Re: Cal Cities General Assembly Approves Resolution on Local Housing and Land Use
Authority
Background
On September 25, 2026, at the League of California Cities Annual Conference, delegates
approved Resolution No. 1, directing Cal Cities to consider establishing a statewide working
group to evaluate legislative and policy solutions that could strengthen local authority over
housing and land use decisions. The resolution calls for legal and policy analysis, stakeholder
engagement, and advocacy for additional affordable housing funding, while preserving the
State's role in setting housing goals and enforcing fair housing, civil rights, safety, and
environmental standards.
The resolution was submitted by the City of Murrieta and approved by both the Housing,
Community, and Economic Development Committee and the Resolutions Committee before
being considered by the General Assembly. The adopted language supports evaluating
strategies related to local control over matters such as general plans, housing elements, zoning,
density, design and development standards, project siting, and housing development
approvals. The resolution also encourages Cal Cities to engage cities and stakeholders in
developing recommendations for future consideration.
The resolution was approved by the General Assembly on September 25, 2026, by a vote of 234-
0-1. In December 2025, Council designated Mayor Kitty Moore to serve as the primary voting
delegate for the League of California Cities Annual Conference. According to Mayor Moore, the
vote reflected broad support from cities throughout California and marked the first concerted
effort on this issue to gain significant backing across a diverse range of communities. For
Cupertino, the preservation of local authority is a Council legislative priority as adopted in the
2026 Legislative Platform. To view the resolution and more General Assembly information, visit
