But maybe the sheriff needs to attend as well, because hearing this, it's not something solvable by just by the city staff. 622 01:54:17.540 --> 01:54:19.119 Quinlan Conf Room: And I'm respectful of that. 623 01:54:19.120 --> 01:54:21.600 Quinlan Conf Room: So maybe that is an important part to. 624 01:54:21.900 --> 01:54:24.240 Quinlan Conf Room: Thank you. Okay, thanks so much. 625 01:54:24.340 --> 01:54:39.779 Quinlan Conf Room: Yes, okay. Quick one. A quick one. Is it possible to add this as an agenda item for us to brainstorm on solutions? We will discuss it at future agenda items. No, no, I'm just asking to stay with this topic. 626 01:54:39.850 --> 01:54:57.439 Quinlan Conf Room: to discuss this further, to come up with a proposed solution, how can we come up? No, no, so yes, thanks for your input. One I discussed with the staff, and one for a future agenda item, possibly for next month. We can add it or not, I will discuss it. But I will take your input. 627 01:54:57.560 --> 01:55:15.029 Quinlan Conf Room: I think before that, they need to connect a lot of things. Yeah, yeah, yeah. But I understand. My question is, is it agenda- able? Yeah. Yeah. I would say that that would probably be operational, and since we will meet directly with them, then we'll brainstorm with them. Okay. 628 01:55:15.030 --> 01:55:20.650 Quinlan Conf Room: Yeah, what can be? Can I, Sonia? So what can be agendized? Let the staff report again. 629 01:55:21.270 --> 01:55:27.700 Quinlan Conf Room: to discuss on what happened. We will not go into the operational how to do it, because 630 01:55:27.730 --> 01:55:44.859 Quinlan Conf Room: Our policy is, we are asking to put the right policy based on what we heard, so we will advise, and we will ask the staff to work on the policy, but they will work with the residents and HOA teams, and they come back, and they will present us back, live on it. 631 01:55:45.210 --> 01:56:01.929 Quinlan Conf Room: Sonya can just facilities director. I'm going to present just on it. Oh, it's you now? Okay. Whoever can present us back onto it, then we can. We will listen. But I hear you, but it won't be an item to discuss, but it'll be enough to do that. Awesome. 632 01:56:02.550 --> 01:56:21.500 Quinlan Conf Room: Can I ask a clarifying question? Please. Because we won't… probably be able to have that meeting before Diwali, just by a show of hands, if I could, understand how many of you received the email from Christina and the resident pass from Christina. 633 01:56:21.780 --> 01:56:25.750 Quinlan Conf Room: You're asking the… Of the people that are here. 634 01:56:25.800 --> 01:56:38.780 Quinlan Conf Room: No, we have not received it. No, nothing. You've not received anything? For last Saturday, we did, yes, but not… not… Just a clarifying question, if I can just… 635 01:56:38.780 --> 01:56:51.920 Quinlan Conf Room: Nothing's been sent out for Diwali yet. The question is, we don't anticipate being able to have a meeting before Diwali, but we'd like to confirm that you are at least getting our messaging for other events. 636 01:56:52.240 --> 01:56:53.180 Quinlan Conf Room: No. 637 01:56:53.300 --> 01:56:59.289 Quinlan Conf Room: So we don't know the list of events that are going to happen so that we can be prepared. We don't forget that information. 638 01:56:59.430 --> 01:57:00.540 Quinlan Conf Room: Can I ask… 639 01:57:01.510 --> 01:57:13.089 Quinlan Conf Room: Rob Rockenbush? Rockenbush? Yep. We were asked to submit communications to him, and that he then forwards 640 01:57:13.250 --> 01:57:16.400 Quinlan Conf Room: messages from Christina to be. 641 01:57:16.750 --> 01:57:24.720 Quinlan Conf Room: Yeah, I just wanted to clarify… No, and then, how many people have a resident pass in hand? 642 01:57:25.280 --> 01:57:29.270 Quinlan Conf Room: Well, in my car. You have a resident pass somewhere. 643 01:57:29.630 --> 01:57:33.670 Quinlan Conf Room: Nobody has a resident pass? 644 01:57:34.700 --> 01:57:42.260 Quinlan Conf Room: Yeah. You have some resident pass that lives… You should get something. Okay. All right. Not an email. 645 01:57:42.710 --> 01:57:51.539 Quinlan Conf Room: So I just want to make sure everybody that has that resident pass knows that you can refer to the phone number on that resident pass to reach staff for Diwali. 646 01:57:52.020 --> 01:58:10.290 Quinlan Conf Room: We can have one. Okay, so let me… We'll be happy to make sure that if… Yeah, we can get those. Thank you. I think there's ones on it. I really appreciate all of the residents to come and show up and share yours, and I'm… I think, 647 01:58:10.290 --> 01:58:28.560 Quinlan Conf Room: the staff has heard about everything, and we will also follow up with the staff, and since it's an operational item, they will work with you, and then they will come back to us and represent what the next steps are. But really appreciate you sitting here for more than one and a half hours now. Thank you for listening. No, thank you for allowing us to speak. 648 01:58:28.760 --> 01:58:46.420 Quinlan Conf Room: And, by the way, we appreciate all that you're doing. It's just that something needs to be. There's a disconnect somewhere that needs to be solved. Awesome. Yeah, thank you very much. All right. Thank you. Good night. You can welcome to be watch the rest of the show if you want. Thank you. 649 01:58:46.700 --> 01:59:04.380 Quinlan Conf Room: Thank you. Thank you very much. Thank you. Thanks. Thank you. Thank you. I appreciate it. Sonya is making coffees, so if you don't have one, if you can take one with us. Sonya is making coffee… coffees, not coffee. I need a coffee. 650 01:59:04.680 --> 01:59:06.800 Quinlan Conf Room: Oh, that's a good one. 651 01:59:07.220 --> 01:59:10.770 Quinlan Conf Room: The copies of the past, she's making it. 652 01:59:11.520 --> 01:59:15.140 Quinlan Conf Room: Hello. 653 01:59:16.320 --> 01:59:20.480 Quinlan Conf Room: We don't need a coffee tonight. Yeah, so… 654 01:59:21.670 --> 01:59:31.360 Quinlan Conf Room: Can we? Can we move on to the next slide? Old business? Yeah, no. Before old business, I think. I think it goes missing. 655 01:59:31.360 --> 01:59:45.119 Quinlan Conf Room: Written communications. Because oral, can we close the door if you don't? I think the written communications have already been spoken. 656 01:59:47.250 --> 01:59:48.260 Quinlan Conf Room: Okay. 657 01:59:49.210 --> 01:59:52.249 Quinlan Conf Room: Yes, so I'm not sure if you want to repeat it. 658 01:59:52.250 --> 02:00:13.260 Quinlan Conf Room: We're fine. Yeah, we're fine. Yeah, yeah, that's okay. No, because I just got on a note saying that the written communications on staff sent to every one of us all the written communications. So I just want to mention that there is a written communication. It's all in your inbox. That's the only reason I just wanted to call this out. 659 02:00:13.260 --> 02:00:18.879 Quinlan Conf Room: Awesome, awesome, got it. Thank you. Old business, there is no old business. 660 02:00:19.090 --> 02:00:21.209 Quinlan Conf Room: And, new business… 661 02:00:21.360 --> 02:00:37.760 Quinlan Conf Room: No new business. And then staff and commission reports now. So this portion of the meeting is, again, reserved for staff to provide any updates on matters pertinent to the Commission, and the Commission's to report on Commission-related activity that they have taken part in since the pre-regularly scheduled meeting. 662 02:00:37.930 --> 02:00:43.489 Quinlan Conf Room: I think, do we have a staff meeting? Yep, and we're pulling it up right now. Excellent, excellent. 663 02:00:44.890 --> 02:00:56.280 Quinlan Conf Room: I just want to make sure that there's no questions or comments by commissioners during the presentation slides. Commissioners can ask clarifying questions on the staff report following the presentation. 664 02:00:57.290 --> 02:01:16.119 Quinlan Conf Room: Okay, thank you very much. I'll make my, presentation brief, but we do have quite a few fall events coming up between now and our next meeting, so I'd just like to highlight those very quickly. First and foremost, we have the, Pacific Islander event, which is. 665 02:01:16.120 --> 02:01:26.880 Quinlan Conf Room: The English words for this is Island Sounds, in Cupertino this coming Saturday, October 4th. -Oh, excuse me, October 3rd, excuse me. 666 02:01:26.880 --> 02:01:45.669 Quinlan Conf Room: From 10 to 4 at Kilmer Hall. Pre-registration is recommended, however, there will be kits available at the door while supplies last. And as a reminder, this one is an event that has performers to celebrate the richness and diversity of the Pacific Islander music and dance. 667 02:01:46.080 --> 02:02:05.509 Quinlan Conf Room: Next, we… the following Saturday, we have our fall version of Pooch Plunge. For those of you that didn't jump on registration, it is already full. However, we do have, 4 different 45- minute time slots from 9am until about 1240. 668 02:02:05.510 --> 02:02:16.540 Quinlan Conf Room: 5pm, excuse me. And our four-legged friends opened our season at the pool for us, and they will also close our season at Blackberry Farm this summer. 669 02:02:17.720 --> 02:02:34.450 Quinlan Conf Room: Next, as Sonya mentioned earlier, every other year we have Pizza and Politics. That will take place on Thursday, October 15th, from 6.30 until 8pm at Community Hall. Doors open at 6pm for free pizza. 670 02:02:34.500 --> 02:02:53.239 Quinlan Conf Room: And I want to remind you that this is a youth event, so unfortunately I can't invite you to attend, but what I can tell you is that, this was an award-winning program, in the past. It's held… it is held on pre-election, years, and it's… 671 02:02:53.620 --> 02:03:08.140 Quinlan Conf Room: jointly put together, as Sonya mentioned earlier, by youth for youth, with the intent of encouraging youth and teens in civic engagement, to make politics more accessible to youth, and to provide youth and teens with an opportunity 672 02:03:08.140 --> 02:03:19.629 Quinlan Conf Room: for a platform to interact with local politicians. This year, Mayor Kitty Moore will be present to facilitate that conversation with, with our young people in the community. 673 02:03:19.750 --> 02:03:28.209 Quinlan Conf Room: It is free, however, we do ask our teens to register in advance, that way we know how much food to order. Okay. 674 02:03:28.310 --> 02:03:34.649 Quinlan Conf Room: Next, we have Hidden Treasures. That's going to take place on Thursday, October 22nd from 9… 675 02:03:34.880 --> 02:03:58.200 Quinlan Conf Room: And if you already haven't cleaned out your closets, or your garage, or whatever, we mentioned it at the last meeting that we're accepting donations. We are still accepting them through tomorrow, just in case you want to do a little cleaning tonight. But we are doing, antiques, artwork, hand knits, toys, glassware, houseware, jewelry, and so much more, so… 676 02:03:58.200 --> 02:04:02.119 Quinlan Conf Room: If you want to stay up late tonight and clean out your closets, we'd appreciate it. 677 02:04:02.460 --> 02:04:17.179 Quinlan Conf Room: One of the events I'm most excited to see for the first time is Monster Mash. I've heard a ton about it since I started, and can't wait to experience it with the community on Saturday, October 24th, from 5 to 8 here at Quinlan. 678 02:04:17.230 --> 02:04:31.099 Quinlan Conf Room: As you are well aware, this is a family-friendly event, a family-friendly costumed event, and with different trick-or- treating games, crafts, pumpkin decorating, and all sorts of spooky fun. 679 02:04:31.280 --> 02:04:33.790 Quinlan Conf Room: And then. 680 02:04:34.150 --> 02:04:52.660 Quinlan Conf Room: You have been receiving communication from myself and from the City Manager's Office regarding the Community… Cupertino Community Service Awards, also referred to as CREST, and that will be Wednesday, October 28th, doors opening at 5.30, and the event starting at 6. Thank you to all of you for RSVPing. 681 02:04:52.690 --> 02:04:58.399 Quinlan Conf Room: And this, as a reminder, is also an opportunity to acknowledge commissioners. 682 02:04:58.440 --> 02:05:16.909 Quinlan Conf Room: For their service, over their term, or over this year, for… and to acknowledge excellence in our community. So, that concludes my report, Chair, and hopefully that gets us a little back on track for time tonight. Thank you, I appreciate it, and I don't think that any… 683 02:05:16.930 --> 02:05:25.680 Quinlan Conf Room: On it, that's fantastic. Then I think it's time… thank you, and it's time to go for a commission report. Any commissioner reports on it? 684 02:05:26.310 --> 02:05:35.010 Quinlan Conf Room: Then I think I will make a report based on the mayor's meeting. I attended it. So I just took to pull up. 685 02:05:36.100 --> 02:05:39.199 Quinlan Conf Room: The things we talked about, give me a second… 686 02:05:40.900 --> 02:05:49.110 Quinlan Conf Room: Yeah. So this Mayor meeting what happened is that 100% focused on trust awards. 687 02:05:49.860 --> 02:05:58.739 Quinlan Conf Room: And what are the changes we need to make? There are. I'll I think maybe I'll send the return work for you, then, which you can pass it on to others. 688 02:05:59.330 --> 02:06:03.639 Quinlan Conf Room: I'll give a written report, and then we can pass it on, but I'll brief it. 689 02:06:03.640 --> 02:06:26.210 Quinlan Conf Room: So, when the last mayor's meeting, where we were… all the chairs of the commissions were sitting and going through the nominations, and that's what we were doing it prior. I know, Commissioner Carroll asked about it, what happened on the previous, so that when I attended, there was nothing but selecting the CRUST Award, all the, categories. And the nomination, each one has to 690 02:06:26.210 --> 02:06:35.359 Quinlan Conf Room: say that why not, and voting it, and that's all that happened. But this, mayor's meeting, the last one, is predominantly because there were a lot of 691 02:06:35.470 --> 02:06:40.249 Quinlan Conf Room: Things called out in the process. For example. 692 02:06:40.560 --> 02:06:47.869 Quinlan Conf Room: in the rising star. There are 4 awards, right rising star organization of the year, hometown hero and a lifetime achievement. 693 02:06:48.190 --> 02:07:00.999 Quinlan Conf Room: So, in some of these, and again, the details, hopefully it'll be out, because I don't want to call that out unless it was officially coming out from Mayor's office, but the discussions are a couple of, areas focused. Number one. 694 02:07:01.380 --> 02:07:04.200 Quinlan Conf Room: Can a resident and a non-resident. 695 02:07:04.320 --> 02:07:09.379 Quinlan Conf Room: So many of the awards, the nominations are even from people outside of Cupertino. 696 02:07:09.670 --> 02:07:16.809 Quinlan Conf Room: Okay? And the some of the prerequisites were not clearly called out. So people applied. 697 02:07:17.390 --> 02:07:24.229 Quinlan Conf Room: So that's a 1. It's including lifetime achievements, too. Right? That's the one. The second one is. 698 02:07:24.410 --> 02:07:27.150 Quinlan Conf Room: Do we need to take, 699 02:07:27.250 --> 02:07:35.529 Quinlan Conf Room: the existing commissioners, for example, team commissions and others, because when it comes to a racing star many times. 700 02:07:35.560 --> 02:07:48.049 Quinlan Conf Room: the existing team commissioners and all supply. But that's kind of even the team Commissioner Chad was there, and he made it very clear, because it is a disadvantage to others because they already got into team commission. 701 02:07:48.050 --> 02:07:56.899 Quinlan Conf Room: and where many others were didn't get it. So how do we really make sure we put in a kind of a lot of process on how 702 02:07:57.210 --> 02:08:16.280 Quinlan Conf Room: many years, they should have not been on the commission to be considered for rising stock, kind of, because a lot of things were counterintuitive, because by default, that's how they are getting it, so we are ignoring the other side of it. So a lot of things on that was cleared out, and called out, and all the chairs were discussing on it to make the right 703 02:08:16.280 --> 02:08:22.379 Quinlan Conf Room: On a right recommendation. It's unanimous, almost every one of those. And, of course, the other one was 704 02:08:22.390 --> 02:08:27.469 Quinlan Conf Room: For example, the Sharif's one, they are on contact. 705 02:08:27.520 --> 02:08:34.580 Quinlan Conf Room: They're not a full-time employee of the city on it, so when we pick up, some of these awards, how does that matter? 706 02:08:34.810 --> 02:08:38.839 Quinlan Conf Room: Do we need to contact of everybody as a resident or. 707 02:08:39.060 --> 02:08:43.500 Quinlan Conf Room: Means they are not a resident resident, but they are serving it. For example, teachers. 708 02:08:43.900 --> 02:09:01.710 Quinlan Conf Room: a lot of great teachers, but they are not residents, but they serve our community, our students. So how do we distinguish it? It's not that they eliminate it, but how do we distinguish between those? What category we need to, like, a hero of the year, kind of, where it can be anyone, not necessarily, but who serve the 709 02:09:01.750 --> 02:09:16.770 Quinlan Conf Room: city. And how did you decide? No, no, these are all the… again, these are all… we talked about it. Mayor's office took all the notes and discussions, and they haven't come up with what the revised, pre-requested is, but these are all very important things. 710 02:09:16.770 --> 02:09:26.250 Quinlan Conf Room: Caught out while we were in the previous meeting when we talked about, who to select, and at that time, a lot of people said, oh, this person is a non-resident. 711 02:09:26.330 --> 02:09:32.799 Quinlan Conf Room: outside of Cupertino, San Jose kind of. So it all came in through only during that time. So we discovered it. 712 02:09:33.200 --> 02:09:40.900 Quinlan Conf Room: But still, I think they considered many, because at that time there was no rule saying that you should be a resident kind of. So now a lot of 713 02:09:41.060 --> 02:10:01.010 Quinlan Conf Room: inputs were happened on on the last meeting, very intensive, very good, productive meeting. And so I think the revised Crust award application forms, and what the nominations and what should be pre-request. Everything will be coming in, but it's a very, very intensive, active participation from every chair. 714 02:10:01.070 --> 02:10:02.470 Quinlan Conf Room: So that's why we had it. 715 02:10:03.060 --> 02:10:07.250 Quinlan Conf Room: That's my report. So reply, can I take a comment on my report? 716 02:10:07.970 --> 02:10:26.629 Quinlan Conf Room: Yes, please. Yeah, Andres, yeah. I will be brief, because I cannot discuss deep. Yeah, yeah, yeah. I'm wondering how the previous years were… they never discussed these concerns until last year? Yeah, it looks like it was not. That's why people brought it up. 717 02:10:27.750 --> 02:10:44.570 Quinlan Conf Room: So that's why I think there was a gap, I don't want to say flaw, but there was a gap in the application process and prerequisite, which got into the situation where there are many people even outside, or being nominated and doing it. Like, a self-nomination is not allowed. 718 02:10:44.570 --> 02:10:56.810 Quinlan Conf Room: So, these kind of many things are, which is not clear. So, the application process is being, like, clearly now calling out everything. So, you cannot even move if you're not a staff… if you're not a… 719 02:10:56.810 --> 02:11:08.890 Quinlan Conf Room: Cupertino, President. Some of those things. It was a very good meeting, but I think… I don't have the final decision, I think it'll come from the mayor's office, so once it is there, I think it would be great that we can share it with them. 720 02:11:08.910 --> 02:11:10.959 Quinlan Conf Room: So that's all my report. 721 02:11:11.810 --> 02:11:15.729 Quinlan Conf Room: Thank you. Let's see, is there anything else? 722 02:11:18.020 --> 02:11:19.210 Quinlan Conf Room: Pretty much, Jones. 723 02:11:20.370 --> 02:11:23.560 Quinlan Conf Room: Oh, future agenda becomes. 724 02:11:25.670 --> 02:11:34.420 Quinlan Conf Room: So we have the, work plan that was approved, as a reminder, and then. 725 02:11:34.500 --> 02:11:50.549 Quinlan Conf Room: We have plans for the other divisions that have not yet come, to come through the balance of the year, and as other items, are wrapped up, I will work with you, Chair, to, to make sure that you're aware ahead of time as well. 726 02:11:50.860 --> 02:11:51.900 Quinlan Conf Room: the Commission. 727 02:11:52.900 --> 02:11:55.709 Quinlan Conf Room: Excellent, thank you. And I think there is a… 728 02:11:55.840 --> 02:12:02.719 Quinlan Conf Room: One thing's in case if they wanted to do that, right? So we wanted to have any future agenda suggestions from the commissioners. 729 02:12:03.070 --> 02:12:11.220 Quinlan Conf Room: This is where we will note it down. Well, we've already adopted the work plan. So there's nothing to be collected today. Correct? Okay. 730 02:12:11.560 --> 02:12:14.589 Quinlan Conf Room: Okay, if that's nothing else, I think it… 731 02:12:14.730 --> 02:12:23.490 Quinlan Conf Room: It was a great full meeting today. So, I would say our meeting is now coming to an end, and again, thank you. Thanks for participating, and… 732 02:12:23.540 --> 02:12:29.070 Quinlan Conf Room: supporting the residents, even on the world of communication before, and I think a special thank you to Sonya for us. 733 02:12:29.070 --> 02:12:44.030 Quinlan Conf Room: such a detailed presentation. I wish we had another one hour to discuss on every level, but we don't want to bore you there. But as I think, Commissioners, everyone said, my sincere thanks, and I know we were caught up on many other things, but that's why I wanted to call it out. 734 02:12:44.070 --> 02:13:01.430 Quinlan Conf Room: Fantastic. I don't think that with such a number of staff, you could do 800 plus. Yeah. I cannot imagine. I only need a coffee now. So, thank you. Our next Parks and Recreation Commission meeting will be on Thursday, November 5th, at 7pm. 735 02:13:01.430 --> 02:13:13.879 Quinlan Conf Room: here, in the Quinlan Committee conference room. Before I adjourn staff, thank you so much. There were too many things on… on the speaker call. Really appreciate you juggling on it, and then took it, and then making it perfect. 736 02:13:13.920 --> 02:13:19.319 Quinlan Conf Room: Appreciate it. Okay, so I know I adjourned the meeting at 9.13. 737 02:13:20.980 --> 02:13:21.800 Quinlan Conf Room: Awesome. 738 02:13:22.450 --> 02:13:23.150 Quinlan Conf Room: Thank you both.
