09 - September 25, 2026 - Agreement between the City of Cupertino and the Cupertino Historical Society
PARKS & RECREATION CITY HALL 10300 TORRE AVENUE • CUPERTINO, CA 95014-3255 TELEPHONE: (408) 777-3403 CUPERTINO.GOV CITY COUNCIL INFORMATIONAL MEMORANDUM Date: September 25, 2026 To: Cupertino City Council From: Rachelle Sander, Director of Parks & Recreation Re: Agreement between the City of Cupertino and Cupertino Historical Society Background This Informational Memorandum provides background on the City's financial support to the Cupertino Historical Society and Museum (CHSM), including key Council actions and the subsequent tenant License Agreement terms for use of the Quinlan Community Center. Community Funding Grant Program The City's Community Funding Grant Program provides financial assistance to local nonprofit organizations that deliver social services, arts, cultural, educational, and other community- based programs that benefit Cupertino residents. Between 2010 and 2019, CHSM successfully applied for and received a total of $95,000 through the Community Funding Grant Program (Attachment A). On June 18, 2019, the City Council established a dedicated annual allocation of $20,000 for CHSM as a line item within the Community Funding Grant Program budget. Unlike other Cupertino-based organizations, CHSM was not required to participate in the competitive grant application process. The dedicated $20,000 budget allocation was considered and approved through the City's annual budget adoption process. On December 1, 2020, the City Council reviewed the Community Funding Grant Policy and requested a future discussion regarding funding for CHSM. As part of this process, CHSM was required to submit a proposed budget for FY 2022-2023 and a year-end financial report documenting how funds were expended. At the June 4, 2021, Special Meeting, the City Council formed a Council Subcommittee consisting of Councilmembers Moore and Wei to discuss matters related to CHSM. On March 8, 2022, staff met with the Council Subcommittee and was provided guidance to prepare a comparative analysis of relationships between historical societies and local jurisdictions within CITY OF CUPERTINO Santa Clara County, summarize CHSM funding and expenditures from FY 2017–2018 through FY 2021–2022, including the proposed use of FY 2022–2023 funding, and clarify the distinction between funding provided through a dedicated budget allocation and funding awarded through the Community Funding Grant Program. On June 21, 2022, the City Council received an update on the Council Subcommittee’s work and the information requested from staff in March. Following the discussion, Councilmember Chao moved and Councilmember Moore seconded a motion directing staff to come back with an agreement. The amended motion carried unanimously (Paul absent). The staff report, supporting materials, and the final motion are available on the City Council agenda webpage - CITY OF CUPERTINO - City Council1. Grant Funding and License Agreement between the City and CHSM On October 4, 2022, City Council approved a Grant Funding and License Agreement between the City and CHSM establishing a three-year term, from FY 2022–2023 through FY 2024–2025, and providing funding of $40,000 per year, for a total commitment of $120,000 during the initial term. The Agreement also granted use of museum and meeting space at Quinlan Community Center and established service, reporting, and funding requirements. The Agreement included two optional one-year extensions for FY 2025–2026 and FY 2026–2027, increasing the potential term to five years and the total funding commitment to $200,000. The City has exercised both one-year extensions. The current Grant Funding and License Agreement, approved through a Second Amendment in June 2026, remains in effect through June 30, 2027 (Attachment B). Since the establishment of the annual funding allocation in FY 2019–2020, the City Council has supported CHSM with grant funding annual budget allocations. As shown in Attachment A, total funding from FY 2019– 2020 through FY 2026–2027 equals $260,000. CHSM has complied with the reporting requirements established in the Agreement and has presented annual reports to the Parks and Recreation Commission; the final report is due in July 2027. The reports summarize CHSM's activities, accomplishments, fundraising efforts, and progress toward its annual work plan, and were presented at publicly noticed Parks and Recreation Commission meetings (Attachments C through F). Copies are attached for Council's reference and are also available through Parks and Recreation Commission agendas and minutes. In FY 2025-2026, CHSM utilized the $40,000 allocation to support three major work categories: collection management, community outreach, and curatorial exhibits consistent with its annual work plan and the terms of the Agreement. Attachment F features a summary, by month, of CHSM's achievements over the past fiscal year. 1 https://cupertino.legistar.com/DepartmentDetail.aspx?ID=22534&GUID=759DE527 -B7CF-4B4C-88AB- B83875AB732D&Mode=MainBody#docaccess- aaacb7c5ab54731908457c823d22d0d20f8590a921950a82f8a23ee77ba822c1 Updated Review of Historical Society Partnerships in Santa Clara County To provide current information, staff has updated the comparative analysis of historical society and local jurisdiction partnerships within Santa Clara County using information current as of July 2026 (Attachment G). (2) When this insurance is excess over other insurance, we will pay only our share of the amount of the loss, if any, that exceeds the sum of: (a) T he total amount that all such other insurance would pay for the loss in the absence of this insurance ; and (b) T he total of all deductible and self-insured amounts under all that other insurance. Main Street, Milpitas 95035) is actually the Milpitas Library, which has also been our official meeting place, though lately we are experimenting with other venues/restaurants in hopes of re-attract waning membership. We have no paid staff, and a 7-member board of directors. Income from yearly dues of the membership, as well as an ongoing fundraising opportunity from Milpitas Community Bingo, which gives funds to nonprofits in exchange for working the games. The Milpitas Historical Society doesn’t have any building holdings nor a museum space at the moment; all of our artifacts and ephemera are in storage after losing our wonderful glass corridor display space at the Great Mall in 2019. Since then, we have been more of a “History Club” with quarterly meetings, speakers, a hard-copy newsletter mailed to about 100 members (though our active membership is closer to 30), as well as bringing artifacts to community events, doing educational outreach, placing local history books in school libraries, etc. There are still hopes for a future museum. The Milpitas Parks and Recreation Department recently opened Alviso Adobe Park, with a wonderful audiovisual presentation within the 1837 Alviso Adobe. This was a multimillion dollar project, opening in October of 2022. The Board are the main volunteer tour guides for this, though the Historical Society has no ownership or jurisdiction. The site was entered into the National Registry of Historic Landmarks in 1978, and the Morgan Hill Historical Society took possession of the property in 1998 with a grant from the city of ~$300,000 to restore the 1884 house. The city funding of $35,000 is all committed to the maintenance of Villa Mir Monte, non to the operational expenses of the Morgan Hill Historical Society. The cities annual contribution covers about half of the annual costs to maintain VMM our city’s History Park.
