Sounds Checks Using a Cell Phone Decibel Reader Application Must be Conducted Throughout the Event to Check that Music Complies with Decibel Limitation: The Planning Division is requiring that the event coordinator download a decibel reader phone application and designate an individual to conduct sound checks at the beginning, middle and at 8:00 pm, each time the volume must be adjusted to comply with the City’s noise ordinance (3 times during the event). The music can be louder than 70 decibels for just 3 hours of the event, but cannot exceed 95 decibels at the property line. The music should be well below 95 decibels even at its loudest since the property is surrounded by residences. Then the music volume must be adjusted down to 70 decibels at the property lines for any time outside of the 3-hour peak music hours during the day. Then at 8:00 pm, the volume of the music must be further reduced down to 60 decibels from 8:00 pm to 10:00 pm. Please confirm that the event coordinator will designate a staff member to use a phone application to measure the decibel level of the music at each of the fence lines (north, south and east) at the beginning of the event, middle of the event and at 8:00 pm to ensure compliance. Please provide a screenshot of the decibel reader cell phone application you will be using to monitor the decibel level of the music. Please also indicate what 3-hour stretch the music will be the loudest during the event (noon to 3:00 pm? or 3:00 pm to 6:00 pm? Or 5:00 pm to 8:00 pm?). Please also confirm that at no point will the music be greater than 95 decibels measured at the property line. Please confirm that outside of the 3-hour block of louder music, the decibel level of the music will be limited to 70 decibels or less measured at each of the property lines.
